    EU-Turkey Accession Negotiations: Impact assessment of Chapter 10 on information society and media

    In the past few years, Turkey has launched very important and ambitious reforms in the information society and media sector. Even more substantial changes are expected in 2009, after the new e-communications law has been approved at the end of 2008. Apart from the 49 expected pieces of secondary legislation foreseen to implement the new Law No 5809, Turkey has also planned important steps in the domain of spectrum policy, with licenses for WiMAX soon to be awarded. This report analyses the current state of advancement of Turkey\u2019s regulatory reform in this sector, and formulates suggestions for reform on the basis of a complex and articulated impact assessment exercise. Our final conclusion is that Turkey may profit significantly from a set of targeted reforms, aimed at solving existing problems that have been highlighted, i.a., by the European Commission and also by the recent ECTA Scorecard 2008

    A complex systems perspective on innovation, investment and regulation of evolving telecommunications networks

    This thesis is a Doctoral Thesis of the International Executive Doctorate Programme (DBA) at the School of Management, Cranfield University, UK. The purpose of the study is to present the results of the research dedicated to the topic of Infrastructure Sharing, a common method to make use of the limited infrastructure resources of many stakeholders. The research aims to develop a decision support tool for a National Regulating Authority (NRA) on the basis of a software simulation representing infrastructure in use as complex systems consisting of agent and infrastructure networks. By applying a computational Agent-Based Modelling (ABM) approach to policy decisions, i.e. influence of Duct and Pole Access (DPA) to incumbent telecommunication infrastructures, the research investigates regulatory considerations that stimulate the development of alternative networks. The final deliverable of the research is a simulation tool that provides a solid foundation for simulating experiments, which allows analysis of demand for broadband services by different subgroups of users. The results of the study are of value for regulators, practitioners, representatives of telecommunication and other network industries, and scholars who deal with the topic of sustainable infrastructure development and recognise the value of a complex system perspective

    Has the European ICT sector a chance to be competitive ?

    The ICT sector is featured by technical progress, convergence and systems integration. This leads to risks of monopolization regimes at the core with higher competition regimes at the periphery. Moreover, some specific component of the system may be essential for its evolution. In particular, networking to some extent creates the system, while software (notably operating systems) is the “glue” which holds it together. In this context, the European ICT industry is potentially smashed between the cost advantages of Asian countries such as China, and the inventiveness and dynamism of the US industry. The way out of this difficult situation is to create in Europe the conditions of restoring knowledge accumulation.     The Unprecedented Assimilation of Mobile Telephony in Ireland: a Phenomenon of the Celtic Tiger Era or a Result of Cultural Traits?

    Following the universal acceptance of mobile telephony the once elitist gadget has become an indispensable democratic tool of everyday communications over the last three decades. Controversially, this thesis illustrates that its level of both adoption and usage did not develop in a similar homogenous pattern in selected OECD countries. In particular, the Irish performance is rather astonishing given the speed of adoption as well as the exceptional high revenue figures achieved by the wireless operators. Consequently, this work determines a selection of factors that drive and encourage both the adoption and usage of cellular telephony in Ireland. The Irish experience is examined in the light of Rogers‘ theory of adoption and diffusion of innovation and demonstrates that domestic socio-economic factors such as the traditional Irish family structure helped the adoption process as did its young demography following the launch of prepaid services. Similarly, historic events such as emigration and the policy of attracting overseas companies to settle in Ireland created traits of a cosmopolite and open economy society whereas the civil war and governmental policies hindered the adequate rollout of the PSTN which resulted in a migration towards cellular telephony. Significantly, by deploying a linear regression model this thesis showed that Hofstede‘s cultural dimension of uncertainty avoidance correlates the most with mobile telephony adoption. Controversially, while this dimension is generally link with protestant cultures this finding is rather contradictive when recalling Ireland‘s tradition of Catholicism and puts a long-cherished stereotype associated with Ireland into question. It was further demonstrated that the Irish benefited from their selection of the global TACS standard that promised economies of scale and subsequently reasonable-priced equipment. Due to this selection the incumbent establish some form of international roaming, which was a novelty outside the NMT system sphere at the time. With regard to the exceptional revenue figures which were seen as a result of a ‗rip-off‘ policy by the wireless carriers this thesis found proof that they were in fact a consequence of the Irish‘s enthusiastic mobile phone usage rather than a product of over-charging. It was further demonstrated that the stereotype of the talkative Irish is profound in their legacy of story-telling as well as a consequence of the British suppression when the mother tongue was used to both conserve and keep their culture alive. Following the independence from their occupiers this regained freedom can easily be observed by the extensive rate of speech and ‗pirate‘ radio broadcastings. Altogether, it was shown that the Irish society resonate most fortune with the adoption of an innovation such as mobile telephony. Therewith, underpinning the relevance of cultural and social factors in addition to traditional solely economic and marked-orientated models

    Infrastructure sharing of 5G mobile core networks on an SDN/NFV platform

    When looking towards the deployment of 5G network architectures, mobile network operators will continue to face many challenges. The number of customers is approaching maximum market penetration, the number of devices per customer is increasing, and the number of non-human operated devices estimated to approach towards the tens of billions, network operators have a formidable task ahead of them. The proliferation of cloud computing techniques has created a multitude of applications for network services deployments, and at the forefront is the adoption of Software-Defined Networking (SDN) and Network Functions Virtualisation (NFV). Mobile network operators (MNO) have the opportunity to leverage these technologies so that they can enable the delivery of traditional networking functionality in cloud environments. The benefit of this is reductions seen in the capital and operational expenditures of network infrastructure. When going for NFV, how a Virtualised Network Function (VNF) is designed, implemented, and placed over physical infrastructure can play a vital role on the performance metrics achieved by the network function. Not paying careful attention to this aspect could lead to the drastically reduced performance of network functions thus defeating the purpose of going for virtualisation solutions. The success of mobile network operators in the 5G arena will depend heavily on their ability to shift from their old operational models and embrace new technologies, design principles and innovation in both the business and technical aspects of the environment. The primary goal of this thesis is to design, implement and evaluate the viability of data centre and cloud network infrastructure sharing use case. More specifically, the core question addressed by this thesis is how virtualisation of network functions in a shared infrastructure environment can be achieved without adverse performance degradation. 5G should be operational with high penetration beyond the year 2020 with data traffic rates increasing exponentially and the number of connected devices expected to surpass tens of billions. Requirements for 5G mobile networks include higher flexibility, scalability, cost effectiveness and energy efficiency. Towards these goals, Software Defined Networking (SDN) and Network Functions Virtualisation have been adopted in recent proposals for future mobile networks architectures because they are considered critical technologies for 5G. A Shared Infrastructure Management Framework was designed and implemented for this purpose. This framework was further enhanced for performance optimisation of network functions and underlying physical infrastructure. The objective achieved was the identification of requirements for the design and development of an experimental testbed for future 5G mobile networks. This testbed deploys high performance virtualised network functions (VNFs) while catering for the infrastructure sharing use case of multiple network operators. The management and orchestration of the VNFs allow for automation, scalability, fault recovery, and security to be evaluated. The testbed developed is readily re-creatable and based on open-source software
