    Evaluation of a given system\u27s effectiveness has numerous pitfalls. System objectives may be poorly defined, may shift during the system life, or may be hard to quantify. Further, individual perceptions of the quantifications may differ. Whatever the cause, system effectiveness has been an elusive term to quantitatively define. This research posits a quantitative system effectiveness model and establishes a utilitarian approach for use with an illustrative application to n operating nuclear safeguards system.The Department of Energy (DOE) defines domestic safeguards, which are applied to nuclear material as; an integrated system of physical protection, material accounting, and material control measures designed to deter, prevent, detect, and respond to unauthorized possession, use, or sabotage of nuclear materials. This research includes the investigation of the utility coefficients and simulation of a domestic nuclear safeguards system, as well as simulation of an airport passenger screening system consisting of: an identification screening system; an X-ray system for checking bags and computers; and a walk through metal detector. Expert judgment was used to determine the relative importance (utility) of the individual subsystems through a statistically analyzed web survey. The survey population is nuclear material protection, control, accounting, and plant management experts.The mean utility coefficients determined during the survey were applied to the system components developed assigned randomly generated values of component effectiveness and combined to produce an overall system effectiveness. Simulated Type I and Type II error rates are used for illustration of the probabilistic methodology currently used by DOE (calculating protection effectiveness) and the posited and heuristically based methodology (system effectiveness). Use of the heuristically based system effectiveness methodology illustrates an approach that combines the subsystem components of plant management, physical protection, material accounting, and material control for a domestic safeguards system. The system effectiveness methodology is complimentary to and more robust than the protection effectiveness calculation and can offer opportunities for cost savings during the system lifecycle

    This article aims to review and evaluate the effectiveness of protection programs implemented in prisons for pregnant women in detention. In this context, we analyze aspects of physical and mental health, legal and reproductive rights, and alternatives available to pregnant women in prison. The evaluation is based on empirical data obtained through field studies, interviews with prison officials, and a review of existing policies. The results reveal the challenges faced by pregnant women in the prison system and provide a basis for improving more effective and human rights-oriented protection programs

    Physical Protection System, Corrective Actions, and Weaknesses Identification Based on Nuclear Security Series: The Hypothetical Atomic Research Institute (HARI) Case

    The paper is an attempt, based on the IAEA’s Nuclear Security Series (NSS), to identify any unacceptable dysfunction of Physical Protection System (PPS) of the Material Test Reactor (MTR) facility in a Hypothetical Atomic Research Institute (HARI). The evaluation of an existing or a proposed PPS requires a methodical approach whereby the ability of the security system to meet defined protection goals as the safeguard against possibility of sabotage and theft should be measured. Without such kind of careful assessment, the PPS might waste valuable resources on unnecessary protection or, worse yet, fail to provide adequate protection at critical points of the facility. In this work, an assessment of the PPS weaknesses for a hypothetical facility against malicious acts is presented. Hence, those weaknesses are founded during the examination of the site to build a 3D computerized simulation to simulate force engagement to evaluate the physical protection system effectiveness. Based on the IAEA nuclear security series publications, the paper proposes a new layout to correct the vulnerabilities, and another analysis of the changes made for the MTR wall thicknesses access control and the redesigned building plan

    The damage of wind turbine blades suffered lightning strikes has been a key factor of the safe and reliable operation of wind farms. The electric geometrical model of wind turbine blades (EGMTB) was presented based on the traditional electric geometrical method and the physical process of lightning leader. The concept of dynamic striking distance was introduced and clarified the physical meaning of striking distance. And the calculation method of blade lightning protection system (LPS) efficiency was deduced. Finally, the effectiveness of EGMTB was validated by the long gap breakdown experiment of blades. The EGMTB was used to analyze the influence factors of blade LPS efficiency. It is indicated that the efficiency of blade LPS reduces with the decrease of lightning current and the angle between the blade and horizontal, and the efficiency of blade LPS can be improved by increasing the side lightning receptors. The EGMTB is intended to provide a theory for lightning protection design and evaluation of wind turbine blades

    The State of Asylum Representation: Ideas for Change

    The plight of refugees-those who flee persecution-touches a chord with Americans, who have supported both a substantial overseas resettlement program and a fair system for asylum seekers. U.S. laws provide a seemingly full opportunity for asylum applicants to explain their fear or actual experience of persecution. In fact, the U.S. offers an extensive process of interviews, hearings, and appeals to ensure that bona fide refugees are not sent back to their persecutors. The substantive law, too, has been developed considerably through administrative and judicial precedents. But how meaningful is a process that, no matter how extensive and developed, leaves asylum seekers on their own to present their claims when only experts understand how the process works and what the case law means? Asylum applicants often have escaped life threatening situations in their home countries and have overcome financial and physical obstacles to reach the United States, only to be faced with a daunting and confusing asylum application process. Legal assistance is permitted, but it must be at no expense to the government. While some asylum seekers find competent representation, many do not. Most of the key players in the U.S. asylum process-the representatives, the Immigration and Naturalization Service ( INS ) trial attorneys, the Asylum Officers and the Immigration Judges– believe that representation makes a difference for those seeking relief and for the effectiveness of the system. Immigration Court data indicates that represented asylum cases are four to six times more likely to succeed than pro se ones. The time has come to develop ways for all asylum seekers to have the type of legal assistance needed to more fully ensure that bona fide refugees receive the protection that the U.S. public wants to give them and that our laws require. Despite the importance of legal representation, there has yet to be a systematic evaluation of the effectiveness of the current delivery mechanisms in place to aid those in need of legal services and the effect of representation on the asylum system in general. This paper examines the state of affairs with regard to asylum representation and attempts to understand better the barriers to representation. It also begins to assess the effects of representation on asylum seekers and the asylum system itself, and to analyze the various ways in which the representation system can be improved
