Lessons learned in promoting evidence-based public health: Perspectives from managers in state public health departments

Evidence-based public health (EBPH) practice, also called evidence-informed public health, can improve population health and reduce disease burden in populations. Organizational structures and processes can facilitate capacity-building for EBPH in public health agencies. This study involved 51 structured interviews with leaders and program managers in 12 state health department chronic disease prevention units to identify factors that facilitate the implementation of EBPH. Verbatim transcripts of the de-identified interviews were consensus coded in NVIVO qualitative software. Content analyses of coded texts were used to identify themes and illustrative quotes. Facilitator themes included leadership support within the chronic disease prevention unit and division, unit processes to enhance information sharing across program areas and recruitment and retention of qualified personnel, training and technical assistance to build skills, and the ability to provide support to external partners. Chronic disease prevention leaders\u27 role modeling of EBPH processes and expectations for staff to justify proposed plans and approaches were key aspects of leadership support. Leaders protected staff time in order to identify and digest evidence to address the common barrier of lack of time for EBPH. Funding uncertainties or budget cuts, lack of political will for EBPH, and staff turnover remained challenges. In conclusion, leadership support is a key facilitator of EBPH capacity building and practice. Section and division leaders in public health agencies with authority and skills can institute management practices to help staff learn and apply EBPH processes and spread EBPH with partners

Vulnerable Youth: Federal Mentoring Programs and Issues

[Excerpt] Since the mid-1990s, Congress has supported legislation to establish structured mentoring programs for the most vulnerable youth. The Department of Justice’s Juvenile Mentoring Program (JUMP), the first such program, was implemented in 1994 to provide mentoring services for at-risk youth ages 5 to 20. The purpose of contemporary, structured mentoring programs is to reduce risks by supplementing (but not supplanting) a youth’s relationship with his or her parents. Some of these programs have broad youth development goals while others focus more narrowly on a particular outcome such as reducing gang activity or substance abuse, or improving grades. Research has shown that mentoring programs have been associated with some positive youth outcomes, but that the long-term effects of mentoring on particular outcomes and the ability for mentored youth to sustain gains over time are less certain. Although there is no single overarching policy today on mentoring, the federal government has supported multiple mentoring efforts for vulnerable youth since JUMP was discontinued in FY2003. In recent years, two mentoring programs—the Mentoring Children of Prisoners (MCP) program and Safe and Drug Free Schools (SDFS) Mentoring program—have provided a significant source of federal funding for mentoring services. However, the programs were short- lived: funding for the MCP program, carried out by the Department of Health and Human Services (HHS) since FY2003, was discontinued as of FY2011; and funding for the SDFS program, carried out by the Department of Education (ED) since FY2002, was discontinued as of FY2010. The federal government currently funds mentoring efforts through short-term grants and initiatives. Many of these grants are carried out by the Department of Justice (DOJ), which has allocated funding for multiple mentoring programs, including mentoring for certain vulnerable youth and research on mentoring. In addition, the federal government has provided funding to programs with vulnerable youth that have a strong, but not exclusive, mentoring component. Youth ChalleNGe, an educational and leadership program for at-risk youth administered by the Department of Defense, helps to engage youth in work and school, and leadership opportunities. Adult mentors assist enrolled youth with their transition from the program for at least one year. Finally, federal agencies coordinate on mentoring issues. The Federal Mentoring Council was created in 2006 to address the ways agencies can combine resources and training and technical assistance to federally administered mentoring programs, and to serve as a clearinghouse on mentoring issues for the federal government. The council has been inactive in recent years but federal agencies, including the Departments of Housing and Urban Development (HUD) and Justice, are collaborating to reconvene the council. This report begins with an overview of the purpose of mentoring, including a brief discussion on research of structured mentoring programs. The report then describes the evolution of federal policies on mentoring since the early 1990s. The report provides an overview of the federal mentoring initiatives that are currently funded. Note that additional federal programs and policies authorize funding for mentoring activities, among multiple other activities and services. These programs are not discussed in this report. The report concludes with an overview of issues that may be of interest to Congress. These issues include the limitations of research on outcomes for mentored youth, the potential need for additional mentors, grantees’ challenges in sustaining funding, and the possible discontinuation of federal mentoring funding. Connecticut Postsecondary Pathways for Opportunity Youth

Pathways to Postsecondary Opportunities are the range of options created across education institutions, training providers, and community-­based organizations so that each and every young person can access the necessary and personally relevant credentials, skills, and training beyond the completion of a secondary credential that will propel him/her to long-­term economic success and self-sufficiency. With support, the American Youth Policy Forum (AYPF) documented pathways to postsecondary opportunities in the state of Connecticut for the most vulnerable youth with a special focus on those involved in the juvenile justice system. Through the reporting, it is the hope that Connecticut's policymakers, advocates, and others will feel a renewed sense of focus and urgency to acknowledge and invest in this population with a deeper understanding of the options and challenges. In this report, AYPF will present a portrait of the population and the barriers they face. From conversations and site visits, the reporters provide a portrait of common evidence-based practices and structures contributing to the development of pathways to postsecondary opportunity. The concluding sections articulate the role of state policy to continue to build and sustain pathways to postsecondary opportunities for these young people. The Pathway to Successful Young Adulthood assembles a wealth of findings from research, practice, theory, and policy about what it takes to improve the lives of children, youth and families, particularly those living in tough neighborhoods. By laying out a comprehensive, coherent array of actions, the Pathway informs efforts to improve community conditions within supportive policy and funding contexts. The Pathways framework does not promote a single formula or program. Rather, our emphasis is on acting strategically across disciplines, systems, and jurisdictions to increase the number of young people who make a successful transition to young adulthood. The Pathway provides a starting point to guide choices made by community coalitions, services providers, researchers, funders, and policymakers to achieve desired outcomes for young people and their families
