    Taxonomic classification of planning decisions in health care: a review of the state of the art in OR/MS

    We provide a structured overview of the typical decisions to be made in resource capacity planning and control in health care, and a review of relevant OR/MS articles for each planning decision. The contribution of this paper is twofold. First, to position the planning decisions, a taxonomy is presented. This taxonomy provides health care managers and OR/MS researchers with a method to identify, break down and classify planning and control decisions. Second, following the taxonomy, for six health care services, we provide an exhaustive specification of planning and control decisions in resource capacity planning and control. For each planning and control decision, we structurally review the key OR/MS articles and the OR/MS methods and techniques that are applied in the literature to support decision making

    Air passenger transport and regional development : cause and effect in Europe

    This article scrutinizes the mutual and complex causal relationship between air passenger transport and regional development in the European NUTS2-regions with heterogeneous Granger causality analysis between 2002 and 2011. Employment is used as a relatively robust and measurable indicator of a region's development and employment in the services sector and in the manufacturing sector is treated separately to discern basic sectoral variances. The proposed methodology allows investigating (i) if air transport in the European regions causally influences employment, (ii) if employment also leads to higher transport levels, and (iii) regional variations in this causal relationship. The results show that both directions of causality occur among the European urban regions, albeit very geographically fragmented. This indicates that air passenger transport is a necessary part of, but not sufficient condition for generating regional development. The more abundant relationships for employment in the services sector confirm the sensitivity of the services industry to air passenger transport

    Developing and testing a generic micro-combined heat and power model for simulations of dwellings and highly distributed power systems

    This paper elaborates an approach to the modelling of domestic micro-combined heat and power (μ-CHP) using a building simulation tool that can provide a detailed picture of the environmental performance of both the μ-CHP heating system and the dwelling it serves. The approach can also provide useful data for the modelling of highly distributed power systems (HDPS). At the commencement of the work described in this paper no μ-CHP device model that was compatible with a building simulation tool was available. The development of such a model is described along with its calibration and verification. The simulation tool with the device model was then applied to the analysis of a dwelling with a Stirling engine-based heating system. Different levels of thermal insulation and occupancy types were modelled. The energy and environmental performance of the μ-CHP device was quantified for each case; additionally, the potential for its participation in the control and operation of an HDPS was assessed. Analysis of the simulation results indicated that the parasitic losses associated with the μ-CHP system balance of plant reduced the overall heating system efficiency by up to 40 per cent. Performance deteriorated with increasing levels of insulation in the dwelling, resulting in reduced thermal efficiency and increased cycling, though overall fuel use was reduced. The analysis also indicated that the device was generally available to participate in HDPS control for greater than 90 per cent of the simulation time. The potential length of the participation time ranged from 1 to 800+min and depended upon the state of the μ-CHP system thermal buffer and prevailing heat loads.     Marine baseline and monitoring strategies for Carbon Dioxide Capture and Storage (CCS)

    The QICS controlled release experiment demonstrates that leaks of carbon dioxide (CO2) gas can be detected by monitoring acoustic, geochemical and biological parameters within a given marine system. However the natural complexity and variability of marine system responses to (artificial) leakage strongly suggests that there are no absolute indicators of leakage or impact that can unequivocally and universally be used for all potential future storage sites. We suggest a multivariate, hierarchical approach to monitoring, escalating from anomaly detection to attribution, quantification and then impact assessment, as required. Given the spatial heterogeneity of many marine ecosystems it is essential that environmental monitoring programmes are supported by a temporally (tidal, seasonal and annual) and spatially resolved baseline of data from which changes can be accurately identified.     The use of information systems for logistics and supply chain management in South East Europe: Current status and future direction

    This research aims to investigate the current status and future direction of the use of information systems for logistics and supply chain management (LSCM) in South East Europe. The objectives are threefold: (1) to identify major challenges and developments on the use of information systems for LSCM by enterprises, (2) to examine the actual level of satisfaction of current policy on LSCM, and (3) to reveal the actual need of enterprises in South East Europe on effective use of information systems for LSCM. Mixed methodology of literature review and questionnaire survey is adopted in this research. Data collected from 79 enterprises are analysed using descriptive analysis in SPSS. The findings suggest that enterprises in Albania, Bulgaria, Greece, Former Yugoslav Republic of Macedonia (FYROM), Romania, and Serbia and Montenegro, face similar challenges but all are in different stages of developments of LSCM. Their use of information systems explains their heavy focus on supply chain partnership and weakness in demand chain partnership. Major findings suggest that companies and governments alike in that region do not seem to be ready for playing a significant and demanding role in global supply chains. Current deficiencies, including limited abilities in building valuable forward relations, weak strategic planning and organisation, and infrastructural problems, are major obstacles for fast development in LSCM. At the same time though, traces of changing mentalities do exist, setting the ground for improved performance and ultimately for a better position in global business

    Practices for strategic capacity management in Malaysian manufacturing firms

    While the notion of manufacturing capabilities is a long-standing notion in research on operations management, its actual implementation and management has been hardly researched. Five case studies in Malaysia offered the opportunity to examine the practice of manufacturing managers with regard to strategic capability management. The data collection and analysis was structured by using the notion of Strategic Capacity Management. Whereas traditionally literature has demonstrated the beneficial impact of an appropriate manufacturing strategy on the business strategy and performance, the study highlights the difficulty of managers to set the strategy, let alone implementing it. This is partly caused by the immense pressure of customers in these dominantly Make-To-Order environments for SMEs. Current concepts for manufacturing capabilities have insufficiently accounted this phenomenon and an outline of a research agenda is presented
