An Approach to Transform Public Administration into SOA-based Organizations

Nowadays, Service-Oriented Architectures (SOA) is widely spread in private organizations. However, when transferring this knowledge to Public Administration, it is realized that it has not been transformed in terms of its legal nature into organizations capable to operate under the SOA paradigm. This fact prevents public administration bodies from offering the efficient services they have been provided by different boards of governments. A high-level framework to perform this transformation is proposed. Taking it as starting point, an instance of a SOA Target Meta-Model can be obtained by means of an iterative and incremental process based on the analysis of imperatives and focused on the particular business context of each local public administration. New Method for Modeling and Operating of the Virtual Enterprises

Much research has been conducted to define what a virtual enterprise (VE) actually is and how it should work. This paper addresses the more specific question, how a virtual enterprise can be designed to be agile and to so best support short-term business opportunities. The cases on virtual enterprises studied in this research suggest that in order to adequately respond to a temporary window of opportunity in the market, engineering and implementation competencies cannot be created for the occasion but need to be preinstalled and on standby. Towards a business-IT alignment maturity model for collaborative networked organizations

Aligning business and IT in networked organizations is a complex endeavor because in such settings, business-IT alignment is driven by economic processes instead of by centralized decision-making processes. In order to facilitate managing business-IT alignment in networked organizations, we need a maturity model that allows collaborating organizations to assess the current state of alignment and take appropriate action to improve it where needed. An Exploration of Enterprise Architecture Research

Management of the enterprise architecture has become increasingly recognized as a crucial part of both business and IT management. Still, a common understanding and methodological consistency seems far from being developed. Acknowledging the significant role of research in moving the development process along, this article employs different bibliometric methods, complemented by an extensive qualitative interpretation of the research field, to provide a unique overview of the enterprise architecture literature. After answering our research questions about the collaboration via co-authorships, the intellectual structure of the research field and its most influential works, and the principal themes of research, we propose an agenda for future research based on the findings from the above analyses and their comparison to empirical insights from the literature. In particular, our study finds a considerable degree of co-authorship clustering and a positive impact of the extent of co-authorship on the diffusion of works on enterprise architecture. In addition, this article identifies three major research streams and shows that research to date has revolved around specific themes, while some of high practical relevance receive minor attention. Hence, the contribution of our study is manifold and offers support for researchers and practitioners alike

IT process architectures for enterprises development: A survey from a maturity model perspective

During the last years much has been published about IT governance. Close to the success of many governance efforts are the business frameworks, quality models, and technology standards that help enterprises improve processes, customer service, quality of products, and control. In this paper we i) survey existing frameworks, namely ITIL, ASL and BiSL, ii) find relations with the IT Governance framework CobiT to determine if the maturity model of CobiT can be used by ITIL, ASL and BiSL, and (iii) provide an integrated vista of IT processes viewed from a maturity model perspective. This perspective can help us understand the importance of maturity models for increasing the efficiency of IT processes for enterprises development and business-IT alignment

Towards guidelines for building a business case and gathering evidence of software reference architectures in industry

Background: Software reference architectures are becoming widely adopted by organizations that need to support the design and maintenance of software applications of a shared domain. For organizations that plan to adopt this architecture-centric approach, it becomes fundamental to know the return on investment and to understand how software reference architectures are designed, maintained, and used. Unfortunately, there is little evidence-based support to help organizations with these challenges. Methods: We have conducted action research in an industry-academia collaboration between the GESSI research group and everis, a multinational IT consulting firm based in Spain. Results: The results from such collaboration are being packaged in order to create guidelines that could be used in similar contexts as the one of everis. The main result of this paper is the construction of empirically-grounded guidelines that support organizations to decide on the adoption of software reference architectures and to gather evidence to improve RA-related practices. Conclusions: The created guidelines could be used by other organizations outside of our industry-academia collaboration.
