    Leveraging Semantic Web Technologies for Managing Resources in a Multi-Domain Infrastructure-as-a-Service Environment

    This paper reports on experience with using semantically-enabled network resource models to construct an operational multi-domain networked infrastructure-as-a-service (NIaaS) testbed called ExoGENI, recently funded through NSF's GENI project. A defining property of NIaaS is the deep integration of network provisioning functions alongside the more common storage and computation provisioning functions. Resource provider topologies and user requests can be described using network resource models with common base classes for fundamental cyber-resources (links, nodes, interfaces) specialized via virtualization and adaptations between networking layers to specific technologies. This problem space gives rise to a number of application areas where semantic web technologies become highly useful - common information models and resource class hierarchies simplify resource descriptions from multiple providers, pathfinding and topology embedding algorithms rely on query abstractions as building blocks. The paper describes how the semantic resource description models enable ExoGENI to autonomously instantiate on-demand virtual topologies of virtual machines provisioned from cloud providers and are linked by on-demand virtual connections acquired from multiple autonomous network providers to serve a variety of applications ranging from distributed system experiments to high-performance computing

    Considering that a majority of elderlies are non-users of computers and Internet we developed a telemonitoring system for elderly heart failure (HF) home care patients based on digital pen technology - a technology never used before by this patient group. We implemented the system in clinical use in a 13 months long study. Fourteen patients (mean/median age 84 years) with severe HF participated. They accepted the technology and performed daily reports of their health state using the digital pen and a Health Diary form. Via the system the clinicians detected all HF-related deteriorations at an early stage and thereby prevented hospital re-admissions for all patients during the study, implying improved symptom control and large cost savings

    In this paper, the choice between public and private provision of goods and services is considered. In practice, both modes of operation involve significant delegation of authority, and thus appear quite similar in some respects. The argument here is that the main difference between the two mod- concerns the transactions cats faced by the government when attempting to intervene in the delegated production activities. Such intervention is generally less costly under public ownership than under private ownership. The greater ease of intervention under public ownership can have its advantages; but the fact that a promise not to intervene is more credible under private production can also have beneficial incentive effects, The Fundamental Privatization Theorem (analogous to The Fundamental Theorem of Welfare Economics) is presented, providing conditions under which government production cannot improve upon private production. The restrictiveness of these conditions is evaluated.
