From on-line sketching to 2D and 3D geometry: A fuzzy knowledge based system
The paper describes the development of a fuzzy knowledge based prototype system for conceptual design. This real time system is designed to infer user’s sketching intentions, to segment sketched input and generate corresponding geometric primitives: straight lines, circles, arcs, ellipses, elliptical arcs, and B-spline curves. Topology information (connectivity, unitary constraints and pairwise constraints) is received dynamically from 2D sketched input and primitives. From the 2D topology information, a more accurate 2D geometry can be built up by applying a 2D geometric constraint solver. Subsequently, 3D geometry can be received feature by feature incrementally. Each feature can be recognised by inference knowledge in terms of matching its 2D primitive configurations and connection relationships. The system accepts not only sketched input, working as an automatic design tools, but also accepts user’s interactive input of both 2D primitives and special positional 3D primitives. This makes it easy and friendly to use. The system has been tested with a number of sketched inputs of 2D and 3D geometry

Data linking for the Semantic Web
By specifying that published datasets must link to other existing datasets, the 4th linked data principle ensures a Web of data and not just a set of unconnected data islands. The authors propose in this paper the term data linking to name the problem of finding equivalent resources on the Web of linked data. In order to perform data linking, many techniques were developed, finding their roots in statistics, database, natural language processing and graph theory. The authors begin this paper by providing background information and terminological clarifications related to data linking. Then a comprehensive survey over the various techniques available for data linking is provided. These techniques are classified along the three criteria of granularity, type of evidence, and source of the evidence. Finally, the authors survey eleven recent tools performing data linking and we classify them according to the surveyed techniques
How Dutch Institutions Enhance the Adaptive Capacity of Society
This report examines the adaptive capacity of the institutional framework of the Netherlands to cope with the impacts of climate change. Historically, institutions have evolved incrementally to deal with existing social problems. They provide norms and rules for collective action and create continuity rather than change. However, the nature of societal problems is changing as a result of the processes of globalization and development. With the progress made in the natural sciences, we are able to predict in advance, to a certain extent, the potential environmental impacts of various human actions on society, for example, climate change. This raises some key questions: Are our institutions capable of dealing with this new knowledge about future impacts and, more importantly, with the impacts themselves?
