The 'childcare champion'? New Labour, social justice and the childcare market

    Get PDF
Childcare as a policy issue has received unprecedented attention under New Labour, through various aspects of The National Childcare Strategy introduced in 1998. This policy focus looks set to continue, with childcare likely to be a major topic in the next manifesto. Early Years care and education is a productive area for New Labour as initiatives here can address several agendas: increasing social inclusion, revitalizing the labour market, and raising standards in education. The provision of childcare is seen as having the potential to bring women back into the workforce, modelling childrearing skills to parents understood as being in need of such support, and giving children the skills and experience they need to succeed in compulsory education. The existing market in childcare is a largely private sector one with the government recently introducing tax credits designed to make childcare more affordable and accessible to lower income parents. This paper draws on material gathered during a two year ESRC funded project looking at the choice and provision of childcare in London. It argues firstly that social justice in childcare is currently understood to be primarily a matter of access, and secondly demonstrates that even for privileged middle class consumers, the childcare market is a very ‘peculiar’ one, especially when compared to the markets of economic theory. We conclude by commenting on the lack of parental voice shaping the future direction and development of the childcare market

Cloud computing promises to bring substantial benefits to how organizations conduct their businesses and the way their services reach out to potential consumers. Cloud computing is a welcome initiative for small businesses that cannot afford to invest in ICT infrastructure but need to benefit from the rewards of conducting business online. In developing economies, there are challenges that face cloud services providers and their consumers. Broadband network access was identified as the main essential service for a successful cloud computing offering. The objective of this paper is to give background information on the security issues in cloud computing, and highlight the potential of cloud computing and the associated challenges in utilizing services on the cloud for small businesses in developing economies. We discuss security concerns specifically related to the small businesses, such as service availability, privacy and SLA terms

The term of sharing economy became very popular, especially after the 2007-2008 economic and financial crisis. While the term sharing economy is problematic in itself, the practice of sharing has actually been practiced by our society for a long time.               This study aims to examine whether the practice of dokok tradition can be categorized as a sharing economy or not. If the practice of dokok can be categorized as a sharing economy, the logical consequence is that the conception of the sharing economy which has been known must be expanded. With a qualitative approach, this research concludes that dokok tradition is a practice of sharing economy. The research was conducted in Meteseh Village, Semarang City, Central Java, where the local community still practices the dokok tradition to this day.As far as the authors have explored, there has been no research linking the practice of a tradition with the sharing economy. Thus, it will be a theoretical relevance or novelty of this research. The term of sharing economy became very popular, especially after the 2007-2008 economic and financial crisis. The article evaluates risks to clients’ confidential and privileged information when lawyers or law firms store such information in any cloud computing “space” against the requirements of the Model Rules of Professional Conduct and the New York Rules of Professional Conduct. It also evaluates pertinent liability provisions of some of the more commonly used cloud computing services (Amazon.com and Google) against the lawyer’s responsibilities. An interesting portion covers the latest thinking from NIST on cloud computing benefits and risks

The objective of this report is focus on the challenges of implementing an effective EU privacy seal and its possible scope. It returns the focus to privacy and data protection, and presents further groundwork to feed into Task 4 of the Study (Proposals and evaluation of options for an EU-wide privacy seals scheme). Where relevant, research results and analyses of Tasks 1 and 2 are used. First, the report assesses the gaps in current privacy seal sector. Next, it highlights the advantages of, priorities for and possible scope of an EU privacy seal scheme. Eventually, four case studies (CCTV systems, cloud services, smart metering systems and biometric systems) illustrate the possible scope of an EU privacy seal scheme and demonstrate whether an EU privacy seals scheme would bring any added value to privacy and data protection.JRC.G.6-Digital Citizen Securit
