Open access to scholarly communications: advantages, policy and advocacy
The Open Access (OA) movement regards OA modes of disseminating research as the unequivocal future of scholarly communication. Proponents of the open access movement itself have, over the last ten years, carried out systematic research to show how OA can tangibly benefit researchers, institutions and society at large. Even so, the number of research papers being uploaded to OA institutional repositories remains relatively low, frequently based on concerns which often contradict the facts. Policies for OA have been introduced to encourage author uptake, and these are also discussed here. Briefly delineating aspects of these phenomena, this paper will then move on to outline and discuss advocacy for OA in organisations, and whether this should be âdownstreamâ, in the form of informational campaigns, or âupstreamâ, in the form of top-down change management. This paper seeks to make a contribution to these issues in the OA sphere, by brining into the debate strands from the literature of the sociology of science and management science that will hopefully elucidate aspects of author reactions to OA, and the perceived changes that its adoption gives rise to
Participation in the global knowledge commons : challenges and opportunities for research dissemination in developing countries
Due to improving Internet connectivity and a growing number of international initiatives, knowledge workers in developing countries are now getting access to scholarly and scientific publications and electronic resources at a level that is unmatched historically. This is highly significant, particularly in areas of medicine, agricultural and environmental sciences, and development literature that are much needed if developing countries are to meet the Millennium Development Goals. At the same time, the Open Access movement and the growing number of Open Archive Initiative (OAI) compliant institutional repositories promise to provide even greater access to resources and scientific publications that were previously inaccessible. These low cost technology and interoperability standards are also providing great opportunities for libraries and publishers in developing countries to disseminate local research and knowledge and to bridge the South-North knowledge gap. This article reviews these recent trends, discusses their significance for information access in developing countries, and provides recommendations for knowledge workers on how to actively participate in and contribute to the global knowledge commons
Evaluating Maintainability Prejudices with a Large-Scale Study of Open-Source Projects
Exaggeration or context changes can render maintainability experience into
prejudice. For example, JavaScript is often seen as least elegant language and
hence of lowest maintainability. Such prejudice should not guide decisions
without prior empirical validation. We formulated 10 hypotheses about
maintainability based on prejudices and test them in a large set of open-source
projects (6,897 GitHub repositories, 402 million lines, 5 programming
languages). We operationalize maintainability with five static analysis
metrics. We found that JavaScript code is not worse than other code, Java code
shows higher maintainability than C# code and C code has longer methods than
other code. The quality of interface documentation is better in Java code than
in other code. Code developed by teams is not of higher and large code bases
not of lower maintainability. Projects with high maintainability are not more
popular or more often forked. Overall, most hypotheses are not supported by

To ensure a sound and systematic process, the review is informed by a five-phase methodological framework for scoping reviews by Arksey and O'Malley (2005). NCBO Ontology Recommender 2.0: An Enhanced Approach for Biomedical Ontology Recommendation
Biomedical researchers use ontologies to annotate their data with ontology
terms, enabling better data integration and interoperability. However, the
number, variety and complexity of current biomedical ontologies make it
cumbersome for researchers to determine which ones to reuse for their specific
needs. To overcome this problem, in 2010 the National Center for Biomedical
Ontology (NCBO) released the Ontology Recommender, which is a service that
receives a biomedical text corpus or a list of keywords and suggests ontologies
appropriate for referencing the indicated terms. We developed a new version of
the NCBO Ontology Recommender. Called Ontology Recommender 2.0, it uses a new
recommendation approach that evaluates the relevance of an ontology to
biomedical text data according to four criteria: (1) the extent to which the
ontology covers the input data; (2) the acceptance of the ontology in the
biomedical community; (3) the level of detail of the ontology classes that
cover the input data; and (4) the specialization of the ontology to the domain
of the input data. Our evaluation shows that the enhanced recommender provides
higher quality suggestions than the original approach, providing better
coverage of the input data, more detailed information about their concepts,
increased specialization for the domain of the input data, and greater
acceptance and use in the community. In addition, it provides users with more
explanatory information, along with suggestions of not only individual
ontologies but also groups of ontologies. It also can be customized to fit the
needs of different scenarios. Ontology Recommender 2.0 combines the strengths
of its predecessor with a range of adjustments and new features that improve
its reliability and usefulness. Ontology Recommender 2.0 recommends over 500
biomedical ontologies from the NCBO BioPortal platform, where it is openly

Open Access Publishing: A Literature Review
Within the context of the Centre for Copyright and New Business Models in the Creative Economy (CREATe) research scope, this literature review investigates the current trends, advantages, disadvantages, problems and solutions, opportunities and barriers in Open Access Publishing (OAP), and in particular Open Access (OA) academic publishing. This study is intended to scope and evaluate current theory and practice concerning models for OAP and engage with intellectual, legal and economic perspectives on OAP. It is also aimed at mapping the field of academic publishing in the UK and abroad, drawing specifically upon the experiences of CREATe industry partners as well as other initiatives such as SSRN, open source software, and Creative Commons. As a final critical goal, this scoping study will identify any meaningful gaps in the relevant literature with a view to developing further research questions. The results of this scoping exercise will then be presented to relevant industry and academic partners at a workshop intended to assist in further developing the critical research questions pertinent to OAP
