    Developing a GIS-Database and Risk Index for Potentially Polluting Marine Sites

    The increasing availability of geospatial marine data provides an opportunity for hydrographic offices to contribute to the identification of “Potentially Polluting Marine Sites” (PPMS). These include shipwrecks, oil rigs, pipelines, and dumping areas. To adequately assess the environmental risk of these sites, relevant information must be collected and converted into a multi-scale geodatabase suitable for site inventory and geo-spatial analysis. In addition, a Risk Index – representing an assessment of the magnitude of risk associated with any site – can be derived to determine the potential impacts of these PPMS. However, the successful collection and integration of PPMS information requires some effort to ‘normalize’ and standardize the data based on recognized international standards. In particular, there is benefit in structuring the data in conformance with the Universal Hydrographic Data Model (IHO S-100) recently adopted by the International Hydrographic Organization. In this paper, an S-100 compliant product specification for a PPMS geo-spatial database and associated Marine Site Risk Index is proposed which can be used by national hydrographic offices and marine protection agencies

    Potentially Polluting Marine Sites (PPMS) are objects on, or areas of, the seabed that may release pollution in the future. A rationale for, and design of, a geospatial database to inventory and manipu-late PPMS is presented. Built as an S-100 Product Specification, it is specified through human-readable UML diagrams and implemented through machine-readable GML files, and includes auxiliary information such as pollution-control resources and potentially vulnerable sites in order to support analyses of the core data. The design and some aspects of implementation are presented, along with metadata requirements and structure, and a perspective on potential uses of the database

    The global integrated world ocean assessment: linking observations to science and policy across multiple scales

    In 2004, the United Nations (UN) General Assembly approved a Regular Process to report on the environmental, economic and social aspects of the world's ocean. The Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socioeconomic Aspects produced the first global integrated assessment of the marine environment in December 2016 (known as the first World Ocean Assessment). The second assessment, to be delivered in December 2020, will build on the baselines included in the first assessment, with a focus on establishing trends in the marine environment with relevance to global reporting needs such as those associated with the UN Sustainable Development Goals. Central to the assessment process and its outputs are two components. First, is the utilization of ocean observation and monitoring outputs and research to temporally assess physical, chemical, biological, social, economic and cultural components of coastal and marine environments to establish their current state, impacts currently affecting coastal and marine environments, responses to those impacts and associated ongoing trends. Second, is the knowledge brokering of ocean observations and associated research to provide key information that can be utilized and applied to address management and policy needs at local, regional and global scales. Through identifying both knowledge gaps and capacity needs, the assessment process also provides direction to policy makers for the future development and deployment of sustained observation systems that are required for enhancing knowledge and supporting national aspirations associated with the sustainable development of coastal and marine ecosystems. Input from the ocean observation community, managers and policy makers is critical for ensuring that the vital information required for supporting the science policy interface objectives of the Regular Process is included in the assessment.     Minimizing Vessel Strikes to Endangered Whales: A Crash Course in Conservation Science and Policy

    The North Atlantic right whale is one of the most endangered of all large whales: about 350-400 individuals remain. Species recovery is, in part, contingent on reducing vessel-strike mortality. Our science-based conservation program resulted in three efforts specifically designed to minimize the risk of lethal vessel-strikes of endangered baleen whales without compromising vessel navigation and safety. In Atlantic Canada, the Bay of Fundy Traffic Separation Scheme (TSS) was relocated to reduce the risk of lethal vessel strikes by 90% where the original outbound lane of the TSS intersected the Right Whale Conservation Area, and an Area To Be Avoided (ATBA) adopted for Roseway Basin has demonstrated an 82% reduction in the risk of lethal vessel-strikes. In the Gulf of Maine, the Boston TSS through the Stellwagen Bank National Marine Sanctuary was relocated to reduce the overlap between vessels and endangered baleen whales by ~81% and by ~58% for right whales alone. This rerouting of vessels for whale conservation, as sanctioned by the International Maritime Organization, sets a precedent for national and international marine conservation policy by providing vessels with direct actions they can take to protect endangered whales – both regulated (TSS) and voluntary (ATBA). This demonstrate that despite contentious conditions, effective science-driven policy tools for conservation can be identified, made available, and implemented. The science also provides the quantitative means to measure policy efficacy through monitoring of vessel compliance and, in some cases, can increase compliance through improved real-time communications regarding whale locations in high-risk areas

    Most of the world's fisheries and fishing communities are supported by coastal areas. Consequently, the well-being and future of the fishery sector depend on the health of the coastal ecosystem. Not surprisingly, therefore, concern about coastal degradation and its impact on the fishery sector has long been expressed, notably at the first-ever conference of fishworkers and their supporters in Rome in 1984. Discussions then emphasized how the coastal environment is affected by activities within the fisheries sector as well as by other activities pursued in inland, inshore and offshore areas. It was in this context that the International Collective in Support of Fishworkers (ICSF) organized a workshop and symposium on Fisheries and Coastal Area Management in South Asia, in Madras, India, in 1996. To aid participants focus on the major coastal resources management issues, a background paper was prepared by ICSF. This paper explores efforts on coastal area management, more specifically in the South Asian region, and the extent to which the perspectives of actors in the fishery sector have been incorporated.
