    Contribution De L'apprentissage Automatique Et De La Fouille De Textes À La Construction De Systèmes D’information Pour Exploitants Agricoles

    Les systèmes agricoles vont des techniques intensives aux interventions minimalistes, en passant par le semi-direct. Ces systèmes supposent une connaissance précise des pratiques agricoles par les exploitants et les techniciens. A cela, s’ajoute la maîtrise des nouvelles technologies, le contrôle des resistances aux traitements, l'acquisition des connaissances sur les variétés de semences, l'impact sur les sols, etc. Toute cette masse d'information est disponible sur internet : dans des articles scientifiques, des forums de discussions, dessites web spécialisés et lesréseaux sociaux. Ce sont des informations sous format texte, généralement mal structuré. L'objectif de ce travail est de donner une vue générale de la recherche sur la fouille de données textuelles en agriculture. Il présente les principales méthodes permettant l'extraction d'informations pertinentes et teste la fouille sur des données de Scopus, de Twitter et d'un site commercial spécialisé en produits agricoles. Un exemple de classification de données est détaillé, via les algorithmes d'apprentissage automatique. Le code informatique pour réaliser cette revue est sur Python. There are several techniques used in agricultural systems, from intensive to minimum intervention, no-tillage, and organic methods. Those systems suppose that the farmers have a precise and continuous knowledge of the methods used. Furthermore, the expertise of those new technologies, the control of the treatment resistance, the gain of knowledge on seed varieties and impact on the soil are aspects that should be taken into consideration by farmers who have to keep an eye on the novelties. All those information are available on the internet, in scientific publications, discussion forums, specialized websites, and social media. Resulting from the disorderliness of those text information, the goal of this work is to provide a global view on textual data mining for agriculture. It presents the main methods in extracting relevant information and tests it on data coming from Scopus, Twitter and a website for agricultural products, to illustrate the technique used.     Resource discovery in heterogeneous digital content environments

    The concept of 'resource discovery' is central to our understanding of how users explore, navigate, locate and retrieve information resources. This submission for a PhD by Published Works examines a series of 11 related works which explore topics pertaining to resource discovery, each demonstrating heterogeneity in their digital discovery context. The assembled works are prefaced by nine chapters which seek to review and critically analyse the contribution of each work, as well as provide contextualization within the wider body of research literature. A series of conceptual sub-themes is used to organize and structure the works and the accompanying critical commentary. The thesis first begins by examining issues in distributed discovery contexts by studying collection level metadata (CLM), its application in 'information landscaping' techniques, and its relationship to the efficacy of federated item-level search tools. This research narrative continues but expands in the later works and commentary to consider the application of Knowledge Organization Systems (KOS), particularly within Semantic Web and machine interface contexts, with investigations of semantically aware terminology services in distributed discovery. The necessary modelling of data structures to support resource discovery - and its associated functionalities within digital libraries and repositories - is then considered within the novel context of technology-supported curriculum design repositories, where questions of human-computer interaction (HCI) are also examined. The final works studied as part of the thesis are those which investigate and evaluate the efficacy of open repositories in exposing knowledge commons to resource discovery via web search agents. Through the analysis of the collected works it is possible to identify a unifying theory of resource discovery, with the proposed concept of (meta)data alignment described and presented with a visual model. This analysis assists in the identification of a number of research topics worthy of further research; but it also highlights an incremental transition by the present author, from using research to inform the development of technologies designed to support or facilitate resource discovery, particularly at a 'meta' level, to the application of specific technologies to address resource discovery issues in a local context. Despite this variation the research narrative has remained focussed on topics surrounding resource discovery in heterogeneous digital content environments and is noted as having generated a coherent body of work.     Drones and Geographical Information Technologies in Agroecology and Organic Farming

    Although organic farming and agroecology are normally not associated with the use of new technologies, it’s rapid growth, new technologies are being adopted to mitigate environmental impacts of intensive production implemented with external material and energy inputs. GPS, satellite images, GIS, drones, help conventional farming in precision supply of water, pesticides, fertilizers. Prescription maps define the right place and moment for interventions of machinery fleets. Yield goal remains the key objective, integrating a more efficient use or resources toward an economic-environmental sustainability. Technological smart farming allows extractive agriculture entering the sustainability era. Societies that practice agroecology through the development of human-environmental co-evolutionary systems represent a solid model of sustainability. These systems are characterized by high-quality agroecosystems and landscapes, social inclusion, and viable economies. This book explores the challenges posed by the new geographic information technologies in agroecology and organic farming. It discusses the differences among technology-laden conventional farming systems and the role of technologies in strengthening the potential of agroecology. The first part reviews the new tools offered by geographic information technologies to farmers and people. The second part provides case studies of most promising application of technologies in organic farming and agroecology: the diffusion of hyperspectral imagery, the role of positioning systems, the integration of drones with satellite imagery. The third part of the book, explores the role of agroecology using a multiscale approach from the farm to the landscape level. This section explores the potential of Geodesign in promoting alliances between farmers and people, and strengthening food networks, whether through proximity urban farming or asserting land rights in remote areas in the spirit of agroecological transition.     The potential of Library 2.0 for research libraries in Kenya.

For instance, the emergence of new information and communication technologies, exemplified by the Internet, has changed the way people seek information, communicate and collaborate. Thus, modern library users have embraced new information seeking behaviour as well as expectations for better usability, faster response times to needs, and constant access to unrestricted library services. As libraries struggle to cope with these changes and user expectations, some library users are already reducing their levels of usage, preferring to “Google” than visit a physical library. Similarly, library circulation statistics indicate that the usage of the traditional services and products is decreasing steadily while the usage of electronic resources and services is increasing. Critically, most users do not presently perceive the library as the first or only stop for information. Libraries are therefore struggling to attract new users and retain the existing ones. Research libraries in Kenya, due to their vision and mission as well as the heightened expectations of the users, are under immense pressure to change. Indeed, a number of them are already changing by introducing new services facilitated by the emerging Information and Communication Technology (ICT) tools. However, the services and products are still limited in scope and depth because they have been patterned after the conventional services. One of the greatest predicaments the research libraries currently face is how to model and manage this change. This study investigated the potential of the Library 2.0 model of library service in facilitating the research libraries in Kenya to respond more closely to the emerging user needs and expectations. The study employed interpretive qualitative research methodology and multiple case studies to investigate the current status of research libraries in Kenya and their challenges in meeting the dynamic needs of the researchers. Furthermore, the study investigated the extent of application and use of the Library 2.0 model. Data was collected from five case study sites – African Medical and Research Foundation (AMREF), International Centre for Research in Agroforestry (ICRAF), International Livestock Research Institute (ILRI), Kenya Agricultural Research Institution (KARI) and Kenya Medical Research Institute (KEMRI) – through interviews of researchers and librarians; focus group discussions with researchers and librarians; Social Network Analysis; direct observations; and mystery shopping. The data was analyzed using content analysis, conversation analysis, descriptive/interpretive techniques (Heideggarian hermeneutics) and Computer Assisted Qualitative Data Analysis Software (CAQDAS) such as Nvivo and UCINET. The findings of this study show that most research libraries in Kenya do not have documented vision, mission or strategic plans; are underfunded and understaffed; hold inadequate collections in equally inadequate physical spaces; largely apply the traditional library service model; face negative internal politics and unfavourable organizational structures; and lack mutually beneficial linkages. The findings also indicate that the research libraries in Kenya are underutilized and barely meet the needs of the researchers in their current status. The findings of this study also suggest that the Library 2.0 model holds great potential to enable the libraries to take their services and products everywhere the researchers are; remove the barriers to accessing library services; facilitate and direct constant purposeful change in their services and how they are delivered; harness the active participation of the users; retain the new breed of users (Patrons 2.0); and remain user-centred. Based on the findings, the researcher recommends that the librarians who head research libraries should hold PhD degrees to enable them to participate effectively in institutional decision-making; the research libraries should establish close ties with academic libraries supporting programmes related to their research interests; the research libraries should form a specialized consortium and association to serve their unique interests; the research libraries should consider grey literature as an important source of research information and develop strategies of managing it; and schools of librarianship should introduce courses on ICTs, models of library service, marketing and facilitation (training) to equip the students with the skills needed to meet the emerging demands on librarians. The researcher also proposes a Research Library 2.0 meme map which is an adaption of the Library 2.0 meme map. The former map is different from latter in that it is specific to research libraries and recognizes the fact that an effective Research Library 2.0 requires the active interaction of enhanced collection (Collection 2.0), library physical space (Physical Space 2.0), researchers (Researcher 2.0) and librarians (Librarian 2.0) to thrive. The researcher also recommends that further research be conducted to investigate the potential of the Library 2.0 model for all the other library typologies in Kenya and Africa; explore the influence of gender on librarianship in Africa; investigate the application of Social Network Analysis in library and information research; and develop an inventory of all types of libraries in Kenya

    The delivery of biodiversity benefits in the REDD+ climate mechanism

    Habitat loss and climate change are two of the most important threats to biodiversity in the tropics. The climate mechanism to Reduce Emissions from Deforestation and forest Degradation (REDD+) can therefore, in theory, address both of these threats by funding forest conservation and slowing climate change. However there are concerns that, if not properly planned, REDD+ could in practice negatively impact biodiversity. In this thesis I introduce the emergence of biodiversity concerns in REDD+ and the relevant safeguards developed at the international negotiations. I present a conceptual framework for understanding opportunities and risks for biodiversity in REDD+, bringing together the literature on biodiversity co-benefits and safeguards. In the last seven years, REDD+ went through a readiness phase and was piloted in over 300 subnational initiatives across the tropics in preparation and anticipation for inclusion in the future global climate regime. I assess 22 of these REDD+ initiatives located in six countries and explore how biodiversity considerations are incorporated into the project design and the challenges faced in delivering biodiversity co-benefits. Many project developers demonstrated strong intentions to safeguard biodiversity, only a handful had explicit goals and interventions targeting biodiversity conservation; often citing the lack of capacity and incentives to protect biodiversity as challenges. I then focus on Indonesia where I use spatially explicit methods to explore the relationship between carbon and biodiversity and the potential for 1st generation REDD+ initiatives to deliver biodiversity benefits. I show that carbon and biodiversity are not correlated in Indonesia; while REDD+ initiatives tend to be (perhaps surprisingly) located in forests important for biodiversity, these are not necessarily the most threatened by future deforestation, thus limiting the contribution of REDD+ to conservation. I then focus on two newly approved subnational REDD+ initiatives and explore how the challenges in implementing REDD+ (especially the slow approval process and reduction in the proposed project area) have impacted orangutan conservation. I show that the Indonesian government will have to re-assess the way in which REDD+ projects are currently being approved if it is serious about its commitments toward orangutan conservation and emission reduction. This study strengthens the notion that REDD+ has the potential to deliver huge benefits for tropical forest biodiversity, especially when located forests most threatened to deforestation. However, progress of REDD+ at the international negotiations have been slow and its inclusion as part of the future climate regime is still uncertain in spite of the urgency of climate change and the potential irreversible negative implications a failed global REDD+ mechanism will have on climate, people and biodiversity

    Data collection and analysis tools for food security and nutrition. Towards enhancing effective, inclusive, evidence-informed, decision making

    Throughout the world, high-quality, timely and relevant data are key to inform actions that promote better access to food and improved nutrition. • Despite the abundant and growing availability of data and information relevant to food security and nutrition, often policymakers are not aware of the existence and relevance of such data or do not use them appropriately, due to challenges at each step of the data cycle, which includes: defining priorities and data needs; reviewing, consolidating, collecting and curating data; analyzing the data using appropriate tools; translating data into relevant insights to be disseminated and discussed; and, finally, using data for decision-making. • Fundamental data gaps still exist to correctly guide action and inform policymaking, especially in terms of timely and sufficiently granular data on people’s ability to locally produce and access food, on their actual food and nutrient consumption, and on their nutritional status. Increased and sustained financial investment is needed to overcome these gaps. • Several other constraints limit the effectiveness of data-informed policy action, especially in low-resource countries. Key among them is the low level of data literacy and analysis skills (for both qualitative and quantitative data) on the part of data and information users at all levels – from data collectors and analysts, to decision-makers, and to the people, as the ultimate beneficiaries of food security and nutrition policies. • The complexity of the system of public and private actors and institutions involved in food security and nutrition data, coupled with the rapidly changing characteristics of today’s data ecosystems due to the digital revolution and the pervasiveness of the internet, brings to centre stage the need for global coordination to improve data governance. Particularly urgent is the need to reach agreement on the nature of FSN data and information as a public good, and, on that basis, to establish a global legal framework that allows for the broadest possible circulation of relevant information, while preserving the rights of the people to whom the data ultimately belongs
