    Toward a relational concept of uncertainty: about knowing too little, knowing too differently, and accepting not to know

    Uncertainty of late has become an increasingly important and controversial topic in water resource management, and natural resources management in general. Diverse managing goals, changing environmental conditions, conflicting interests, and lack of predictability are some of the characteristics that decision makers have to face. This has resulted in the application and development of strategies such as adaptive management, which proposes flexibility and capability to adapt to unknown conditions as a way of dealing with uncertainties. However, this shift in ideas about managing has not always been accompanied by a general shift in the way uncertainties are understood and handled. To improve this situation, we believe it is necessary to recontextualize uncertainty in a broader way¿relative to its role, meaning, and relationship with participants in decision making¿because it is from this understanding that problems and solutions emerge. Under this view, solutions do not exclusively consist of eliminating or reducing uncertainty, but of reframing the problems as such so that they convey a different meaning. To this end, we propose a relational approach to uncertainty analysis. Here, we elaborate on this new conceptualization of uncertainty, and indicate some implications of this view for strategies for dealing with uncertainty in water management. We present an example as an illustration of these concepts.     Networks and flows of conservation finance: the case of World Wide Fund for Nature (WWF)

    Against the background of overall decline and inadequacy of funding for nature conservation, the budgets of the five largest nature conservation organisations have been growing significantly since the 1990s to command over 50% of globally available conservation funding. This thesis focusses on World Wide Fund for Nature (WWF) to show how large nature conservation organisations maintain and expand funding for global biodiversity conservation. It begins exploratorily with a thematic review of 64 peer-reviewed articles to find dominant themes recurring around the funding of biodiversity conservation between 2010-2016. The principle finding is that the main challenge in biodiversity financing is not only underfunding but that quite often available funds do not go where they are most needed. Conservation networks play a key role in determining financial flows. This informs the choice for a conceptual framework that is inspired by the network theory postulated by Manuel Castells. This thesis examines how WWF uses networking to maintain and expand funding from public sources, and then shows how much financial income WWF receives from the corporate sector in comparison to other income streams, including from market-based approaches. The main finding is that WWF has been successful in increasing its funding from the public sector at 7.5% p.a. by being in “right networks”, speaking the “right language”, and connecting to “relevant flows”, including dominant governmental ministries, bilateral and multilateral organisations, emerging and graduated economies and the private sector that relates closely with them. However, WWF’s income from the corporate sector has remained low at 11% p.a. and stagnant, and its “bankable projects” are yet to produce any income and remain philanthropic. WWF’s most important funding base is private small donors who contribute 40% of its income. Based on these findings, this thesis points to a possible scenario on the future of conservation finance that combines the time-tested reliability of private small donor funding with the potential of blended finance, that would address both underfunding and poor distribution of conservation funds, for future biodiversity conservation

    Effectiveness of Corporate Social Media Activities to Increase Relational Outcomes

    This study applies social media analytics to investigate the impact of different corporate social media activities on user word of mouth and attitudinal loyalty. We conduct a multilevel analysis of approximately 5 million tweets regarding the main Twitter accounts of 28 large global companies. We empirically identify different social media activities in terms of social media management strategies (using social media management tools or the web-frontend client), account types (broadcasting or receiving information), and communicative approaches (conversational or disseminative). We find positive effects of social media management tools, broadcasting accounts, and conversational communication on public perception

    CHORUS Deliverable 2.2: Second report - identification of multi-disciplinary key issues for gap analysis toward EU multimedia search engines roadmap

    After addressing the state-of-the-art during the first year of Chorus and establishing the existing landscape in multimedia search engines, we have identified and analyzed gaps within European research effort during our second year. In this period we focused on three directions, notably technological issues, user-centred issues and use-cases and socio- economic and legal aspects. These were assessed by two central studies: firstly, a concerted vision of functional breakdown of generic multimedia search engine, and secondly, a representative use-cases descriptions with the related discussion on requirement for technological challenges. Both studies have been carried out in cooperation and consultation with the community at large through EC concertation meetings (multimedia search engines cluster), several meetings with our Think-Tank, presentations in international conferences, and surveys addressed to EU projects coordinators as well as National initiatives coordinators. Based on the obtained feedback we identified two types of gaps, namely core technological gaps that involve research challenges, and “enablers”, which are not necessarily technical research challenges, but have impact on innovation progress. New socio-economic trends are presented as well as emerging legal challenges

    Instability of the Eurozone? : on monetary policy, house prices and structural reforms

    This paper deals with potential instabilities of the eurozone stemming from an insufficien interplay between monetary policy and reform effort on the one hand and the emergence of intra-euro area divergences on the other. As a first step, we assess the effect of EMU on structural reform and investigate this question by an examination of the relationship between fixed exchange rates and reform in two wider samples of countries. We also stress that loose monetary conditions which prevailed until some months ago can also manifest themselves in asset price inflation, notably in the housing market. When these bubbles burst, for example, when housing prices stop rising, this often leads to a prolonged period of economic instability and weakness rather than consumer price inflation. As a second step, we point out that risks for EMU are not only increasing because longer-term disequilibria become evident in fiscal and monetary policy, but also because serious divergences are now appearing within the euro area which threaten its long-term cohesiveness. The most manifest example of this threat comes from what promises to be a long-term divergence between Germany and Italy which for the time being was offset by asynchronous developments of house prices in both countries. There are still large differences within the euro area, with the small countries performing much better than the large ones on almost every indicator. This suggests that better policies can make a large difference even if monetary policy is the same for everybody. Finally, we construct a simple formal model in order to investigate whether EMU is in danger from internal tensions which could lead to severe instabilities. The experience so far has shown that some countries are continuously losing competitiveness. Is this a structural problem in the sense that these countries just have problems in keeping inflation at level that does not imply a continuing loss of competitiveness? Or is the persistence of higher inflation one can observe in some countries due to the internal dynamics of a monetary union in which any country that starts with higher inflation rate also has a lower real interest rate, which stimulates demand, and thus leads potentially to even more inflation. The purpose of our theoretical section is to discuss what the main factors are which could lead to such diverging cycles

    Managerial learning and development in small firms: implications based on observations of managerial

    In this study we set out to examine the conditions for managerial learning in small firms and the implications it gives for how to facilitate and support work-based management development in this context. Empirically, we conduct structured observations of the daily work activities performed by small business managers. A framework based on experiential learning theory is developed and used as an analytical tool to assess the extent to which these work activities provide them with opportunities for work-based learning and development. In short, the results show that small business managers experience a fragmented working day with frequent and different forms of interruptions and unexpected problems during the course of their working day. These interruptions and unexpected problems are something that leaves little time for engaging in reflective observation to effectively learn from their daily work practices. We discuss the implications of our results for theory and research on managerial learning in small firms as well as for the design of university-led management development programs aimed at supporting the experiential learning process of small business managers.academic Experiential learning; managerial learning; managerial work; management development; small firms; structured observations

    New Workplace Practices and Firm Performance: A Comparative Study of Italy and Britain

    Using data from the 2004 Workplace Employee Relations Survey on British establishments and two surveys on manufacturing firms located in the North of Italy, we look at the diffusion of new workplace practices in the two countries and at their impact on the firm's value added. We find that the adoption of innovation practices has spread substantially more across the British manufacturing firms than across the Italian ones; however our results also indicate that the practices' association with the firms' VA is much lower in Britain than in Italy. The counterfactual analysis shows that had the Italian workplaces the same characteristics of the British ones, in terms of diffusion of practices, capital intensity and skills, their average predicted value added would triplicate. On the other hand, were the Italian establishments to move and operate in the British context, their performance would improve very modestly.     Measuring Income in Household Panel Surveys for Germany: A Comparison of EU-SILC and SOEP

    Empirical analyses of economic inequality, poverty, and mobility in Germany are, to an increas-ing extent, using microdata from the German Federal Statistical Office's contribution to the European Union Statistics on Income and Living Conditions (EU-SILC) as well as data from the German Socio-Economic Panel (SOEP). In addition to their significance for national reporting, the EU-SILC data are of great international significance for comparative EU-wide measurement, description, and analysis in support of the European Commission's stated objective of fighting poverty and reducing social inequality through the European social cohesion process. It is therefore crucial to assess the quality of the German contribution to EU-SILC, particularly in view of evidence in the literature of methodological problems in this still relatively young survey with respect to the representation of specific social groups and the distri-bution of key educational characteristics that can have a considerable impact on the degree and structure of inequality and poverty (see Hauser 2008, Causa et al. 2009, Nolan et al. 2009). While previous papers have critically examined the German EU-SILC contribution in comparison to the cross-sectional data from the German Survey of Income and Expenditure (EVS), the present paper compares EU-SILC-based results about income trends, inequality, and mobility with results based on SOEP, a widely used alternate panel survey of private households in Germany. The - in some cases severe - differences identified are discussed in the context of the surveying and interviewing methods, post-data-collection treatment of the micro-data as well as sample characteristics of the two studies, all of which exert a major influence on the substantive results and thus on the core findings regarding the social situation of Germany in EU-wide comparison.Inequality, poverty, mobility, household panel, EU-SILC, SOEP
