The proceedings with all papers are available at www.sciemcee.org.The purpose of this article is to point out the importance of the size of public debt and deficit in the context of
Keynesian and non-Keynesian effects of fiscal policy limit. To achieve this objective primarily were used methods of analysis
of the available literature and presentation of statistical data. Considerations include, among others, the presentation of public
debt and deficit in the context of economic growth. Expansionary fiscal policy often caused by economic fluctuations
contributes to the deepening of public finance imbalance with frequent decline in GDP growth. The restrictive policy
influences on improving the situation of the public finance sector in the long-term with at least moderate economic growth
Detailed Spectroscopic and Photometric Analysis of DQ White Dwarfs
We present an analysis of spectroscopic and photometric data for cool DQ
white dwarfs based on improved model atmosphere calculations. In particular, we
revise the atmospheric parameters of the trigonometric parallax sample of
Bergeron et al.(2001), and discuss the astrophysical implications on the
temperature scale and mean mass, as well as the chemical evolution of these
stars. We also analyze 40 new DQ stars discovered in the first data release of
the Sloan Digital Sky Survey.Comment: 6 pages,3 figures, 14th European Workshop on White Dwarfs, ASP

GPS Multipath Detection in the Frequency Domain
Multipath is among the major sources of errors in precise positioning using
GPS and continues to be extensively studied. Two Fast Fourier Transform
(FFT)-based detectors are presented in this paper as GPS multipath detection
techniques. The detectors are formulated as binary hypothesis tests under the
assumption that the multipath exists for a sufficient time frame that allows
its detection based on the quadrature arm of the coherent Early-minus-Late
discriminator (Q EmL) for a scalar tracking loop (STL) or on the quadrature (Q
EmL) and/or in-phase arm (I EmL) for a vector tracking loop (VTL), using an
observation window of N samples. Performance analysis of the suggested
detectors is done on multipath signal data acquired from the multipath
environment simulator developed by the German Aerospace Centre (DLR) as well as
on multipath data from real GPS signals. Application of the detection tests to
correlator outputs of scalar and vector tracking loops shows that they may be
used to exclude multipath contaminated satellites from the navigation solution.
These detection techniques can be extended to other Global Navigation Satellite
Systems (GNSS) such as GLONASS, Galileo and Beidou.Comment: 2016 European Navigation Conference (ENC 2016), May 2016, Helsinki,

European Railway Comparisons – Company Profiles
This work was undertaken as part of a project sponsored by the British Railways Board entitled `European Railway Comparisons'. The aims of this project are as follows:
(i)To compare the current efficiency of European railway operators and examine recent trends at both aggregate and disaggregate levels.
(ii)To assess the effects of economies of scale and economies of density on European rail operations.
(iii)To make an exploratory assessment of the potential for further disaggregation by market type (InterCity, Commuter, Freight) in order to make detailed comparisons of market shares.
The main methods employed to carry out this study are as follows:
(i)A review of the literature on railway cost and productivity analysis. Preliminary findings are given in Working Paper 354 and a paper presented to the World Conference on Transport Research (Nash, C.A. and Preston, J.M. (1992) "Assessing the Performance of European Railways").
(ii)Collation of published data for 13 European State Railway Operators.
(iii)Face to face interviews with managers at the 13 State Railway companies in order to check our understanding of published data sources, gain more infomation at a disaggregate level (administered by a self completion questionnaire) and obtain an understanding of the institutional background.
This report summarises some of the background information that was obtained from the interviews undertaken in the summer of 1992. A company profile is developed for each operator under four main headings: Objectives and Management, Finance, the Freight Market and the Passenger Market
