Evidence-Based Practice and Organizational Development in Libraries
This article is written for a Festschrift for F. W. Lancaster, and it
summarizes the author???s library school experiences as a student of
Professor Lancaster and Professor Herbert Goldhor at the University
of Illinois. Both professors instilled in students a strong inclination
to use real and appropriate information in evaluating situations,
making decisions, delivering information services, and managing
libraries. The author suggests that this Lancaster-Goldhor approach
to information, and to data-driven decision making, anticipated the
current movement toward evidence-based practice (EBP) in libraries.
He suggests that libraries embrace the premises, philosophy, values,
and practices of organizational development (OD) as an overarching
discipline that facilitates EBP in the library culture, and ultimately
leads to healthier and more effective organizations. This article

Understanding EBLIP at an organizational level: an initial maturity model
Objective - Existing research around evidence based practice in the LIS (library and information science) professional context over the past two decades has captured the experience of individual practitioners, rather than the organization as a whole. Current models of evidence based library and information practice (EBLIP) relate to, and apply predominantly to, individuals or specific scenarios. Yet despite a growing demand from institutional and library leaders for evidence to demonstrate why investments in libraries should continue, little is known about how an organization can enhance its maturity in evidence based practice. This paper addresses this gap by seeking to understand what an evidence based university library looks like and answering the questions: how does a university library leader know the library’s service and practice is evidence based? How can a university library measure and progress its maturity in evidence based practice?
Methods - Sixteen semi-structured interviews were conducted with library professionals employed at Australian and New Zealand university libraries. Transcripts were analyzed using thematic analysis techniques. The interviews, combined with a literature review and environmental scan of evidence based practices in university libraries, informed the development of a draft capability maturity model as a framework for developing evidence based practice in university libraries.
Results - The model identifies and describes characteristics at five different levels of evidence based practice maturity from least mature (Ad hoc/Sporadic) to most mature (Transforming). Three dimensions of experience help to define the characteristics at each level of maturity and provide a framework to understand how a university library might develop its organizational capacity in evidence based library and information practice.
Conclusion - Library leaders and practitioners will benefit from the model as they seek to identify and build upon their evidence based practice maturity, enabling more robust decision-making, a deeper understanding of their clients and demonstration of value and impact to their stakeholders
Using Organization Theory to Explore the Changing Role of Medical Libraries
This historical research review uses organization theory to describe and interpret the evolution of American hospitals, medical libraries, and the role of the professional librarian. Various organization theories are applied to explain changes in hospitals and medical libraries over time. The interaction between the organization and the environment as described in organization theory shaped the emergence of today\u27s information services. For readers unfamiliar with health sciences libraries, the study will provide a glimpse into the social forces that framed the development of this type of special library
Navigating an auto guided vehicle using rotary encoders and proportional controller
Auto Guided Vehicle (AGV) is commonly used in industry to reduce labour cost and to improve the productivity. A few programmable devices are combined in an AGV to optimize the usage of time and energy. AGV is widely used to transport goods and materials from one place to another place. For the first generation of AGV was used the track to guide the AGV but it was not flexible enough. This study investigates an alternative to control an AGV using two rotary encoders and proportional controller. Arduino Mega 2560 was used as a microcontroller to receive and process the signals from the rotary encoders. Logic controller and proportional controller were implemented to control the AGV, respectively. The coefficient of proportional controller was optimized to improve the performance of the AGV during navigation process. Findings show that AGV with the proportional controller with coefficient 1.5 achieved the best performance during the navigation process
Applied and conceptual approaches to evidence-based practice in research and academic libraries
Evidence-based practice is an approach to professional practice that involves a structured process of collecting, interpreting and applying valid and reliable research and evidence to support decision-making and continuous service improvement in professional practice. This paper reports on emerging initiatives in evidence-based practice at the University of Southern Queensland (USQ) Library, a regional multi-campus university in Australia. It demonstrates how evidence-based practice forms part of our organisational strategy to engage with our community and society.
The case study describes a new model of embedding evidence-based practice through a role explicitly dedicated to developing the library’s evidence base. While other libraries may have a person responsible for assessment, performance metrics or data analysis, the Coordinator (Evidence-Based Practice) has a broader mandate – to work with library staff to develop tools, skills and expertise in evidence-based practice. The paper will describe why this role was created and how the Coordinator is working to engage with library staff to understand their business and the evidence needed to support service improvement for the Library. By doing this, USQ Library is building the capacity to demonstrate value to stakeholders, gain a deeper understanding of clients’ needs and experiences, promote robust decision-making and improve service delivery.
The paper also outlines an initiative led by the Coordinator (Evidence-Based Practice) to develop a conceptual model of evidence-based practice within academic libraries at the organisational, rather than individual level. Current models of evidence-based library and information practice apply predominantly to individuals. Informed by relevant literature and 16 semi-structured interviews with library professionals from Australian and New Zealand university libraries, three themes emerged to describe how evidence-based practice might be experienced at the organisational level. The lived experience at USQ Library and our research investigations suggest that being evidence-based provides benefits to an academic library’s culture, practice and impact
A model for digital preservation repository risk relationships
The paper introduces the Preserved Object and Repository Risk Ontology (PORRO), a model that relates preservation functionality with associated risks and opportunities for their mitigation. Building on work undertaken in a range of EU and UK funded research projects (including the Digital Curation Centre , DigitalPreservationEurope and DELOS ), this ontology illustrates relationships between fundamental digital library goals and their parameters; associated rights and responsibilities; practical activities and resources involved in their accomplishment; and risks facing digital libraries and their collections. Its purpose is to facilitate a comprehensive understanding of risk causality and to illustrate opportunities for mitigation and avoidance.
The ontology reflects evidence accumulated from a series of institutional audits and evaluations, including a specific subset of digital libraries in the DELOS project which led to the definition of a digital library preservation risk profile. Its applicability is intended to be widespread, and its coverage expected to evolve to reflect developments within the community.
Attendees will gain an understanding of the model and learn how they can utilize this online resource to inform their own risk management activities
Incorporating Online Instruction in Academic Libraries: Getting Ahead of the Curve
A sea change in higher education is shaping the way many libraries deliver instruction to their students and faculty. Years of technological innovation and changes in the way that people discover and use information has made online instruction an essential part of a library\u27s teaching and learning program. In order to evaluate our library\u27s online instruction program and to determine its future goals, we analyzed the technology, pedagogical models, organizational structures, administrative supports, and partnerships we would need in order to succeed. Our findings may be useful for libraries reassessing their own online instruction programs

Healthcare services managers: what information do they need and use?
Objectives: To gain insight into the information behaviour of healthcare services managers as they draw on information while engaged in decision making unrelated to individual patient care. Objectives – The purpose of this research project was to gain insight into the information behaviour of healthcare services managers as they use information while engaged in decision-making unrelated to individual patient care.
Methods – This small-scale, exploratory, multiple case study used the critical incident technique in nineteen semi-structured interviews. Responses were analyzed using ‘Framework,’ a matrix-based content analysis system.
Results – This paper presents findings related to the internal information that healthcare services managers need and use. Their decisions are influenced by a wide variety of factors. They must often make decisions without all of the information they would prefer to have. Internal information and practical experience set the context for new research-based information, so they are generally considered first.
Conclusions – Healthcare services managers support decisions with both facts and value-based information. These results may inform both delivery of health library services delivery and strategic health information management planning. They may also support librarians who extend their skills beyond managing library collections and teaching published information retrieval skills, to managing internal and external information, teaching information literacy, and supporting information sharing
