    Achieving business excellence in software quality management

    Many companies have had difficulties in achieving success with software process improvement initiatives or have had adverse experiences in implementing quality systems. With a plethora of standards available and the numerous frameworks to apply best practice, none appears to act as a panacea to guarantee fulfilment or realise a true Return-on-Investment. This paper proposes a holistic approach to software process improvement, describing a range of supporting tools and methods highlighting a true understanding of the customer base and associated cultures. The research aim was to develop and evaluate a demonstrably effective and efficient software quality management methodology suitable for a technical company. To be effective the methodology must deliver real process improvement conformance to the best practice quality standards. To be efficient the methodology must deliver a real Return-on-Investment. A range of case studies are described including audits, self-assessment, training, system design, marketing, and the people skills associated with a consultation process are all examined in detail. Each case study provided a further opportunity to measure and analyse the success or otherwise of that method for further refinement. The research methodology has demonstrated its success as the data collected during these case studies show that steady improvement in implementing the software quality system has occurred year on year. This success has been validated by third party ISO 9001 assessments and has led to an enhancement in reputation. The approach has overcome cultural resistance and changed working practices. With a philosophy of customer care, consultation, and active engagement, practitioners adopt best-practice quality management principles. The cost effectiveness of this methodology means its adoption could be considered by any organisation whether large or small

    Working Group on Biological Parameters (WGBIOP) 2021

    The main objective of the Working Group on Biological Parameters (WGBIOP) is to review the status, issues, developments, and quality assurance of biological parameters used in assessment and management. WGBIOP (1) plans workshops, exchanges, and validation studies on a range of biological varia-bles to review the quality of information supplied for stock assessment and improve quality as-surance and training; (2) investigates data availability and develops documentation and methods to improve communication between data collectors and end-users; (3) delivers new and im-proved functionality for the SmartDots platform. Four otolith exchanges and two workshops were completed in 2020–2021 using SmartDots— eight further exchanges are ongoing. Proposed future exchanges and workshops were reviewed and approved. The development of the SmartDots platform proceeded with the inclusion of the maturity, eggs, atresia, fecundity, and larval identification modules into the software version. A live SmartDots tutorial for event coordinators was conducted. Work to further develop quality assurance guidelines—and review national applications of these—progressed. Age and maturity validation studies were reviewed and a new method for prioritizing future validation work was proposed. Progress with the Stock Identification Database (SID) was reviewed, and the potential for creating a WGBIOP library collection and active involvement of WGBIOP in updating FishBase.org data were evaluated. The importance of identifying and documenting links be-tween all relevant databases and document repositories was identified, and a task to address this was initiated. Work on improving the feedback loop between data collectors and stock assessors on the usage and quality of biological parameters in stock assessment continued. Moving forward, WGBIOP aims to continue collaboration with WGALES and WGSMART on the development of the SmartDots platform, encouraging cross-group sharing of skills and ex-perience to optimize results. WGBIOP aims to improve accessibility to its outputs through up-dates to SID and FishBase.org, and the potential creation of a WGBIOP library collection. WGBIOP hopes to improve two-way communication between data collectors and end-users around the quality and utility of biological parameters used in assessment. WGBIOP also aims to amalgamate all validation activities into one coherent workstream.ICE

    Technology Readiness Level Assessment Process as Applied to NASA Earth Science Missions

    Technology assessments of fourteen science instruments were conducted within NASA using the NASA Technology Readiness Level (TRL) Metric. The instruments were part of three NASA Earth Science Decadal Survey missions in pre-formulation. The Earth Systematic Missions Program (ESMP) Systems Engineering Working Group (SEWG), composed of members of three NASA Centers, provided a newly modified electronic workbook to be completed, with instructions. Each instrument development team performed an internal assessment of its technology status, prepared an overview of its instrument, and completed the workbook with the results of its assessment. A team from the ESMP SEWG met with each instrument team and provided feedback. The instrument teams then reported through the Program Scientist for their respective missions to NASA's Earth Science Division (ESD) on technology readiness, taking the SEWG input into account. The instruments were found to have a range of TRL from 4 to 7. Lessons Learned are presented; however, due to the competition-sensitive nature of the assessments, the results for specific missions are not presented. The assessments were generally successful, and produced useful results for the agency. The SEWG team identified a number of potential improvements to the process. Particular focus was on ensuring traceability to guiding NASA documents, including the NASA Systems Engineering Handbook.     This is the eighth in the series of highly successful international workshops on the Teaching, Learning and Assessment of Databases (TLAD 2010), which once again is held as a workshop of BNCOD 2010 - the 27th International Information Systems Conference. TLAD 2010 is held on the 28th June at the beautiful Dudhope Castle at the Abertay University, just before BNCOD, and hopes to be just as successful as its predecessors.The teaching of databases is central to all Computing Science, Software Engineering, Information Systems and Information Technology courses, and this year, the workshop aims to continue the tradition of bringing together both database teachers and researchers, in order to share good learning, teaching and assessment practice and experience, and further the growing community amongst database academics. As well as attracting academics from the UK community, the workshop has also been successful in attracting academics from the wider international community, through serving on the programme committee, and attending and presenting papers.This year, the workshop includes an invited talk given by Richard Cooper (of the University of Glasgow) who will present a discussion and some results from the Database Disciplinary Commons which was held in the UK over the academic year. Due to the healthy number of high quality submissions this year, the workshop will also present seven peer reviewed papers, and six refereed poster papers. Of the seven presented papers, three will be presented as full papers and four as short papers. These papers and posters cover a number of themes, including: approaches to teaching databases, e.g. group centered and problem based learning; use of novel case studies, e.g. forensics and XML data; techniques and approaches for improving teaching and student learning processes; assessment techniques, e.g. peer review; methods for improving students abilities to develop database queries and develop E-R diagrams; and e-learning platforms for supporting teaching and learning

    Assessing the Capability and Priority of Enterprise Architecture Implementation in Malaysian Public Sector

    Enterprise Architecture (EA) is an integrated approach of information systems, processes, organisation and people in aligning business and information technology together. However, there is a discrepancy in public sector EA implementation whereby the developing countries are still grappling with issues in the implementation while those developed countries are already harvesting the EA benefits and value. Hence, this study aims to investigate the capability and priority of public sector of the developing countries in implementing the EA by proposing an assessment model. The assessment model is based on Balanced Scorecard (BSC) and Analytic Hierarchy Process (AHP) approach. There are 27 EAI capability and priority criteria identified and grouped into six categories according to BSC perspectives namely Internal Process, Learning and Growth, Authority Support, Cost, Technology and Talent Management. Followed by AHP pairwise comparison in calculating the rank of each criterion which is presented via three case studies from Malaysian Public Sector agencies

    Building information modeling – A game changer for interoperability and a chance for digital preservation of architectural data?

    Digital data associated with the architectural design-andconstruction process is an essential resource alongside -and even past- the lifecycle of the construction object it describes. Despite this, digital architectural data remains to be largely neglected in digital preservation research – and vice versa, digital preservation is so far neglected in the design-and-construction process. In the last 5 years, Building Information Modeling (BIM) has seen a growing adoption in the architecture and construction domains, marking a large step towards much needed interoperability. The open standard IFC (Industry Foundation Classes) is one way in which data is exchanged in BIM processes. This paper presents a first digital preservation based look at BIM processes, highlighting the history and adoption of the methods as well as the open file format standard IFC (Industry Foundation Classes) as one way to store and preserve BIM data
