    Developing A Road Freight Transport Performance Measurement System To Drive Sustainability:An Empirical Study Of Egyptian Road Freight Transport Companies

    While several road freight performance measurement systems have been developed, only a limited number of quantified performance measurement frameworks encompassing diverse sets of performance metrics from multiple sustainable perspectives are available on a technological platform. These sets of metrics could be integrated as crucial performance indicators for assessing the operational performance of various road freight transport companies. These indicators include fuel efficiency, trip duration, vehicle loading, and cargo capacity. The objective of this research is to construct a conceptual road freight performance measurement framework that comprehensively incorporates performance elements from sustainable viewpoints (economic, environmental, and social), leveraging technology to measure the performance of road freight transport companies. This proposed framework aims to aid these companies in gauging their performance using technology, thus enhancing their operations towards sustainability.Within the road freight transport sector, several challenges exist, with congestion, road infrastructure maintenance, and driver training and qualifications being particularly pressing issues. The developed performance measurement framework offers the means for companies to evaluate the effects of technology integration on vehicles and overall performance. This allows companies to measure their performance from an operational standpoint rather than solely a strategic one, thereby identifying areas requiring improvement. Egypt was chosen as the empirical study location due to its relatively low level of technological integration within its road freight sector.This thesis employs an explanatory mixed methods approach, encompassing four distinct phases. The first phase entails a review to formulate the proposed theoretical performance measurement framework. Subsequently, the second phase involves conducting semi-structured interviews using a Delphi method to both develop a conceptual performance measurement framework and explore the present state of Egypt's road freight transport sector. Following this, the third phase encompasses surveys based on the results derived from Delphi analysis, involving diverse participants from the road freight transport industry. The aim is to validate the developed performance measurement framework through an empirical study conducted in Egypt. Lastly, the fourth phase centres around organizing focus groups involving stakeholders within road freight transport companies. The goal here is to propose a roadmap for implementing the developed road freight transport performance measurement framework within the Egyptian context.The primary theoretical contribution of this research is the development of a road freight transport performance measurement framework that integrates the three sustainability dimensions with technology. Additionally, this study offers practical guidance for the application of the developed framework in various countries and contexts. From a practical standpoint, this research aids road freight transport managers in evaluating their operational performance, thereby identifying challenges, devising action plans, and making informed decisions to mitigate these issues and enhance sustainability-oriented performance. Ultimately, the developed road freight transport performance measurement framework is poised to promote performance measurement aligned with technology, fostering progress towards achieving the sustainable development goals by 2030

    Revisiting the capitalization of public transport accessibility into residential land value: an empirical analysis drawing on Open Science

    Background: The delivery and effective operation of public transport is fundamental for a for a transition to low-carbon emission transport systems’. However, many cities face budgetary challenges in providing and operating this type of infrastructure. Land value capture (LVC) instruments, aimed at recovering all or part of the land value uplifts triggered by actions other than the landowner, can alleviate some of this pressure. A key element of LVC lies in the increment in land value associated with a particular public action. Urban economic theory supports this idea and considers accessibility to be a core element for determining residential land value. Although the empirical literature assessing the relationship between land value increments and public transport infrastructure is vast, it often assumes homogeneous benefits and, therefore, overlooks relevant elements of accessibility. Advancements in the accessibility concept in the context of Open Science can ease the relaxation of such assumptions. Methods: This thesis draws on the case of Greater Mexico City between 2009 and 2019. It focuses on the effects of the main public transport network (MPTN) which is organised in seven temporal stages according to its expansion phases. The analysis incorporates location based accessibility measures to employment opportunities in order to assess the benefits of public transport infrastructure. It does so by making extensive use of the open-source software OpenTripPlanner for public transport route modelling (≈ 2.1 billion origin-destination routes). Potential capitalizations are assessed according to the hedonic framework. The property value data includes individual administrative mortgage records collected by the Federal Mortgage Society (≈ 800,000). The hedonic function is estimated using a variety of approaches, i.e. linear models, nonlinear models, multilevel models, and spatial multilevel models. These are estimated by the maximum likelihood and Bayesian methods. The study also examines possible spatial aggregation bias using alternative spatial aggregation schemes according to the modifiable areal unit problem (MAUP) literature. Results: The accessibility models across the various temporal stages evidence the spatial heterogeneity shaped by the MPTN in combination with land use and the individual perception of residents. This highlights the need to transition from measures that focus on the characteristics of transport infrastructure to comprehensive accessibility measures which reflect such heterogeneity. The estimated hedonic function suggests a robust, positive, and significant relationship between MPTN accessibility and residential land value in all the modelling frameworks in the presence of a variety of controls. The residential land value increases between 3.6% and 5.7% for one additional standard deviation in MPTN accessibility to employment in the final set of models. The total willingness to pay (TWTP) is considerable, ranging from 0.7 to 1.5 times the equivalent of the capital costs of the bus rapid transit Line-7 of the Metrobús system. A sensitivity analysis shows that the hedonic model estimation is sensitive to the MAUP. In addition, the use of a post code zoning scheme produces the closest results compared to the smallest spatial analytical scheme (0.5 km hexagonal grid). Conclusion: The present thesis advances the discussion on the capitalization of public transport on residential land value by adopting recent contributions from the Open Science framework. Empirically, it fills a knowledge gap given the lack of literature around this topic in this area of study. In terms of policy, the findings support LVC as a mechanism of considerable potential. Regarding fee-based LVC instruments, there are fairness issues in relation to the distribution of charges or exactions to households that could be addressed using location based measures. Furthermore, the approach developed for this analysis serves as valuable guidance for identifying sites with large potential for the implementation of development based instruments, for instance land readjustments or the sale/lease of additional development rights

    The Distributional Impacts of Economic Development Incentives: Three Essays

    Economic Development Incentives (EDIs) are among the most common and costly tools used by state and local governments in the United States to promote economic development. While literature has predominantly focused on the efficiency of EDIs, comparatively less focus has been paid to the distributional impacts of business attraction or the impact on individual welfare. In three papers, this dissertation seeks to better understand and evaluate how business attraction supported by EDIs impacts current residents. The first paper critiques EDI evaluations that focus on bottom-line growth instead of metrics that can show changes to the quality of life and welfare of current resident. A new framework, Distributive Welfare Evaluations, is proposed. A second paper examines how business attraction impacts wages and employment rates in local economies, using large warehouses as a natural experiment. Analysis shows that jobs were filled by shifting commuting patterns and had minimal benefits for incumbent workers. Finally, a third paper, co-authored with Jeremy Moulton and Scott Wentland, measures the impacts of EDI announcements on housing markets. We find highly variable results across 114 cases but demonstrate significant increases in prices when many jobs are promised.     SPATIAL ANALYSES AND REMOTE SENSING FOR LAND COVER CHANGE DYNAMICS: ASSESSING IN A SPATIAL PLANNING

    ABSTRACT (EN) Spatial planning is a crucial discipline for the identification and implementation of sustainable development strategies that take into account the environmental impacts on the soil. In recent years, the significant development of technology, like remote sensing and GIS software, has significantly increased the understanding of environmental components, highlighting their peculiarities and criticalities. Geographically referenced information on environmental and socio-economic components represents a fundamental database for identifying and monitoring vulnerable areas, also distinguishing different levels of vulnerability. This is even more relevant considering the increasingly significant impact of land transformation processes, consisting of rapid and frequent changes in land use patterns. In order to achieve some of the Sustainable Development Goals of the 2030 Agenda, the role of environmental planning is crucial in addressing spatial problems, such as agricultural land abandonment and land take, which cause negative impacts on ecosystems. Remote sensing, and in general all Earth Observation techniques, play a key role in achieving SDG 11.3 and 15.3 of Agenda 2030. Through a series of applications and investigations in different areas of Basilicata, it has been demonstrated how the extensive use of remote sensing and spatial analysis in a GIS environment provide a substantial contribution to the results of the SDGs, enabling an informed decisionmaking process and enabling monitoring of the results expected, ensuring data reliability and directly contributing to the calculation of SDG objectives and indicators by facilitating local administrations approaches to work in different development and sustainability sectors. In this thesis have been analyse the dynamics of land transformation in terms of land take and soil erosion in sample areas of the Basilicata Region, which represents an interesting case example for the study of land use land cover change (LULCC). The socio-demographic evolutionary trends and the study of marginality and territorial fragility are fundamental aspects in the context of territorial planning, since they are important drivers of the LULCC and territorial transformation processes. In fact, in Basilicata, settlement dynamics over the years have occurred in an uncontrolled and unregulated manner, leading to a constant consumption of land not accompanied by adequate demographic and economic growth. To better understand the evolution and dynamics of the LULCCs and provide useful tools for formulating territorial planning policies and strategies aimed at a sustainable use of the territory, the socio-economic aspects of the Region were investigated. A first phase involved the creation of a database and the study and identification of essential services in the area as a fundamental parameter against which to evaluate the quality of life in a specific area. The supply of essential services can be understood as an assessment of the lack of minimum requirements with reference to the urban functions exercised by each territorial unit. From a territorial point of view, the level of peripherality of the territories with respect to the network of urban centres profoundly influences the quality of life of citizens and the level of social inclusion. In these, the presence of essential services can act as an attractor capable of generating discrete catchment areas. The purpose of this first part of the work was above all to create a dataset of data useful for the calculation of various socio-economic indicators, in order to frame the demographic evolution and the evolution of the stock of public and private services. The first methodological approach was to reconstruct the offer of essential services through the use of open data in a GIS environment and subsequently estimate the peripherality of each municipality by estimating the accessibility to essential services. The study envisaged the use of territorial analysis techniques aimed at describing the distribution of essential services on the regional territory. It is essential to understand the role of demographic dynamics as a driver of urban land use change such as, for example, the increase in demand for artificial surfaces that occurs locally. Social and economic analyses are important in the spatial planning process. Comparison of socio-economic analyses with land use and land cover change can highlight the need to modify existing policies or implement new ones. A particular land use can degrade and thereby destroy other land resources. If the economic analysis shows that the use is beneficial from the point of view of the land user, it is likely to continue, regardless of whether the process is environmentally friendly. It is important to understand and investigate which drivers have been and will be in the future the most decisive in these dynamics that intrinsically contribute to land take, agricultural abandonment and the consequent processes of land degradation and to define policies or thresholds to mitigate and monitor the effects of these processes. Subsequently, the issues of land take and abandonment of agricultural land were analysed by applying models and techniques of remote sensing, GIS and territorial analysis for the identification and monitoring of abandoned agricultural areas and sealed areas. The classic remote sensing methods have also been integrated by some geostatistical analyses which have provided more information on the investigated phenomenon. The aim was the creation of a quick methodology that would allow to describe the monitoring and analysis activities of the development trends of soil consumption and the monitoring and identification of degraded areas. The first methodology proposed allowed the automatic and rapid detection of detailed LULCC and Land Take maps with an overall accuracy of more than 90%, reducing costs and processing times. The identification of abandoned agricultural areas in degradation is among the most complicated LULCC and Land Degradation processes to identify and monitor as it is driven by a multiplicity of anthropic and natural factors. The model used to estimate soil erosion as a degradation phenomenon is the Revised Universal Soil Loss Equation (RUSLE). To identify potentially degraded areas, two factors of the RUSLE have been correlated: Factor C which describes the vegetation cover of the soil and Factor A which represents the amount of potential soil erosion. Through statistical correlation analysis with the RUSLE factors, on the basis of the deviations from the average RUSLE values and mapping of the areas of vegetation degradation, relating to arable land, through statistical correlation with the vegetation factor C, the areas were identified and mapped that are susceptible to soil degradation.     A strategic turnaround model for distressed properties

    The importance of commercial real estate is clearly shown by the role it plays, worldwide, in the sustainability of economic activities, with a substantial global impact when measured in monetary terms. This study responds to an important gap in the built environment and turnaround literature relating to the likelihood of a successful distressed commercial property financial recovery. The present research effort addressed the absence of empirical evidence by identifying a number of important factors that influence the likelihood of a successful distressed, commercial property financial recovery. Once the important factors that increase the likelihood of recovery have been determined, the results can be used as a basis for turnaround strategies concerning property investors who invest in distressed opportunities. A theoretical turnaround model concerning properties in distress, would be of interest to ‘opportunistic investing’ yield-hungry investors targeting real estate transactions involving ‘turnaround’ potential. Against this background, the main research problem investigated in the present research effort was as follows: Determine the important factors that would increase the likelihood of a successful distressed commercial property financial recovery. A proposed theoretical model was constructed and empirically tested through a questionnaire distributed physically and electronically to a sample of real estate practitioners from across the globe, and who had all been involved, directly or indirectly, with reviving distressed properties. An explanation was provided to respondents of how the questionnaire was developed and how it would be administered. The demographic information pertaining to the 391 respondents was analysed and summarised. The statistical analysis performed to ensure the validity and reliability of the results, was explained to respondents, together with a detailed description of the covariance structural equation modelling method used to verify the proposed theoretical conceptual model. vi The independent variables of the present research effort comprised; Obsolescence Identification, Capital Improvements Feasibility, Tenant Mix, Triple Net Leases, Concessions, Property Management, Contracts, Business Analysis, Debt Renegotiation, Cost-Cutting, Market Analysis, Strategic Planning and Demography, while the dependent variable was The Perceived Likelihood of a Distressed Commercial Property Financial Recovery. After analysis of the findings, a revised model was then proposed and assessed. Both validity and reliability were assessed and resulted in the following factors that potentially influence the dependent variables; Strategy, Concessions, Tenant Mix, Debt Restructuring, Demography, Analyse Alternatives, Capital Improvements Feasibility, Property Management and Net Leases while, after analysis, the dependent variable was replaced by two dependent variables; The Likelihood of a Distressed Property Turnaround and The Likelihood of a Distressed Property Financial Recovery. The results showed that Strategy (comprising of items from Strategic Planning, Business Analysis, Obsolescence Identification and Property Management) and Concessions (comprising of items from Concessions and Triple Net Leases) had a positive influence on both the dependent variables. Property Management (comprising of items from Business Analysis, Property Management, Capital Improvements Feasibility and Tenant Mix) had a positive influence on Financial Turnaround variable while Capital Improvements Feasibility (comprising of items from Capital Improvements Feasibility, Obsolescence Identification and Property Management) had a negative influence on both. Demography (comprising of items only from Demography) had a negative influence on the Financial Recovery variable. The balance of the relationships were depicted as non-significant. The present research effort presents important actions that can be used to influence the turnaround and recovery of distressed real estate. The literature had indicated reasons to recover distressed properties as having wide-ranging economic consequences for the broader communities and the countries in which they reside. The turnaround of distressed properties will not only present financial rewards for opportunistic investors but will have positive effects on the greater community and economy and, thus, social and economic stability. Vii With the emergence of the COVID-19 pandemic crisis, issues with climate change and sustainability, global demographic shifts, changing user requirements, shifts in technology, the threat of obsolescence, urbanisation, globalisation, geo-political tensions, shifting global order, new trends and different generational expectations, it is becoming more apparent that the threat of distressed, abandoned and derelict properties is here to stay, and which will present future opportunities for turnaround, distressed property owners, as well as future worries for urban authorities and municipalities dealing with urban decay.     Pay-As-You-Go Driving: Examining Possible Road-User Charge Rate Structures for California

    This report lays out principles to help California policymakers identify an optimal rate structure for a road-user charge (RUC). The rate structure is different from the rate itself. The rate is the price a driver pays, while the structure is the set of principles that govern how that price is set. We drew on existing research on rate setting in transportation, public utilities, and behavioral economics to develop a set of conceptual principles that can be used to evaluate rate structures, and then applied these principles to a set of mileage fee rate structure options. Key findings include that transportation system users already pay for driving using a wide array of rate structures, including some that charge rate structured based on vehicle characteristics, user characteristics, and time or location of driving. We also conclude that the principal advantage of RUCs is not their ability to raise revenue but rather to variably allocate charges among various types of users and travelers. To obtain those benefits, policymakers need to proactively design rate structures to advance important state policy goals and/or improve administrative and political feasibility

    Circular Economy and Sustainable Development: A Systematic Literature Review

    Circular Economy put forth as an alternative to traditional linear model of extract-use-dispose along with the concept of Sustainable Development encompassing economic, environmental, and social aspects have garnered tremendous impetus among academics, practitioners and policymakers alike. The UN Sustainable Development Goals embraced by the member nations in 2015 based on the preceding Millenium Development Goals have been placed as the targets to be achieved as a part of holistic human development. In this backdrop, this paper examines the intersection of sustainability and circular economy with a focus on the three aspects of sustainable development, first the economic aspect by examining the relationship between GDP and circular economy, second the social economic aspect within the interaction of Circular Economy with Sustainable development and third the environmental-economical aspect by examining circularity and sustainability in waste management and waste valorisation. This paper achieves its objective through a systematic literature review of 1748 journal articles collected from Web of Science and SCOPUS database following PRISMA standards, network analysis of keywords, and manual review of texts. Four Research Questions are formulated: RQ1: What are the major emergent topics in Circular Economy and Sustainable Development and how are they related? RQ2: What is the relationship among CE and GDP in the CE and Sustainability? RQ3: What are the relationships between CE and Sustainability? RQ4: What are different use cases of valorisation of waste as CE tool, and can valorisation be sustainable? RQ1 is answered by presenting hotspot of research on Circular Economy and Sustainable Development through keywords occurrence network analysis using VosViewer. This study identifies three clusters and seven thematic areas of research, along with 25 most used keywords. RQ2 is attended through review of the relationship between economic growth (Gross Domestic Product) and Circular Economy and proposes based on the review that CE is still at its infancy. The paper also discusses the appropriateness of using GDP as a measure of sustainable development. This paper addresses RQ3 by examining the relationship between Circular Economy and Sustainable Development through review of literatures. The indicators used to measure CE and SD are also discussed and summarised. This review finds that achieving SDGs require greater effort, and that the present status of achievement is a bleak picture. Further, the role of waste management and potentiality of waste valorisation to aid in circular economy and sustainable development is analysed to answer RQ4. Though there are ample potential, however the recycle rate is very minimal to quench the required level of circularity. While CE and SD are related, CE cannot be a universal panacea to global challenges like emissions reduction, energy consumption, climate change, gender equality, poverty, well-being, environmental protection etc. even though the impact of CE to achieve SD can be substantial. The paper recommends avenues for future research and presents the conclusion of the study
