    Information Systems Development (ISD) covers a wide spectrum of methods and approaches (Avison et al. 2006), each aiming to make the process better and more successful. However, although ethics is seen as a core element with professional practice, it has yet to make an impact within the ISD process itself. This paper seeks to extend previous work, looking at the integration of the Ethical Grid (from Seedhouse 1991; Seedhouse 1998) into the three cycles of the Soft, Information Systems & Technologies Methodology (SISTeM).     The organizational implications of medical imaging in the context of Malaysian hospitals

    This research investigated the implementation and use of medical imaging in the context of Malaysian hospitals. In this report medical imaging refers to PACS, RIS/HIS and imaging modalities which are linked through a computer network. The study examined how the internal context of a hospital and its external context together influenced the implementation of medical imaging, and how this in turn shaped organizational roles and relationships within the hospital itself. It further investigated how the implementation of the technology in one hospital affected its implementation in another hospital. The research used systems theory as the theoretical framework for the study. Methodologically, the study used a case-based approach and multiple methods to obtain data. The case studies included two hospital-based radiology departments in Malaysia. The outcomes of the research suggest that the implementation of medical imaging in community hospitals is shaped by the external context particularly the role played by the Ministry of Health. Furthermore, influences from both the internal and external contexts have a substantial impact on the process of implementing medical imaging and the extent of the benefits that the organization can gain. In the context of roles and social relationships, the findings revealed that the routine use of medical imaging has substantially affected radiographers’ roles, and the social relationships between non clinical personnel and clinicians. This study found no change in the relationship between radiographers and radiologists. Finally, the approaches to implementation taken in the hospitals studied were found to influence those taken by other hospitals. Overall, this study makes three important contributions. Firstly, it extends Barley’s (1986, 1990) research by explicitly demonstrating that the organization’s internal and external contexts together shape the implementation and use of technology, that the processes of implementing and using technology impact upon roles, relationships and networks and that a role-based approach alone is inadequate to examine the outcomes of deploying an advanced technology. Secondly, this study contends that scalability of technology in the context of developing countries is not necessarily linear. Finally, this study offers practical contributions that can benefit healthcare organizations in Malaysia

    Adaptation of domestic state governance to international governance models

    The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure

    Net structure of subject-to-subject relations in the management of the system of administrative services provision

    The purpose of the work is to form the net structure of management of the system of administrative services provision on the basis of implementation of subject-to-subject interactions between state sector and civil society. Methodology. The methodology basis for the investigation is the abstract-logical analysis of theoretical and methodological backgrounds for management of relations and interactions. For the theoretical generalization and formation of net structure, there are used scientific recommendations of Ukrainian scientists regarding the necessity to implement subject-to-subject relations in the system of administrative services provision. Results. The investigations allowed confirming that the hierarchical structure of the state governance system does not give an opportunity to implement equal interaction between a subject of provision and a subject of an appeal as these relations have one – way communication and the feedback channel has a formal character. Moreover, the civil society is not considered by state sector to be a source of methods and ways to develop the system of state governance, in particular, the management system of administrative services provision. Practical meaning. The net structure of management will allow implementing the subject-subject relations in the system, under which the actions of the subject of provision – that means state sector – will be directed to the realization of rights and interests of the subjects of appeal. In their turn, apart from the performance of all legislative responsibilities that they should perform, they can carry out activities directed to the development of management activity in the system of administrative services provision and the whole system of state governance as an integral system of management. Meaning/Distinction. The provided model of the net structure will allow involving citizens in the processes of state governance and increasing the impact of the civil sector during the making of state and management decisions and, as a result, to confirm subject-to-subject positions in the relations

    BIOLOGICAL INSPIRED INTRUSION PREVENTION AND SELF-HEALING SYSTEM FOR CRITICAL SERVICES NETWORK

    With the explosive development of the critical services network systems and Internet, the need for networks security systems have become even critical with the enlargement of information technology in everyday life. Intrusion Prevention System (IPS) provides an in-line mechanism focus on identifying and blocking malicious network activity in real time. This thesis presents new intrusion prevention and self-healing system (SH) for critical services network security. The design features of the proposed system are inspired by the human immune system, integrated with pattern recognition nonlinear classification algorithm and machine learning. Firstly, the current intrusions preventions systems, biological innate and adaptive immune systems, autonomic computing and self-healing mechanisms are studied and analyzed. The importance of intrusion prevention system recommends that artificial immune systems (AIS) should incorporate abstraction models from innate, adaptive immune system, pattern recognition, machine learning and self-healing mechanisms to present autonomous IPS system with fast and high accurate detection and prevention performance and survivability for critical services network system. Secondly, specification language, system design, mathematical and computational models for IPS and SH system are established, which are based upon nonlinear classification, prevention predictability trust, analysis, self-adaptation and self-healing algorithms. Finally, the validation of the system carried out by simulation tests, measuring, benchmarking and comparative studies. New benchmarking metrics for detection capabilities, prevention predictability trust and self-healing reliability are introduced as contributions for the IPS and SH system measuring and validation. Using the software system, design theories, AIS features, new nonlinear classification algorithm, and self-healing system show how the use of presented systems can ensure safety for critical services networks and heal the damage caused by intrusion. This autonomous system improves the performance of the current intrusion prevention system and carries on system continuity by using self-healing mechanism
