    Privacy Architectures: Reasoning About Data Minimisation and Integrity

    Privacy by design will become a legal obligation in the European Community if the Data Protection Regulation eventually gets adopted. However, taking into account privacy requirements in the design of a system is a challenging task. We propose an approach based on the specification of privacy architectures and focus on a key aspect of privacy, data minimisation, and its tension with integrity requirements.     Space Weather and Rail: Findings and Outlook

    Space weather caused by solar activity can disrupt and damage critical infrastructures in space and on the ground. Space-weather impacts to the power grid, aviation, communication, and navigation systems have already been documented. Since society relies increasingly on the services these critical infrastructures provide, awareness of the space weather threat needs to be increased and the associated risks assessed. While most research on impacts of space weather focuses on the power grid, the Global Navigation Satellite System (GNSS), and aviation, railway networks are also a potential area for concern. Anomalies in signalling systems have been observed during geomagnetic storms, and rail transport depends on power, communications, and progressively on GNSS for timing and positioning. In order to raise awareness of this topic, and to further explore the vulnerability of rail systems to space weather, the European Commission’s Joint Research Centre, the Swedish Civil Contingencies Agency, the UK Department for Transport, and the US National Oceanic and Atmospheric Administration jointly organised the “Space weather and rail” workshop in London on 16-17 September 2015. The workshop was attended by representatives from the railway sector, insurance, European and North American government agencies, academia, and the European Commission.     A sweet deal? Sugarcane, water and agricultural transformation in Sub-Saharan Africa

    Globally, the area of sugarcane is rising rapidly in response to growing demands for bioethanol and increased sugar demand for human consumption. Despite considerable diversity in production systems and contexts, sugarcane is a particularly “high impact” crop with significant positive and negative environmental and socio-economic impacts. Our analysis is focused on Sub-Saharan Africa (SSA), which is a critical region for continued expansion, due to its high production potential, low cost of production and proximity, and access, to European markets. Drawing on a systematic review of scientific evidence, combined with information from key informants, stakeholders and a research-industry workshop, we critically assess the impacts of sugarcane development on water, soil and air quality, employment, food security and human health. Our analysis shows that sugarcane production is, in general, neither explicitly good nor bad, sustainable nor unsustainable. The impacts of expansion of sugarcane production on the environment and society depend on the global political economy of sugar, local context, quality of scheme, nature of the production system and farm management. Despite threats from climate change and forthcoming changes in the trade relationship with the European Union, agricultural development policies are driving national and international interest and investment in sugarcane in SSA, with expansion likely to play an important role in sustainable development in the region. Our findings will help guide researchers and policy makers with new insights in understanding the situated environmental and social impacts associated with alternative sugar economy models, production technologies and qualities of management

    LEAP4FNSSA lexicon: Towards a new dataset of keywords dealing with food security

    The main objective of the project LEAP4FNSSA (Long-term EU-AU Research and Innovation Partnership for Food and Nutrition Security and Sustainable Agriculture) is to provide a tool for European and African institutions to engage in a sustainable partnership platform for research and innovation on Food and Nutrition Security, and Sustainable Agriculture (FNSSA). The FNSSA roadmap facilitates the involvement of stakeholders for addressing and linking research to innovation dealing with food security issues. In this context, the LEAP4FNSSA project supports the driving of the roadmap. Research and innovation activities were captured in different data, i.e. LEAP4FNSSA database and heterogeneous textual data including project reports, websites, scientific publications, workshop reports and student theses. The Knowledge Extractor Pipeline System (KEOPS) was implemented to support the processing and analysis of textual data associated with FNSSA activities. KEOPS is based on the LEAP4FNSSA lexicon presented in this data paper. The LEAP4FNSSA lexicon composed of 331 keywords associated with 12 concepts of the food security domain is the result of 3 steps of work and brainstorming. The lexicon enables the capturing of research and innovation topics dealing with food security and conducted by African and European partners.     Enlargement and Integration Action Activity Workshop on Costs, Benefits and Impact Assessment of Smart Grids for Europe and Beyond

    Smart Grids are a key component of the European strategy toward a low-carbon energy future. Growing environmental and energy security concerns represent a major driver for the renovation and improvement of existing energy infrastructure. In this context, Enlargement and Integration countries will have to face substantial investments in the coming years to upgrade and modernise their energy networks towards smart power grids. Wind and solar electricity retain the greatest potential to contribute and increase the shares of renewable electricity production; however, current electricity transmission and distribution systems do not generally appear adequate to reliably cope with large-scale penetration of such variable renewables based generating plants (whether centralised or distributed). Significant investments will need to be mobilized. Most energy investments are long life and capital intensive, therefore investment decisions taken now will have an impact for many years. When planning the electricity system of the future, it is necessary to adopt an integrated approach to assess the interrelated physical, environmental, cyber, social, economic and policy challenges where a fair allocation of short term costs and long term benefits among different players is a precondition for reducing uncertainties and incentivize investments. In this context the workshop will discuss how these developments can provide examples and opportunities for E&I countries to build smart grids and will present and discuss approaches and methodologies for cost – benefit analysis that should include all the costs and benefits that smart grid projects can bring to the energy system at large and to society. The workshop will discuss the impacts of smart grids not only in monetary terms, but also through the identification of externalities and social impacts that can result from the implementation of Smart Grid.     Accident Investigation and Learning to Improve Safety Management in Complex System: Remaining Challenges: Proceedings of the 55th ESReDA Seminar

    Accident investigation and learning from events are fundamental processes in safety management, involving technical, human, organisational and societal dimensions. The European Safety, Reliability and Data Association, ESReDA, has a long tradition in gathering together experts in the field to work together, and to share and explore experiences of using various paradigms, approaches, methods databased and implementation of safety systems across different industries. The 55th ESReDA seminar on “Accident Investigation and Learning to Improve Safety Management in Complex System: Remaining Challenges” attracted more than 80 participants from industry, authorities, operators, research centres and academia. The seminar programme consisted of 22 technical papers, three keynote speeches and a workshop to debate about the remaining challenges of accident investigation and potential innovative breakthroughs.JRC.G.10-Knowledge for Nuclear Security and Safet

    Seven discussion documents were made during the SUSVAR Visions workshop ‘Sustainable cereal production beyond 2020: Visions from the SUSVAR1 network’, Karrebéksminde, Denmark, 14-16 April 2008. At the workshop, one discussion documents was written for each of the topics mentioned below. In total 55 persons from 21 European countries participated in the process. The participants came from different disciplines: genetics, plant breeding, genetic resources, agronomy, plant pathology, soil science, biometry and system analysis, all specialised in the area of cereal production. The approach taken at the workshop was to focus on envisioning the future of sustainable agriculture, especially cereal production. This was done by scientific creative thinking on the basis of possibilities in breeding, management and seed production and not on the basis of traditional problem solving. We followed a strategy commonly used in industrial management based on the premise “imagining the future is shaping the future”. The method “appreciative inquiry” was applied supported by a professional facilitator. Experience shows that this way of working sparks engagement and creativity and that progress and results can be reached within a short time. Focus was on the following topics of relevance to cereal production: - Competition between food and bioenergy, - Soil fertility management, - Economical and legal conditions for variety improvement, - Participation of stakeholders, - Plant breeding strategies, - Food and feed processing improvements, - Sustainable land use. The initial process was to visualise the most desirable future scenario for the seven essential topics in food and agriculture systems. This process was unhindered by no requirement for a market-driven goal. Each topic was discussed in relation to a broader socio-ecological system with a focus on the means to reach the desired and more sustainable outcomes. The next step at the workshop was to produce the discussion documents. The final stage of the process is to connect the topics in a completed vision of cereal production within a future sustainable socio-ecological system. This is in progress by a group of key persons within the network, e.g. the working group leaders (in preparation for publication in a scientific journal)
