    Establishing the IT Disaster Recovery Planning Construct

    The concept of IT disaster recovery planning is receiving an increasing amount of attention from IT practitioners and business managers due to its importance in averting disasters and ensuring the continuity of organizations. Surprisingly, little research has been aimed at providing a comprehensive definition of this topic. Thus, this manuscript describes the process by which conceptual definition of IT disaster recovery planning is developed and an exhaustive listing of the construct’s dimensions is derived via content analysis. In this meta-study, 72 articles were found to yield 572 individual planning recommentations related to IT disaster recovery planning. The data were analyzed using a clustering technique and formed into 7 dimensions and 16 sub-dimensions. The results can be used to guide organizations’ IT disaster recovery planning processes

Part of this model will include best practices for business continuity relationships and will integrate trust models from Holland and Lockett (1998) and Ring and Van de Ven (1994) and how they can be applied to a process for trust restoration after periods of disaster or critical data loss. These models provide key frameworks for understanding how trust can be utilized for collaborative start points as well as for collaborative recovery points from physical natural disaster or critical data loss

    Engaging youth in post-disaster research: Lessons learned from a creative methods approach

    Children and youth often demonstrate resilience and capacity in the face of disasters. Yet, they are typically not given the opportunities to engage in youth-driven research and lack access to official channels through which to contribute their perspectives to policy and practice during the recovery process. To begin to fill this void in research and action, this multi-site research project engaged youth from disaster-affected communities in Canada and the United States. This article presents a flexible youth-centric workshop methodology that uses participatory and arts-based methods to elicit and explore youth’s disaster and recovery experiences. The opportunities and challenges associated with initiating and maintaining partnerships, reciprocity and youth-adult power differentials using arts-based methods, and sustaining engagement in post-disaster settings, are discussed.     Review of reconstruction efforts in Sri Lanka: Post-tsunami phase

    This paper reviews the reconstruction efforts in Sri Lanka to ascertain the efficiency of post-disaster reconstruction through identifying the barriers. Even though the immediate humanitarian relief found to be more effective, long-term reconstruction was ineffective due to lack of funding, lack of knowledge to support local community, institutional constraints, and absence of coordinated management. It suggests that the reliance upon the knowledge, skills, capacities and resources of local people together with effective planning can lead the reconstruction process towards the success

    Comparative analysis of spring flood risk reduction measures in Alaska, United States and the Sakha Republic, Russia

Depending on regional weather patterns and river morphology, breakups can result in catastrophic floods in exposed and vulnerable communities. Breakup flood risk is especially high in rural and remote northern communities, where flood relief and recovery are complicated by unique geographical and climatological features, and limited physical and communication infrastructure. Proactive spring flood management would significantly minimize the adverse impacts of spring floods. Proactive flood management entails flood risk reduction through advances in ice jam and flood prevention, forecasting and mitigation, and community preparedness. With the goal to identify best practices in spring flood risk reduction, I conducted a comparative case study between two flood-prone communities, Galena in Alaska, United States and Edeytsy in the Sakha Republic, Russia. Within a week from each other, Galena and Edeytsy sustained major floods in May 2013. Methods included focus groups with the representatives from flood managing agencies, surveys of families impacted by the 2013 floods, observations on site, and archival review. Comparative parameters of the study included natural and human causes of spring floods, effectiveness of spring flood mitigation and preparedness strategies, and the role of interagency communication and cooperation in flood risk reduction. The analysis revealed that spring flood risk in Galena and Edeytsy results from complex interactions among a series of natural processes and human actions that generate conditions of hazard, exposure, and vulnerability. Therefore, flood risk in Galena and Edeytsy can be reduced by managing conditions of ice-jam floods, and decreasing exposure and vulnerability of the at-risk populations. Implementing the Pressure and Release model to analyze the vulnerability progression of Edeytsy and Galena points to common root causes at the two research sites, including colonial heritage, unequal distribution of resources and power, top-down governance, and limited inclusion of local communities in the decision-making process. To construct an appropriate flood risk reduction framework it is important to establish a dialogue among the diverse stakeholders on potential solutions, arriving at a range of top-down and bottom-up initiatives and in conjunction selecting the appropriate strategies. Both communities have progressed in terms of greater awareness of the hazard, reduction in vulnerabilities, and a shift to more reliance on shelter-in-place. However, in neither community have needed improvements in levee protection been completed. Dialogue between outside authorities and the community begins earlier and is more intensive for Edeytsy, perhaps accounting for Edeytsy's more favorable rating of risk management and response than Galena's

    Resilience and Coping for the Healthcare Community: A Post-disaster Group Work Intervention for Healthcare and Social Service Providers

    Healthcare and social service providers play a critical role in supporting children, families and communities immediately after a disaster and throughout the recovery process. These providers, who may have also experienced the disaster and related losses, are among the least likely to receive mental health or psychological support which can result in burnout, secondary traumatic stress, depression and anxiety. Accessible psychosocial interventions designed for healthcare and social service providers in the aftermath of a disaster are therefore critical to recovery and to ensure providers are available to support families after future disasters. The purpose of this article is to describe Resilience and Coping for the Healthcare Community (RCHC), a manualized group work intervention for social service and health care providers who have provided care to children, families, and communities after a natural disaster. RCHC is currently being delivered in response to Hurricanes Harvey and Maria, storms that struck the gulf coast of the United States and the island of Puerto Rico in 2017. RCHC has also been used in the areas affected by Hurricane Sandy (New York and New Jersey), in Shreveport, Louisiana following severe flooding and in Saipan after a Typhoon devastated the island. Healthcare and social service providers who have received RCHC include the staff of Federally Qualified Health Centers and other community clinics, Disaster Case Managers, Child Care Providers, Mental Health Providers and First Responders. The health and wellbeing of these providers directly impacts their ability to provide quality care to families in their communities. This article presents the theoretical foundations of the RCHC intervention, describes the intervention in detail, provides a description of early and ongoing evaluation studies, and discusses the conditions for both implementation of RCHC and training of RCHC providers. The RCHC psychoeducational intervention provides education on, and strategies for, acute, chronic and post-traumatic stress, coping, and resilience, tailored for the needs of the helping professions. Through the use of individual and collective processing, healthcare and social service providers participating in RCHC develop both individual and collective coping plans. Considering the short and long-term impacts of disasters on communities’ essential healthcare and social service workforce, interventions like RCHC stand to provide essential benefits, including retention and wellbeing of providers of family services
