    The politics of IMF–EU cooperation : institutional change from the Maastricht Treaty to the launch of the Euro

    How do regional changes affect the process of global governance? This article addresses this question by examining how the International Monetary Fund (IMF) responded to the challenges presented by Economic and Monetary Union (EMU) between the signing of the Maastricht Treaty in 1992 and the launch of the euro in 1999. Based on primary research from the IMF archives, the article illustrates how the IMF's efforts to reconfigure its relationship with European institutions evolved gradually through a logic of incremental change, despite initial opposition from member states. The article concludes that bureaucratic actors within international organizations will take advantage of informal avenues for promoting a new agenda when this fits with shared conceptions of an organization's mandate. The exercise of informal influence by advocates for change within an international organization can limit the options available to states in formal decision-making processes, even when these options cut across state preferences

    Neural connectivity in syntactic movement processing

    Linguistic theory suggests non-canonical sentences subvert the dominant agent-verb-theme order in English via displacement of sentence constituents to argument (NP-movement) or non-argument positions (wh-movement). Both processes have been associated with the left inferior frontal gyrus and posterior superior temporal gyrus, but differences in neural activity and connectivity between movement types have not been investigated. In the current study, functional magnetic resonance imaging data were acquired from 21 adult participants during an auditory sentence-picture verification task using passive and active sentences contrasted to isolate NP-movement, and object- and subject-cleft sentences contrasted to isolate wh-movement. Then, functional magnetic resonance imaging data from regions common to both movement types were entered into a dynamic causal modeling analysis to examine effective connectivity for wh-movement and NP-movement. Results showed greater left inferior frontal gyrus activation for Wh > NP-movement, but no activation for NP > Wh-movement. Both types of movement elicited activity in the opercular part of the left inferior frontal gyrus, left posterior superior temporal gyrus, and left medial superior frontal gyrus. The dynamic causal modeling analyses indicated that neither movement type significantly modulated the connection from the left inferior frontal gyrus to the left posterior superior temporal gyrus, nor vice-versa, suggesting no connectivity differences between wh- and NP-movement. These findings support the idea that increased complexity of wh-structures, compared to sentences with NP-movement, requires greater engagement of cognitive resources via increased neural activity in the left inferior frontal gyrus, but both movement types engage similar neural networks.This work was supported by the NIH-NIDCD, Clinical Research Center Grant, P50DC012283 (PI: CT), and the Graduate Research Grant and School of Communication Graduate Ignition Grant from Northwestern University (awarded to EE).     Preliminary capture trajectory design for Europa tomography probe

    The objective of this work is the preliminary design of a low-DV transfer from an initial elliptical orbit around Jupiter into a final circular orbit around the moon Europa. This type of trajectory represents an excellent opportunity for a low-cost mission to Europa, accomplished through a small orbiter, as in the proposed Europa Tomography Probe mission, a European contribution to NASA’s Europa Multiple-Flyby Mission (or Europa Clipper). The mission strategy is based on the v-infinity leveraging concept, and the use of resonant orbits to exploit multiple gravity-assist from the moon. Possible sequences of resonant orbits are selected with the help of the Tisserand graph. Suitable trajectories are provided by an optimization code based on the parallel running of several differential evolution algorithms. Different solutions are finally compared in terms of propellant consumption and flight time

    Europa: Prospects for an ocean and exobiological implications

    As far as we know, Earth is the only planet in our solar system that supports life. It is natural, therefore, that our understanding of life as a planetary phenomenon is based upon Earth-like planets. There are environments in the solar system where liquid water, commonly believed to be a prerequisite for biological activity, may exist in a distinctly non-Earth-like environment. One such location is Europa, one of the Galilean satellites of Jupiter. The possibility that liquid water exists on Europa presents us with some interesting exobiological implications concerning the potential of the satellite to support life. Topics include the following: an ocean on Europa; thermal evolution of Europa; Europa's three models; exobiological implications; early conditions of Europa; low-temperature abiotic chemistry; possibility of the emergence of life on Europa; prerequisites for the habitability of Europa; energy sources for biosynthesis and metabolic activity; habitability of Europa by anaerobic life; and habitability by aerobic life

    Thermal infrared spectroscopy of Europa and Callisto

    The trailing hemispheres of Europa and Callisto were observed at 9–13 ÎŒm, and a spectrum of Europa with better spectral resolution and a better signal-to-noise ratio than was previously possible has been derived. The ratio spectrum of the two satellites has a signal-to-noise ratio of approximately 30 for a spectral resolving power of approximately 50. The disk-integrated, effective color temperature ratio for the two satellites is consistent with broadband, thermal infrared photometry from previous ground-based studies and from the Galileo photopolarimeter radiometer. The ratio spectrum was combined with the average Voyager 1 spectrum of Callisto to obtain a 9–13 ÎŒm spectrum of Europa with a signal-to-noise ratio that is a factor of 10 better than that in the average Voyager spectrum of Europa. After convolving the measured spectrum to the expected width of water ice emissivity features, ∌1 ÎŒm, no spectral features that could be attributed to water ice on the surface of Europa are apparent at the 0.6–0.7% level. The absence of spectral features attributable to water ice is consistent with the proposal that the equatorial region of Europa that was observed may be composed primarily of a heavily hydrated mineral. The absence of water ice features may also be the result of a large fractional abundance of fine particles, such as that found on the surface of the Moon
