    Evaluation of Voting with Form Dropout Techniques for Ballot Vote Counting

    Vote counting accuracy has become a well-known issue in the vote collection process. Digital image processing techniques can be incorporated in the analysis of printed election ballots. Current image processing techniques in the vote collection process are heavily dependent on the anticipated, geometric positioning of the vote. These techniques don’t account for markings made outside of the requested field of input. Using various form dropout techniques, however, every mark on the form can be extracted and used by the machine to make an intelligent decision. Most methods will still miss a few marks and result in a few false alarms. This paper explores methods of voting between the results of the different mark extraction methods to improve recognition. To provide diversity a simple image subtraction technique is paired with a distance transform and a morphology based algorithm. The result has a higher detection rate and a lower false alarm rate

    A Review on Automatic Color Form Dropout for Document Processing

    Color Dropout converts documents like color forms to black and white images by deleting the specific color which is maintained only the information entered in the form. The successful color dropout simplifies the task of extracting textual information from the image for the reader. The color dropout filter parameters include the color values of the non-dropout colors, color space conversion, distance calculation, dropout threshold detection. Color dropout is done by converting pixels that have color within the tolerance sphere of the non-dropout colors to black and all others to white in RGB or a Luminance-Chrominance space. This approach uses an ideal FPGA platform which lends itself to high-speed hardware implementation with low memory requirements,. This is done using VHDL coding. The color space transformation from RGB to YCbCr involves a matrix multiplication and the dropout filter implementation is similar in both cases.     Sixth International Joint Conference on Electronic Voting E-Vote-ID 2021. 5-8 October 2021

    This volume contains papers presented at E-Vote-ID 2021, the Sixth International Joint Conference on Electronic Voting, held during October 5-8, 2021. Due to the extraordinary situation provoked by Covid-19 Pandemic, the conference is held online for second consecutive edition, instead of in the traditional venue in Bregenz, Austria. E-Vote-ID Conference resulted from the merging of EVOTE and Vote-ID and counting up to 17 years since the _rst E-Vote conference in Austria. Since that conference in 2004, over 1000 experts have attended the venue, including scholars, practitioners, authorities, electoral managers, vendors, and PhD Students. The conference collected the most relevant debates on the development of Electronic Voting, from aspects relating to security and usability through to practical experiences and applications of voting systems, also including legal, social or political aspects, amongst others; turning out to be an important global referent in relation to this issue. Also, this year, the conference consisted of: · Security, Usability and Technical Issues Track · Administrative, Legal, Political and Social Issues Track · Election and Practical Experiences Track · PhD Colloquium, Poster and Demo Session on the day before the conference E-VOTE-ID 2021 received 49 submissions, being, each of them, reviewed by 3 to 5 program committee members, using a double blind review process. As a result, 27 papers were accepted for its presentation in the conference. The selected papers cover a wide range of topics connected with electronic voting, including experiences and revisions of the real uses of E-voting systems and corresponding processes in elections. We would also like to thank the German Informatics Society (Gesellschaft für Informatik) with its ECOM working group and KASTEL for their partnership over many years. Further we would like to thank the Swiss Federal Chancellery and the Regional Government of Vorarlberg for their kind support.     The Political Impact of Quality of Life

    Scholars of economics, sociology, political science, and social psychology have attempted to define and quantify quality of life in order to make meaningful observations of society and to formulate optimal policy prescriptions. Unfortunately few if any of these attempts have systematically measured or used quality of life in a quantitative evaluation of data. In what follows I develop an empirically valid metric for measuring quality of life, establish the role of quality of life in determining societal and political outcomes, and explore what predicts higher quality of life to provide insight to about how quality of life can be improved

    Models and algorithms for promoting diverse and fair query results

    Ensuring fairness and diversity in search results are two key concerns in compelling search and recommendation applications. This work explicitly studies these two aspects given multiple users\u27 preferences as inputs, in an effort to create a single ranking or top-k result set that satisfies different fairness and diversity criteria. From group fairness standpoint, it adapts demographic parity like group fairness criteria and proposes new models that are suitable for ranking or producing top-k set of results. This dissertation also studies equitable exposure of individual search results in long tail data, a concept related to individual fairness. First, the dissertation focuses on aggregating ranks while achieving proportionate fairness (ensures proportionate representation of every group) for multiple protected groups. Then, the dissertation explores how to minimally modify original users\u27 preferences under plurality voting, aiming to produce top-k result set that satisfies complex fairness constraints. A concept referred to as manipulation by modifications is introduced, which involves making minimal changes to the original user preferences to ensure query satisfaction. This problem is formalized as the margin finding problem. A follow up work studies this problem considering a popular ranked choice voting mechanism, namely, the Instant Run-off Voting or IRV, as the preference aggregation method. From the standpoint of individual fairness, this dissertation studies an exposure concern that top-k set based algorithms exhibit when the underlying data has long tail properties, and designs techniques to make those results equitable. For result diversification, the work studies efficiency opportunities in existing diversification algorithms, and designs a generic access primitive called DivGetBatch() to enable that. The contributions of this dissertation lie in (a) formalizing principal problems and studying them analytically. (b) designing scalable algorithms with theoretical guarantees, and (c) extensive experimental study to evaluate the efficacy and scalability of the designed solutions by comparing them with the state-of-the-art solutions using large-scale datasets
