    Better safe than sorry? Reliability policy in network industries

    This report develops a roadmap for reliability policy in network industries. Based on economic theory, we analyse the relationship between reliability and various types of government policy: privatisation, liberalisation, regulation, unbundling, and 'commitment policy'. We let government policy depend on (1) the feasibility of competition between networks, (2) contractibility of reliability, and (3) the relation between profit maximisation and public interests. We test this roadmap on the basis of the empirical literature and case studies on electricity, natural gas, drinking water, wastewater, and railways.

    Determining and assessing the risks of commercial and recreational complex building projects in developing countries : a survey of experts in Iran

    Purpose: As construction of commercial and recreational complex building projects (CRCBPs) is one of the most important issues in many developing countries and requires a very high cost of implementation, it is important to identify and prioritize the risks of such projects. Therefore, the purpose of this study is to identify and rank the risks of CRCBPs by studying the case of the “Hamedanian Memorial,” a CRCBP in Iran. Design/methodology/approach: To pursue this aim, a descriptive-survey method was used. The statistical population of the study consists of 30 experienced experts (consultants, contractors and employers) of the “Hamedanian Memorial” project selected according to the Cochran formula and minimum population census. A questionnaire was used as the data collection tool, administered in all stages of risk identification and evaluation, and was devised by using library and field methods based on the literature and research background, as well as interviewing experts in the risk identification and evaluation stages. Kendall’s coefficient of agreement was used to validate the experts’ opinions in the risk identification stage. The ranking in qualitative evaluation was done based on the risk intensity and the cumulative risk index. Findings: The results show that the risks are associated with exchange rate fluctuation, inflation fluctuation, access to skilled workers, contractors’ claims and foreign threats from international relations. Originality/value: The results and findings of the present study can be of interest to the executives of large commercial, leisure, public and private projects in developing and developed countries; understanding risks can significantly improve the decision-making process of CRCBPs

    Best practices to improve maritime safety in the Gulf of Finland : a risk governance approach

    The Gulf of Finland of the Baltic Sea is a vulnerable sea area with high volumes of maritime traffic and difficult navigation conditions. The reactive international rules are not anymore regarded adequate in ensuring safety in this sea area. In this paper, a regional proactive risk governance approach is suggested for improving the effectiveness of safety policy formulation and management in the Gulf of Finland, based on the risk governance framework developed by the International Risk Governance Council (IRGC), the Formal Safety Assessment approach adopted by the International Maritime Safety Organisation (IMO), and best practices sought from other sectors and sea areas. The approach is based on a formal process of identifying, assessing and evaluating accident risks at the regional level, and adjusting policies or management practices before accidents occur. The proposed approach sees maritime safety as a holistic system, and manages it by combining a scientific risk assessment with stakeholder input to identify risks and risk control options, and to evaluate risks. A regional proactive approach can improve safety by focusing on actual risks, by designing tailor-made safety measures to control them, by enhancing a positive safety culture in the shipping industry, and by increasing trust among all involved.Non peer reviewe

    Social Costs of Energy Disruptions

    The costs of energy supply disruptions for industrialised economies go well beyond the economic measures of national accounts. According to different kinds of risks, physical shortages or price shocks, there are several categories of negative effects. Oil disruptions have both a direct and an indirect impact, (at global and local levels) and have a short- and a medium-term horizon. The economic effects of electricity shortages are also direct and indirect, but the temporal lag is shorter than for oil disruptions. In this paper, we summarise the different ways an economy is affected by an oil shock or a power black-out. Oil crises in the past produced high inflation rates, trade and payments imbalances, high unemployment, and weak business and consumer confidence. The social costs of electricity shortages have immediate negative results, and relatively small, indirect effects – depending on the extension of the disruption, the duration, the availability of advance warning and information. A specific assessment of the social costs of an electricity shortage remains a research task for the future.Social costs, Energy disruption

    The Impact of Data Sovereignty on American Indian Self-Determination: A Framework Proof of Concept Using Data Science

    The Data Sovereignty Initiative is a collection of ideas that was designed to create SMART solutions for tribal communities. This concept was to develop a horizontal governance framework to create a strategic act of sovereignty using data science. The core concept of this idea was to present data sovereignty as a way for tribal communities to take ownership of data in order to affect policy and strategic decisions that are data driven in nature. The case studies in this manuscript were developed around statistical theories of spatial statistics, exploratory data analysis, and machine learning. And although these case studies are first, scientific in nature, the data sovereignty framework was designed around these concepts to leverage nation building, cultural capital, and citizen science for economic development and planning. The data sovereignty framework is a flexible way to create data domains, around developed key indicators to integrate appropriate cultural capital when working with Native nations. This design is intended to put scientific theory into practice to affect everyday outcomes using data driven decision making. This framework is a proof concept and represents both applied and theoretical metrics in design strength

    Does the Cause of Death Matter? The Effect of Dread, Controllability, Exposure and Latency on the Vsl

    The Value of a Statistical Life is a key input into the calculation of the benefits of environmental policies that save lives. To date, the VSL used in environmental policy analyses has not been adjusted for age or the cause of death. Air pollution regulations, however, are linked to reductions in the risk of dying for cancer, heart disease, and respiratory illnesses, raising the question whether a single VSL should be applied for all of these causes of death. We conducted a conjoint choice experiment survey in Milan, Italy, to investigate this question. We find that the VSL increases with dread, exposure, the respondents’ assessments of the baseline risks, and experience with the specific risks being studied. The VSL is higher when the risk reduction is delivered by a public program, and increases with the effectiveness rating assigned by the respondent to public programs that address specific causes of death. The effectiveness of private risk-reducing behaviors is also positively associated with the VSL, but the effect is only half as large as that of public program effectiveness. The coefficients on dummies for the cause of death per se—namely, whether it’s cancer, a road traffic accident or a respiratory illness—are strongly statistically significant. All else the same, the fact that the cause of the death is “cancer” results in a VSL that is almost one million euro above the amount predicted by dread, exposure, beliefs, etc. The VSL in the road safety context is about one million euro less than what is predicted by dread, exposure, beliefs, etc. These effects are large, but the majority of the variation in the VSL is accounted for by the public program feature, the effectiveness of public programs at reducing the indicated risk, and dread. The effects of exposure and experience are smaller. These results raise the question whether using VSL figures based on private risk reduction, which is usually recommended to avoid double-counting, severely understates how much a society might be willing to pay for public safety.VSL, Conjoint Choice Experiments, Mortality Risk Reductions, Cost-benefit Analysis, Forced Choice Questions
