    How to Think About Resilient Infrastructure Systems

    abstract: Resilience is emerging as the preferred way to improve the protection of infrastructure systems beyond established risk management practices. Massive damages experienced during tragedies like Hurricane Katrina showed that risk analysis is incapable to prevent unforeseen infrastructure failures and shifted expert focus towards resilience to absorb and recover from adverse events. Recent, exponential growth in research is now producing consensus on how to think about infrastructure resilience centered on definitions and models from influential organizations like the US National Academy of Sciences. Despite widespread efforts, massive infrastructure failures in 2017 demonstrate that resilience is still not working, raising the question: Are the ways people think about resilience producing resilient infrastructure systems? This dissertation argues that established thinking harbors misconceptions about infrastructure systems that diminish attempts to improve their resilience. Widespread efforts based on the current canon focus on improving data analytics, establishing resilience goals, reducing failure probabilities, and measuring cascading losses. Unfortunately, none of these pursuits change the resilience of an infrastructure system, because none of them result in knowledge about how data is used, goals are set, or failures occur. Through the examination of each misconception, this dissertation results in practical, new approaches for infrastructure systems to respond to unforeseen failures via sensing, adapting, and anticipating processes. Specifically, infrastructure resilience is improved by sensing when data analytics include the modeler-in-the-loop, adapting to stress contexts by switching between multiple resilience strategies, and anticipating crisis coordination activities prior to experiencing a failure. Overall, results demonstrate that current resilience thinking needs to change because it does not differentiate resilience from risk. The majority of research thinks resilience is a property that a system has, like a noun, when resilience is really an action a system does, like a verb. Treating resilience as a noun only strengthens commitment to risk-based practices that do not protect infrastructure from unknown events. Instead, switching to thinking about resilience as a verb overcomes prevalent misconceptions about data, goals, systems, and failures, and may bring a necessary, radical change to the way infrastructure is protected in the future.Dissertation/ThesisDoctoral Dissertation Civil, Environmental and Sustainable Engineering 201

    Resilience in Healthcare Systems: Cyber security and Digital Transformation

    The digital transformation of the healthcare sector is an essential development as societies move into a post-industrial, knowledge-based economy. The adoption of the latest technologies and their applications in the health and care systems must be managed effectively from the perspective of their cyber security and resilience. However, there is still a limited understanding of the key concepts that must define the strategic vision of a resilient and sustainable digital transformation of the healthcare sector. Using data collected at the peak of the COVID-19 pandemic from owners and C-level executives from critical infrastructure sectors in the United Kingdom, this research analysed core constructs that contribute to the required transformative, adaptive and absorptive capacities for health systems digital resilience. The research found that a balanced base of cyber security knowledge development, uncertainty management, and consideration for the sector’s high levels of systemic and organisational interdependence are essential for its digital resilience and for the sustainability of its digital transformation efforts.     GeoBlockchain: The Analysis, Design, and Evaluation of a Spatially Enabled Blockchain

    Land ownership and supply chain use cases are an enormous business challenge for both the public and private sectors. Every organization has different needs and wants, and they are researching and exploring ways to add value and impact their ownership tracing processes. Geospatial and Blockchain technologies are two emerging trends that could help an organization add value in this manner. The combination of blockchain and geospatial technologies would result in the new concept of GeoBlockchain, defined here as an artifact that could be used to study the trends and behaviours of participants (users) geographically and spatially, based on distributed nodes, transactions, and geo-locations through the blockchain technology. GeoBlockchain can also be used to visually display geo-ownership tracing processes (points, lines, and polygons) demonstrating the importance of geography. The result of this research was the design, development, implementation, and evaluation of a Spatially Enabled Blockchain ICT artifacts. Each prototype artifact was built using ArcGIS Enterprise and Hyperledger Fabric. The architecture designs were implemented with on-premises and cloud environments and evaluated based on users’ usability and sociotechnical metrics. This research indicates that blockchain technology can be integrated with geospatial technology, resulting in the GeoBlockchain framework along with its attendant implementation criteria in the age of GeoBlockchain

    Biopsychosocial Assessment and Ergonomics Intervention for Sustainable Living: A Case Study on Flats

    This study proposes an ergonomics-based approach for those who are living in small housings (known as flats) in Indonesia. With regard to human capability and limitation, this research shows how the basic needs of human beings are captured and analyzed, followed by proposed designs of facilities and standard living in small housings. Ninety samples were involved during the study through in- depth interview and face-to-face questionnaire. The results show that there were some proposed of modification of critical facilities (such as multifunction ironing work station, bed furniture, and clothesline) and validated through usability testing. Overall, it is hoped that the proposed designs will support biopsychosocial needs and sustainability

    Critical Infrastructures (CIs) remain among the most important and vital service providers to modern societies. Severe CIs’ disruptions may endanger security of the citizen, availability of strategic assets and even the governance stability. Not surprisingly, CIs are often targets of intentional attacks, either of physical or cyber nature. Newly emerging hybrid threats primarily target CIs as part of the warfare. ESReDA as one of the most active EU networks in the field has initiated a project group (CI-PR/MS&A-Data) on the “Critical Infrastructure/Modelling, Simulation and Analysis – Data”. The main focus of the project group is to report on the state of progress in MS&A of the CIs preparedness & resilience with a specific focus on the corresponding data availability and relevance. In order to report on the most recent developments in the field of the CIs preparedness & resilience MS&A and the availability of the relevant data, ESReDA held its 48th, 52nd and 56th Seminars. The 56th ESReDA Seminar on “Critical Services continuity, Resilience and Security” attracted about 30 participants from industry, authorities, operators, research centres and academia.     Green human resource management and economic, social and environmental performance: Evidence from the Spanish wine industry

    The purpose of this research is to assess the impact of Green Human Resource Management (GHRM) on the economic, social, and environmental performance of Spanish wineries. Additionally, age, size, and Protected Designation of Origin (PDO) membership are introduced as control variables in order to increase the accuracy of the cause-effect associations examined. To reach this objective, a conceptual model has been constructed and assessed through Structural Equation Modeling (PLS-SEM) using data gathered from a survey conducted between September 2022 and January 2023, involving 196 Spanish wineries. The results demonstrate the occurrence of a positive and meaningful relationship between GHRM activities and the three yield typologies assessed in the Spanish wine context. This study is novel in the academic literature on environmental and human resource management, since, to the best of our knowledge, no previous research has looked into the effect of GHRM on the sustainable performance of Spanish wineries. Thus, it is useful for both academics and wine industry professionals who are examining potential variables that can catalyze winery performance

    Cyber-Attack Drone Payload Development and Geolocation via Directional Antennae

    The increasing capabilities of commercial drones have led to blossoming drone usage in private sector industries ranging from agriculture to mining to cinema. Commercial drones have made amazing improvements in flight time, flight distance, and payload weight. These same features also offer a unique and unprecedented commodity for wireless hackers -- the ability to gain ‘physical’ proximity to a target without personally having to be anywhere near it. This capability is called Remote Physical Proximity (RPP). By their nature, wireless devices are largely susceptible to sniffing and injection attacks, but only if the attacker can interact with the device via physical proximity. A properly outfitted drone can increase the attack surface with RPP (adding a range of over 7 km using off-the-shelf drones), allowing full interactivity with wireless targets while the attacker can remain distant and hidden. Combined with the novel approach of using a directional antenna, these drones could also provide the means to collect targeted geolocation information of wireless devices from long distances passively, which is of significant value from an offensive cyberwarfare standpoint. This research develops skypie, a software and hardware framework designed for performing remote, directional drone-based collections. The prototype is inexpensive, lightweight, and totally independent of drone architecture, meaning it can be strapped to most medium to large commercial drones. The prototype effectively simulates the type of device that could be built by a motivated threat actor, and the development process evaluates strengths and shortcoming posed by these devices. This research also experimentally evaluates the ability of a drone-based attack system to track its targets by passively sniffing Wi-Fi signals from distances of 300 and 600 meters using a directional antenna. Additionally, it identifies collection techniques and processing algorithms for minimizing geolocation errors. Results show geolocation via 802.11 emissions (Wi-Fi) using a portable directional antenna is possible, but difficult to achieve the accuracy that GPS delivers (errors less than 5 m with 95% confidence). This research shows that geolocation predictions of a target cell phone acting as a Wi-Fi access point in a field from 300 m away is accurate within 70.1 m from 300 m away and within 76 meters from 600 m away. Three of the four main tests exceed the hypothesized geolocation error of 15% of the sensor-to-target distance, with tests 300 m away averaging 25.5% and tests 600 m away averaging at 34%. Improvements in bearing prediction are needed to reduce error to more tolerable quantities, and this thesis discusses several recommendations to do so. This research ultimately assists in developing operational drone-borne cyber-attack and reconnaissance capabilities, identifying limitations, and enlightening the public of countermeasures to mitigate the privacy threats posed by the inevitable rise of the cyber-attack drone
