    We develop a definition of equilibrium for agenda formation in general voting settings. The definition is independent of any protocol. We show that the set of equilibrium outcomes for any Pareto efficient voting rule is uniquely determined, and in fact coincides with that of the outcomes generated by considering all full agendas. Under voting by successive elimination (or amendment), the set of equilibrium outcomes corresponds with the Banks set. We also examine the implications in several specific settings and show that studying equilibrium agendas can lead to sharp predictions, in contrast with well-known ``chaos'' theorems.agenda, equilibrium, voting, agenda formation

    Gradualism in Dynamic Agenda Formation

    We analyze a dynamic model of agenda formation in which players compete in each period to put their ideal policies on the agenda. In each period, with some probability, a decision maker is called upon to take an action from the agenda. We show that in any Markov equilibrium of this game, players with extreme ideal policies will always compete to be in the agenda. On the other hand, there is a positive probability that in each round a more moderate policy will arise on the agenda. Therefore, agenda formation is a gradual process which evolves to include better policies for the decision maker but at a relatively slow pace.

    Theoretical models of government formation in political science usually assume that the head of state is non-strategic. In this paper, we analyze the power of an agenda setter who chooses the order in which players are recognized to form coalitions in simple games. We characterize those sets of players which can be imposed in the equilibrium coalition and show that the only decisive structures where the agenda setter can impose the presence of any minimal winning coalition are apex games, where a large player forms a winning coalition with any of the small players.Agenda Control; Cabinet Formation; Simple Games

    Persistence of power: Repeated multilateral bargaining with endogenous agenda setting authority

    We extend a simple repeated, multilateral bargaining model to allow successful agenda setters to hold on to power as long as they maintain the support of a majority of other committee members. Theoretically and experimentally, we compare this Endogenous Power environment with a standard Random Power environment in which agenda setters are appointed randomly each period. Although the theoretical analysis predicts that the two environments are outcome equivalent, the experimental analysis shows substantial differences in behavior and outcomes across the games. The Endogenous Power environment results in the formation of more stable coalitions, less-equitable budget allocations, the persistence of power across periods, and higher long-run inequality than the Random Power environment.     Why is the Doha development agenda failing? And what can be done?: A computable general equilibrium-game theoretical approach

    "We herein use a world Computable General Equilibrium (CGE) model to simulate 143 potential trade reforms and seek solutions to the issues hampering progress in the Doha Development Agenda (DDA). Inside the domain defined by all these possible outcomes, we apply the axiomatic theory of bargaining and select the Nash solution of cooperative games. The solutions vary according to the objective functions adopted by the trade negotiators. When real income is the objective and services are excluded, or when optimizing terms of trade is the objective, the Nash solution is the status quo. Trade liberalization is feasible only when the negotiators focus on national exports or Gross Domestic Product (GDP). Our assessment of some possible solutions reveals that excluding members having a GDP below a certain threshold improves the bargaining process, regardless of the governments' objective. Formation of coalition, such as the G20, constitutes an option for its members to block outcomes imposed by rich members.     Polarization of coalitions in an agent-based model of political discourse

    Political discourse is the verbal interaction between political actors in a policy domain. This article explains the formation of polarized advocacy or discourse coalitions in this complex phenomenon by presenting a dynamic, stochastic, and discrete agent-based model based on graph theory and local optimization. In a series of thought experiments, actors compute their utility of contributing a specific statement to the discourse by following ideological criteria, preferential attachment, agenda-setting strategies, governmental coherence, or other mechanisms. The evolving macro-level discourse is represented as a dynamic network and evaluated against arguments from the literature on the policy process. A simple combination of four theoretical mechanisms is already able to produce artificial policy debates with theoretically plausible properties. Any sufficiently realistic configuration must entail innovative and path-dependent elements as well as a blend of exogenous preferences and endogenous opinion formation mechanisms

    Negotiating Free Trade

    We develop a dynamic bargaining model in which a leading country endogenously decides whether to sequentially negotiate free trade agreements with subsets of countries or engage in simultaneous multilateral bargaining with all countries at once. We show how the structure of coalition externalities shapes the choice between sequential and multilateral bargaining, and we identify circumstances in which the grand coalition is the equilibrium outcome, leading to worldwide free trade. A model of international trade is then used to illustrate equilibrium outcomes and how they depend on the structure of trade and protection. Global free trade is not achieved when the political-economy motive for protection is sufficiently large. Furthermore, the model generates both building bloc' and stumbling bloc' effects of preferential trade agreements. In particular, we describe an equilibrium in which global free trade is attained only when preferential trade agreements are permitted to form (a building bloc effect), and an equilibrium in which global free trade is attained only when preferential trade agreements are forbidden (a stumbling bloc effect). The analysis identifies conditions under which each of these outcomes emerges.

    First Things First? The Agenda Formation Problem for Multi-issue Committees

    It is often argued that multi-issue committees should discuss issues simultaneously to avoid ineciency. However, in practice, parties can be constrained to discuss issues sequentially and in this case, existing game-theoretical models give inconclusive results: either parties have dierent preferences over agendas or they are indierent. We show that when there is an important issue, parties have the same preferences over agendas, in particular they prefer to discuss the most important issue Ăžrst. Moreover, when an issue is dicult/urgent (in the sense that the rejection of a proposal on this issue implies a game breakdown with a positive probability) parties prefer to postpone the negotiations over the dicult/urgent issue. We highlight several incentives that players need to take into account in forming their preferences over agendas. Since theseareoften in conĂźict, the existence of a Pareto optimal agenda is of particular interest.
