    Strategies Information and Communication Technology Managers Use to Build Employee Competencies

    The World Economic Forum (WEF) found that Botswana\u27s information and communication technology (ICT) networked readiness index (NRI) had declined from position 89 in 2012 to 104 in 2015. A decline in Botswana\u27s ICT NRI resulted in a modest gross domestic product (GDP) growth increasing from 4.2% in 2012 to 5.0% in 2015. The purpose of this qualitative multiple case study was to explore strategies ICT service provider managers use to build employee competencies to address ICT infrastructure performance deficiencies. The target population for this study consisted of over 120 managers from 2 ICT service providers located in Gaborone and Francistown in Botswana. The conceptual framework for this study was information technology (IT) competency model. Face-to-face interviews with 15 managers and a review of 12 company documents were gathered and all interpretations from the data were subjected to member checking to ensure the trustworthiness of the study findings. The thematic analyses of participants\u27 interviews and company documents resulted in the emergence of 3 common themes: developing professional employee competencies through training, promoting knowledge acquisition and skills transfer, and developing budgets for funding the development of employee competencies. Participants cited training and professional development as a reason for ICT infrastructure performance deficiencies. Social implications from this study include developing strategies business managers can use to build employee competencies to improve ICT infrastructure performance, which could result in improved services to citizens and enhanced national development, social transformation, and economic diversification

    A NASA-wide approach toward cost-effective, high-quality software through reuse

    NASA Langley Research Center sponsored the second Workshop on NASA Research in Software Reuse on May 5-6, 1992 at the Research Triangle Park, North Carolina. The workshop was hosted by the Research Triangle Institute. Participants came from the three NASA centers, four NASA contractor companies, two research institutes and the Air Force's Rome Laboratory. The purpose of the workshop was to exchange information on software reuse tool development, particularly with respect to tool needs, requirements, and effectiveness. The participants presented the software reuse activities and tools being developed and used by their individual centers and programs. These programs address a wide range of reuse issues. The group also developed a mission and goals for software reuse within NASA. This publication summarizes the presentations and the issues discussed during the workshop

    Learning the language of academic engineering: Sociocognitive writing in graduate students

    Although engineering graduate programs rarely require academic writing courses, the indicators of merit in academic engineering, such as journal publications, successful grants, and doctoral milestones (e.g. theses, dissertations) are based in effective written argumentation and disciplinary discourse. Further, graduate student attrition averages 57% across all disciplines, with some studies classifying up to 50% of these students as “ABD” (All But Dissertation.) In engineering disciplines specifically, graduate attrition rates across the U.S. average 36% (both Master’s and PhD students), according to the Council of Graduate Schools. The lack of socialization is generally noted as a main reason for graduate attrition, one of the primary elements of which is the development of disciplinary identity and membership within a discourse community. To this end, this research presents findings from a mixed methods study that maps the writing attitudes, processes and dispositions of engineering graduate students with enacted writing patterns in research proposals. Statistical survey data and the research proposals from 50 winners of the National Science Foundation’s Graduate Research Fellowship Program (NSF GRFP) were analyzed through statistical methods, genre analysis, and content analysis methods. Interpreted through Role Identity Theory and Academic Literacies Theory, the findings from this research indicate that engineering writers may approach writing differently from students in other disciplines, and as such, the instruction of engineering writing should be taught in ways that encourage sociocognitive enculturation of graduate students into the engineering discourse community

    Blockchain in the accounting, auditing and accountability fields: a bibliometric and coding analysis

    Purpose This study aims to offer a bibliometric and coding analysis of blockchain articles published in the accounting, auditing and accountability fields. Design/methodology/approach The data were collected using the Scopus database and a bibliometric and qualitative coding analysis with the keywords “blockchain” and “accounting” or “auditing” or “accountability.” Of the 514 initial sources, 93 peer-reviewed papers, book chapters and conference proceedings in the areas of business, management and accounting were finally selected. Nonscientific sources such as nonpeer-reviewed books and white papers were excluded. Findings This study reveals a promising and multidisciplinary field of research dominated by scholars and less by practitioners. Qualitative research, especially discourse analysis, is the most used method among authors. This study gives some useful insights about blockchain's definition and characteristics, business models, processes involved, connection with other technologies and relationships with accounting theories. Among the most interesting insights, the results confirm that technology as an external force can create an intersection among several research areas: accounting, auditing, accountability, business, management, computer science and engineering fields. Finally, in terms of research themes, although blockchain has a clear effect on auditing accounting, the links with the area of accountability are less clear and validated. Originality/value This study highlights the current state of the field, combining methodological approaches and providing valuable future research insights. Additionally, it is also a starting point for professionals to fully understand blockchain's characteristics and potential with a constructive and systemic approach

    Contextual impacts on industrial processes brought by the digital transformation of manufacturing: a systematic review

    The digital transformation of manufacturing (a phenomenon also known as "Industry 4.0" or "Smart Manufacturing") is finding a growing interest both at practitioner and academic levels, but is still in its infancy and needs deeper investigation. Even though current and potential advantages of digital manufacturing are remarkable, in terms of improved efficiency, sustainability, customization, and flexibility, only a limited number of companies has already developed ad hoc strategies necessary to achieve a superior performance. Through a systematic review, this study aims at assessing the current state of the art of the academic literature regarding the paradigm shift occurring in the manufacturing settings, in order to provide definitions as well as point out recurring patterns and gaps to be addressed by future research. For the literature search, the most representative keywords, strict criteria, and classification schemes based on authoritative reference studies were used. The final sample of 156 primary publications was analyzed through a systematic coding process to identify theoretical and methodological approaches, together with other significant elements. This analysis allowed a mapping of the literature based on clusters of critical themes to synthesize the developments of different research streams and provide the most representative picture of its current state. Research areas, insights, and gaps resulting from this analysis contributed to create a schematic research agenda, which clearly indicates the space for future evolutions of the state of knowledge in this field

    NASA/DOD Aerospace Knowledge Diffusion Research Project. Report 35: The use of computer networks in aerospace engineering

    This research used survey research to explore and describe the use of computer networks by aerospace engineers. The study population included 2000 randomly selected U.S. aerospace engineers and scientists who subscribed to Aerospace Engineering. A total of 950 usable questionnaires were received by the cutoff date of July 1994. Study results contribute to existing knowledge about both computer network use and the nature of engineering work and communication. We found that 74 percent of mail survey respondents personally used computer networks. Electronic mail, file transfer, and remote login were the most widely used applications. Networks were used less often than face-to-face interactions in performing work tasks, but about equally with reading and telephone conversations, and more often than mail or fax. Network use was associated with a range of technical, organizational, and personal factors: lack of compatibility across systems, cost, inadequate access and training, and unwillingness to embrace new technologies and modes of work appear to discourage network use. The greatest positive impacts from networking appear to be increases in the amount of accurate and timely information available, better exchange of ideas across organizational boundaries, and enhanced work flexibility, efficiency, and quality. Involvement with classified or proprietary data and type of organizational structure did not distinguish network users from nonusers. The findings can be used by people involved in the design and implementation of networks in engineering communities to inform the development of more effective networking systems, services, and policies

    Mapping the Construction Engineering and Management Discipline

    The objective of the study was to map the structure of the construction engineering and management (CEM) discipline and its contents, trace its evolution, and to identify the most prevailing research areas in the discipline. The study entailed a review of the literature in construction engineering and management as well as two of the leading academic journals in the discipline, particularly a bibliometric study of the contents of the ASCE Journal of Management in Engineering (JME), as a case study of the CEM refereed journals. The JME\u27s contents were investigated from its onset in 1985 until 2002. The results of the analysis show that 70% of the published papers focused on four main subjects: management and organization of the firm, project management, industry structure and environment, and management of personnel. Considerable changes occurred within the subjects with the emergence of new topics and the decline of others over the eighteen years of publication. The study also analyzed the use of keywords, research methods, and identified authors, and the concentration of knowledge. The JME is mainly concerned with the managerial aspects of engineering, while ASCE Journal of Construction Engineering and Management (JCEM) focuses more on construction and technical issues. Additional studies of the JCEM\u27s contents should be conducted for a complete mapping of the discipline in the USA

    Knowledge Discovery and Management within Service Centers

    These days, most enterprise service centers deploy Knowledge Discovery and Management (KDM) systems to address the challenge of timely delivery of a resourceful service request resolution while efficiently utilizing the huge amount of data. These KDM systems facilitate prompt response to the critical service requests and if possible then try to prevent the service requests getting triggered in the first place. Nevertheless, in most cases, information required for a request resolution is dispersed and suppressed under the mountain of irrelevant information over the Internet in unstructured and heterogeneous formats. These heterogeneous data sources and formats complicate the access to reusable knowledge and increase the response time required to reach a resolution. Moreover, the state-of-the art methods neither support effective integration of domain knowledge with the KDM systems nor promote the assimilation of reusable knowledge or Intellectual Capital (IC). With the goal of providing an improved service request resolution within the shortest possible time, this research proposes an IC Management System. The proposed tool efficiently utilizes domain knowledge in the form of semantic web technology to extract the most valuable information from those raw unstructured data and uses that knowledge to formulate service resolution model as a combination of efficient data search, classification, clustering, and recommendation methods. Our proposed solution also handles the technology categorization of a service request which is very crucial in the request resolution process. The system has been extensively evaluated with several experiments and has been used in a real enterprise customer service center

    An overview of decision table literature 1982-1995.

    This report gives an overview of the literature on decision tables over the past 15 years. As much as possible, for each reference, an author supplied abstract, a number of keywords and a classification are provided. In some cases own comments are added. The purpose of these comments is to show where, how and why decision tables are used. The literature is classified according to application area, theoretical versus practical character, year of publication, country or origin (not necessarily country of publication) and the language of the document. After a description of the scope of the interview, classification results and the classification by topic are presented. The main body of the paper is the ordered list of publications with abstract, classification and comments.

    A Reflection on the Use of Systemic Thinking in Software Development.

    The research examines the value and potential usefulness of using systemic thinking, which looks at the interconnectedness of things, to comprehend the complexities of software development projects and the technical and human factors involved. It considers two different aspects of systemic thinking - psychological and sociological - and posits that these can assist in understanding how software teams function and attain their objectives, as well as the goals of the entities for which they work. Our research aims to provide a novel contribution to the field by investigating the use of systemic thinking in software development teams and organizations. We evaluate the reliability and validity of the survey applied to different groups of relevant participants, relate our findings to existing literature, and identify the most representative factors of systemic thinking. Despite the popularity of various factors that fall under the umbrella of ’systems thinking’, there is limited understanding of their effectiveness in improving organizational performance or productivity, particularly when it comes to psychological and sociological systemic factors. The relationship between the use of systems thinking and organizational performance is often based on anecdotal evidence, rather than the identification and application of specific factors. Our work emphasizes the importance of understanding and applying such factors in order to build a solid foundation for the effective use of system dynamics and systems thinking tools, which is crucial for software development teams
