    W niniejszym artykule opisano pakiet oprogramowania DInGO, ktĂłry wspomaga realizację projektĂłw masowej digitalizacji i jest od wielu lat rozwijany przez PoznaƄskie Centrum Superkomputerowo-Sieciowe. Pakiet DInGO realizuje funkcje związane z udostępnianiem i dƂugoterminowym przechowywaniem obiektĂłw dziedzictwa kulturowego i/lub naukowych, a takĆŒe z zarządzaniem procesem digitalizacji. Oprogra­mowanie z pakietu DInGO umoĆŒliwia peƂne monitorowanie i kontrolowanie przebiegu prac digitalizacyjnych, wƂączając w to: automatyzację niektĂłrych czynnoƛci, zapewnianie jakoƛci przetwarzanych informacji, czy ustandaryzowaną archiwizację danych. W skƂad pakietu DInGO wchodzą systemy dLibra, dMuseion, dLab oraz dArceo. Dwa pierwsze dostarczają funkcje pozwalające na udostępnianie obiektĂłw cyfrowych poprzez strony internetowe. System dLab pozwala na zarządzanie procesem digitalizacji, natomiast system dArceo sƂuĆŒy do dƂugoterminowego przechowywania danych ĆșrĂłdƂowych

    Contexts and Contributions: Building the Distributed Library

    This report updates and expands on A Survey of Digital Library Aggregation Services, originally commissioned by the DLF as an internal report in summer 2003, and released to the public later that year. It highlights major developments affecting the ecosystem of scholarly communications and digital libraries since the last survey and provides an analysis of OAI implementation demographics, based on a comparative review of repository registries and cross-archive search services. Secondly, it reviews the state-of-practice for a cohort of digital library aggregation services, grouping them in the context of the problem space to which they most closely adhere. Based in part on responses collected in fall 2005 from an online survey distributed to the original core services, the report investigates the purpose, function and challenges of next-generation aggregation services. On a case-by-case basis, the advances in each service are of interest in isolation from each other, but the report also attempts to situate these services in a larger context and to understand how they fit into a multi-dimensional and interdependent ecosystem supporting the worldwide community of scholars. Finally, the report summarizes the contributions of these services thus far and identifies obstacles requiring further attention to realize the goal of an open, distributed digital library system

Social tagging and its end products, tags, are regarded as part of the learning resources metadata ecology. The term “metadata ecology” is used to mean the interrelation of conventional metadata and social tags, and their interaction with the environment, which can be understood as the repository in the large sense (resources, metadata, interfaces and underlying technology) and its community of users. The main hypothesis is that the self-organisation aspect of a social tagging system on a learning resource portal helps users discover learning resources more efficiently. Moreover, user-generated tags make the system, which operates in a multilingual context, more robust and flexible. Social tags offer an interesting aspect to study learning resources, its metadata and how users interact with them in a multilingual context. Tags, as opposed to conventional metadata description such as Learning Object Metadata (LOM), are free, non-hierarchical keywords that end-users associate with a digital artefact, e.g. a learning resource. Tags are formed by a triple of (user,item,tag). Tags and the resulting networks, folksonomies, are commonly modelled as tri- partite hypergraphs. This ternary relational structure gives rise to a number of novel relations to better understand, capture and model contextual information. This thesis first provides two exploratory studies to better understand how users tag learning resources in a multilingual context and to find evidence on the “cross-boundary use” of learning resources. The term cross-boundary use means that the user and the resource come from different countries and that the language of the resource is different from that of the user’s mother tongue. The second part introduces a trilogy of studies focusing on self-organisation, flexibility and robustness of a social tagging system using empirical, behavioural data captured from log-files and user’s attention metadata trails on a number of learning resource portals and platforms in a multilingual context

    BOLD Vision 2020:Designing a vision for the future of Big Open Legal Data

    The vision of openlaws.eu is to make access to justice easier for citizens, business- es and legal experts. For this purpose, an innovative legal information platform has been designed by the openlaws.eu project, considering the needs of various stakeholder groups as well as the latest developments in technology and our information society. Access to justice is a fundamental problem in the European Union. There are over 500 million citizens and over 21 million businesses who live, work and operate in 28 jurisdictions, written in 24 official languages. A common market cannot work without a legal system as a basis. Legal information is a public good and it is the duty of governments and the EU to inform citizens and business about the law. In a democracy and under the rule of law everybody should know legislation and case law – or at least have access to it. Legal tech is a new terms for new technology that can be applied to legal information in order to create better access and better understanding of the law. However, just because things can be done, does not mean automatically that they are done. Financial and organisational restrictions and the lack of competency can be a deal-breaker for innovation. Open data, open innovation and open source software can be a potential solution to this problem, especially when combined to one coherent ecosystem. openlaws.eu has developed a prototype platform upon these new open concepts. The application and implementation of some of the features of this innovative legal cloud service indicate where the road of “Big Open Legal Data” can lead us in the upcoming years. The project team envisages an environment, where a “social layer” is put on top of the existing “institutional layer”. Citizens, businesses and legal experts can actively collaborate on the basis of primary legislation and case law. Linked and aggregated legal data provide a solid basis. Such information can then be represented in traditional and more innovative ways. Text and data mining as well as legal intelligence help to process large amounts of legal information automatically, so that experts can focus on the more complicated questions. In the next five years more and more legal data will be opened up, not only because of the PSI Directive, but also because it is in the best interest of governments. As a result, we anticipate that more legal tech start-ups will emerge, as already happened during the past two years. They will apply innovative concepts and new technology on existing legal information and create better access to justice in the EU, in Member States and in the world

    As a Transversal Action under the European eLearning Programme, the Open e-Learning Content Observatory Services (OLCOS) project carries out a set of activities that aim at fostering the creation, sharing and re-use of Open Educational Resources (OER) in Europe and beyond.OER are understood to comprise content for teaching and learning, software-based tools and services, and licenses that allow for open development and re-use of content, tools and services.The OLCOS road mapping work was conducted to provide decision makers with an overview of current and likely future developments in OER and recommendations on how various challenges in OER could be addressed.While the results of the road mapping will provide some basis for policy and institutional planning, strategic leadership and decision making is needed for implementing measures that are likely to promote a further uptake of open educational practices and resources.OER are understood to be an important element of policies that want to leverage education and lifelong learning for the knowledge economy and society. However, OLCOS emphasises that it is crucial to also promote innovation and change in educational practices.In particular, OLCOS warns that delivering OER to the still dominant model of teachercentred knowledge transfer will have little effect on equipping teachers, students and workers with the competences, knowledge and skills to participate successfully in the knowledge economy and society.This report emphasises the need to foster open practices of teaching and learning that are informed by a competency-based educational framework. However, it is understood that a shift towards such practices will only happen in the longer term in a step-by-step process. Bringing about this shift will require targeted and sustained efforts by educational leaders at all levels

    Open Access Publishing: A Literature Review

    Within the context of the Centre for Copyright and New Business Models in the Creative Economy (CREATe) research scope, this literature review investigates the current trends, advantages, disadvantages, problems and solutions, opportunities and barriers in Open Access Publishing (OAP), and in particular Open Access (OA) academic publishing. This study is intended to scope and evaluate current theory and practice concerning models for OAP and engage with intellectual, legal and economic perspectives on OAP. It is also aimed at mapping the field of academic publishing in the UK and abroad, drawing specifically upon the experiences of CREATe industry partners as well as other initiatives such as SSRN, open source software, and Creative Commons. As a final critical goal, this scoping study will identify any meaningful gaps in the relevant literature with a view to developing further research questions. The results of this scoping exercise will then be presented to relevant industry and academic partners at a workshop intended to assist in further developing the critical research questions pertinent to OAP
