    Evaluating Simple Repository Deposit for Open Educational Resources

    The rise of technologies and simpler software tools have been identified as drivers for the Open Educational Resources (OER) movement. However, content creators have been slow to adopt current OER solutions, as is shown by weak repository deposit rates and activities. To begin to address this, a desktop tool that simplifies the deposit process and that can be integrated into the content creation workflow was created. The goal of the tool was to support metadata that could accurately describe OERs and to ensure that, when deposited using the tool, OERs were represented correctly in the repository. Evaluation of the tool by users showed its potential in simplifying the repository deposit process, encouraging the creation of OERs and motivating content creators to share. Furthermore, users were also able to represent OERs using the adopted metadata standard and were satisfied with the way in which their OERs were represented in the repository

    Evaluating and promoting open data practices in open access journals

    The last decade has seen a dramatic increase in attention from the scholarly communications and research community to open access (OA) and open data practices. These are potentially related because journal publication policies and practices both signal disciplinary norms and provide direct incentives for data sharing and citation. However, there is little research evaluating the data policies of OA journals. In this study we analyse the state of data policies for OA journals by employing random sampling of the Directory of Open Access Journals and Open Journal Systems journal directories and applying a coding framework that integrates both previous studies and emerging taxonomies of data sharing and citation. This study, for the first time, reveals both the low prevalence of datasharing policies and practices in OA journals, which differs from the previous studies of commercial journals in specific disciplines

    Since the University's establishment in 1867, its scholarly output has been issued primarily in print, and the University Library and Archives have been readily able to collect, preserve, and to provide access to that output. Today, technological, economic, political and social forces are buffeting all means of scholarly communication. Scholars, academic institutions and publishers are engaged in debate about the impact of digital scholarship and open access publishing on the promotion and tenure process. The upsurge in digital scholarship affects many aspects of the academic enterprise, including how we record, evaluate, preserve, organize and disseminate scholarly work. The result has left the Library with no ready means by which to archive digitally produced publications, reports, presentations, and learning objects, much of which cannot be adequately represented in print form. In this incredibly fluid environment of digital scholarship, the critical question of how we will collect, preserve, and manage access to this important part of the University scholarly record demands a rational and forward-looking plan - one that includes perspectives from diverse scholarly disciplines, incorporates significant research breakthroughs in information science and computer science, and makes effective projections for future integration within the Library and computing services as a part of the campus infrastructure.Prepared jointly by the University of Illinois Library and CITES at the University of Illinois at Urbana-Champaig

    Where is the evidence: realising the value of grey literature for public policy and practice

    This paper discusses the ways in which the internet has profoundly changed how we produce, use and collect research and information for public policy and practice, particularly focusing on the benefits and challenges presented by grey literature. The authors argue that grey literature (i.e. material produced and published by organisations  without recourse to the commercial or scholarly publishing industry) is a key part of the evidence produced and used for public policy and practice. Through surveys of users, producing organisations and collecting services a detailed picture is provided of the role, importance and economic value of grey literature. However, finding and accessing policy information is a time-consuming task made harder by poor production and management of resources and a lack of large-scale collection services able to host and make available  relevant, high-quality resources quickly and efficiently. The paper makes recommendations for changes that would maximise the benefits of grey literature in the public interest and seeks feedback from readers to inform the final report of the research project. Public policy work increasingly relies on a wide range of resources — some are traditional scholarly publications, but the majority are ‘grey literature’. Reports, discussion papers, briefings, reviews and data sets produced by government, academic centres, NGOs, think tanks and companies are heavily used and highly valued in policy and practice work, forming a key part of the evidence base. The huge amount of information and research published online provides unprecedented access to knowledge, from a wide range of sources, enabling a much greater level of understanding and participation in public interest issues. It also brings a number of challenges: searching, sifting, evaluating and accessing information and research are time-consuming and often frustrating tasks occupying a large portion of the work hours of those engaged in policy work. Online publishing also creates a new paradigm for those whose task it is to support policy and practice work through effective resource provision and information management. As a result, digital curation of policy resources, particularly grey literature, is dispersed and fragmented, creating a digital black hole of resources that are lost from online access over time. The aim of the Grey Literature Strategies research project is to investigate grey literature’s role and importance in policy work and find ways to enhance its value.     Open Access Publishing: A Literature Review

    Within the context of the Centre for Copyright and New Business Models in the Creative Economy (CREATe) research scope, this literature review investigates the current trends, advantages, disadvantages, problems and solutions, opportunities and barriers in Open Access Publishing (OAP), and in particular Open Access (OA) academic publishing. This study is intended to scope and evaluate current theory and practice concerning models for OAP and engage with intellectual, legal and economic perspectives on OAP. It is also aimed at mapping the field of academic publishing in the UK and abroad, drawing specifically upon the experiences of CREATe industry partners as well as other initiatives such as SSRN, open source software, and Creative Commons. As a final critical goal, this scoping study will identify any meaningful gaps in the relevant literature with a view to developing further research questions. The results of this scoping exercise will then be presented to relevant industry and academic partners at a workshop intended to assist in further developing the critical research questions pertinent to OAP
