Examining the Factors Influencing Continued Knowledge Contribution in Electronic Knowledge Repository
Electronic knowledge repositories facilitate knowledge discovery and reuse by providing computer-mediated repositories for users to codify their expertise. However, why individuals volunteer to help strangers in these electronic networks is not well understood. There is no apparent benefit for the contributor and free-riders have same access to the public good as everyone else. Based on previous research positing that the interaction created by network participants produces an online public good of knowledge, the purpose of this paper is to investigate individualsâ intention to continue sharing knowledge in electronic knowledge repository. Drawing from social cognitive theory, and cognitive evaluation theory, we propose a theoretical model employing environmental factors such as feedback, rewards, and communication, and individual motivations such as perceived knowledge self-efficacy and self-esteem to explain personâs behavior (continuance intention) to contribute knowledge in the electronic knowledge repositories

ALT-SURF seminar: ePortfolios and Digital Repositories, 22 and 23 April 2004, Edinburgh UK
ALT (Association for Learning Technology) and SURF (collaborative organisation for IT innovation in Dutch HE) have similar goals and started working together in 1999. In 2001 they signed a Memorandum of Understanding to bring together learning technologists from the UK and the Netherlands in a variety of exchange activities. Sharing experiences and views internationally between peers proved to be an excellent way to learn new things, find inspiration to meet joint challenges and engage in healthy reflection.
ALT and SURF organised mutual study visits (50 Dutch learning technologists visited universities in the UK in 2002 and 40 UK colleagues visited Dutch institutes in 2003), joint conferences and seminars, and a expert study trip to Australia (8 UK and 8 Dutch experts visited 14 institutes in 2002). SURF and ALT reported on these in presentations and publications.
A new activity is the joint working seminar, where a specific theme can be discussed by experts in the field with the purpose of describing in a so-called âbriefing paperâ the current state of affairs, the underlying beliefs, hopes and desired situation, and possible ânext stepsâ in joint conceptualisation and/or developing activities. In the process of composing the briefing papers differences between the countries will surface, e.g. organisational, cultural or political. The themes are therefore not isolated topics but seen as developments within a context.
The first joint ALT-SURF working seminar took place in April 2004 in Edinburgh, immediately following an ALT spring conference, and addressed two related topics: e-(or Digital) Portfolios and Digital Repositories. The aim was to establish working relationships between experts in both countries through discussion and collaborative writing of briefing papers aimed at experts, researchers, managers and policy makers. The objectives of the working seminar were threefold:
⢠describe the basic belief that leads to so much energy being put into these concepts
⢠outline current thinking in ePortfolios and Digital repositories as a common reference point for deeper understanding
⢠devise a roadmap to meet required conditions to further develop ePortfolios and Digital Repository concepts and use.
This report is the result of that seminar, namely a briefing paper on ePortfolios and another on Digital Repositories. In the papers the potential and ultimate goal of using ePortfolios and Digital Repositories for learning and teaching is outlined; the current state of achievements is described, and thirdly the briefing paper concludes with desired next steps to reach the ultimate goals, what conditions need to be in place,
what activities need to be set in motion. The papers highlight any apparent differences in approaches between UK and Netherlands as well as opportunities for future collaboration. SURF and ALT will use the conclusions and suggestions as input for joint future development and networking activities
Quality assurance for digital learning object repositories: issues for the metadata creation process
Metadata enables users to find the resources they require, therefore it is an important component of any digital learning object repository. Much work has already been done within the learning technology community to assure metadata quality, focused on the development of metadata standards, specifications and vocabularies and their implementation within repositories. The metadata creation process has thus far been largely overlooked. There has been an assumption that metadata creation will be straightforward and that where machines cannot generate metadata effectively, authors of learning materials will be the most appropriate metadata creators. However, repositories are reporting difficulties in obtaining good quality metadata from their contributors, and it is becoming apparent that the issue of metadata creation warrants attention. This paper surveys the growing body of evidence, including three UK-based case studies, scopes the issues surrounding human-generated metadata creation and identifies questions for further investigation. Collaborative creation of metadata by resource authors and metadata specialists, and the design of tools and processes, are emerging as key areas for deeper research. Research is also needed into how end users will search learning object repositories
Improving Knowledge Retrieval in Digital Libraries Applying Intelligent Techniques
Nowadays an enormous quantity of heterogeneous and distributed information is stored in the digital University. Exploring online collections to find knowledge relevant to a userâs interests is a challenging work. The artificial intelligence and Semantic Web provide a common framework that allows knowledge to
be shared and reused in an efficient way. In this work we propose a comprehensive approach for discovering E-learning objects in large digital collections based on analysis of recorded semantic metadata in those objects and the application of expert system technologies. We have used Case Based-Reasoning
methodology to develop a prototype for supporting efficient retrieval knowledge from online repositories.
We suggest a conceptual architecture for a semantic search engine. OntoUS is a collaborative effort that
proposes a new form of interaction between users and digital libraries, where the latter are adapted to users
and their surroundings
Protocols for Scholarly Communication
CERN, the European Organization for Nuclear Research, has operated an
institutional preprint repository for more than 10 years. The repository
contains over 850,000 records of which more than 450,000 are full-text OA
preprints, mostly in the field of particle physics, and it is integrated with
the library's holdings of books, conference proceedings, journals and other
grey literature. In order to encourage effective propagation and open access to
scholarly material, CERN is implementing a range of innovative library services
into its document repository: automatic keywording, reference extraction,
collaborative management tools and bibliometric tools. Some of these services,
such as user reviewing and automatic metadata extraction, could make up an
interesting testbed for future publishing solutions and certainly provide an
exciting environment for e-science possibilities. The future protocol for
scientific communication should naturally guide authors towards OA publication
and CERN wants to help reach a full open access publishing environment for the

The Convergence of Digital-Libraries and the Peer-Review Process
Pre-print repositories have seen a significant increase in use over the past
fifteen years across multiple research domains. Researchers are beginning to
develop applications capable of using these repositories to assist the
scientific community above and beyond the pure dissemination of information.
The contribution set forth by this paper emphasizes a deconstructed publication
model in which the peer-review process is mediated by an OAI-PMH peer-review
service. This peer-review service uses a social-network algorithm to determine
potential reviewers for a submitted manuscript and for weighting the relative
influence of each participating reviewer's evaluations. This paper also
suggests a set of peer-review specific metadata tags that can accompany a
pre-print's existing metadata record. The combinations of these contributions
provide a unique repository-centric peer-review model that fits within the
widely deployed OAI-PMH framework.Comment: Journal of Information Science [in press

Estimating the potential impacts of open access to research findings
Advances in information and communication technologies are disrupting traditional models of scholarly publishing, radically changing our capacity to reproduce, distribute,
control, and publish information. The key question is whether there are new opportunities and new models for scholarly publishing that would better serve researchers and better communicate and disseminate research findings. Identifying access and efficiency limitations under the subscription publishing model, this paper explores the potential impacts of enhanced access to research outputs using a modified Solow-Swan model, which introduces âaccessibilityâ and âefficiencyâ parameters into calculating returns to R&D. Indicative impact ranges are presented for Government, Higher Education and Australian Research Council R&D expenditures. We conclude that there may be substantial benefits to be gained from more open access to research findings
