Any other reproduction or transmission requires prior written permission by NATO CCD COE.Traditional cyber-incident response models have not changed significantly since the early days of the Computer Incident Response with even the most recent incident response life cycle model advocated by the US National Institute of Standards and Technology (Cichonski, Millar, Grance, & Scarfone, 2012) bearing a striking resemblance to the models proposed by early leaders in the field e.g. Carnegie-Mellon University (West-Brown, et al., 2003) and the SANS Institute (Northcutt, 2003). Whilst serving the purpose of producing coherent and effective response plans, these models appear to be created from the perspectives of Computer Security professionals with no referenced academic grounding. They attempt to defend against, halt and recover from a cyber-attack as quickly as possible. However, other actors inside an organisation may have priorities which conflict with these traditional approaches and may ultimately better serve the longer-term goals and objectives of an organisation

    Design for safety: theoretical framework of the safety aspect of BIM system to determine the safety index

    Despite the safety improvement drive that has been implemented in the construction industry in Singapore for many years, the industry continues to report the highest number of workplace fatalities, compared to other industries. The purpose of this paper is to discuss the theoretical framework of the safety aspect of a proposed BIM System to determine a Safety Index. An online questionnaire survey was conducted to ascertain the current workplace safety and health situation in the construction industry and explore how BIM can be used to improve safety performance in the industry. A safety hazard library was developed based on the main contributors to fatal accidents in the construction industry, determined from the formal records and existing literature, and a series of discussions with representatives from the Workplace Safety and Health Institute (WSH Institute) in Singapore. The results from the survey suggested that the majority of the firms have implemented the necessary policies, programmes and procedures on Workplace Safety and Health (WSH) practices. However, BIM is still not widely applied or explored beyond the mandatory requirement that building plans should be submitted to the authorities for approval in BIM format. This paper presents a discussion of the safety aspect of the Intelligent Productivity and Safety System (IPASS) developed in the study. IPASS is an intelligent system incorporating the buildable design concept, theory on the detection, prevention and control of hazards, and the Construction Safety Audit Scoring System (ConSASS). The system is based on the premise that safety should be considered at the design stage, and BIM can be an effective tool to facilitate the efforts to enhance safety performance. IPASS allows users to analyse and monitor key aspects of the safety performance of the project before the project starts and as the project progresses

    Records management capacity and compliance toolkits : a critical assessment.

    This article seeks to present the results of a project that critically evaluated a series of toolkits for assessing records management capacity and/or compliance. These toolkits have been developed in different countries and sectors within the context of the e-environment and provide evidence of good corporate and information governance. Design/methodology/approach - A desk-based investigation of the tools was followed by an electronic Delphi with toolkit developers and performance measurement experts to develop a set of evaluation criteria. Different stakeholders then evaluated the toolkits against the criteria using cognitive walkthroughs and expert heuristic reviews. The results and the research process were reviewed via electronic discussion. Findings - Developed by recognised and highly respected organisations, three of the toolkits are software tools, whilst the fourth is a methodology. They are all underpinned by relevant national/international records management legislation, standards and good practice including, either implicitly or explicitly, ISO 15489. They all have strengths, complementing rather than competing with one another. They enable the involvement of other staff, thereby providing an opportunity for raising awareness of the importance of effective records management. Practical implications - These toolkits are potentially very powerful, flexible and of real value to organisations in managing their records. They can be used for a "quick and dirty" assessment of records management capacity or compliance as well as in-depth analysis. The most important criterion for selecting the appropriate one is to match the toolkit with the scenario. Originality/value - This paper aims to raise awareness of the range and nature of records management toolkits and their potential for varied use in practice to support more effective management of records

    Problems and ways of business climate improving in the regions

    The presence of the specific conditions and development factors of small and medium-sized enterprises (SMEs) in the regions of the country supposes the differentiated state policy in order to maintain a favorable business climate in the eld. The article presents the results of the research whose purpose was to determine the main issues and directions of the improvement of the business climate in the region, allowing to intensify the activities of local authorities in support of SMEs and considering the peculiarities of the territories development. The subject matter of this research is conditions and factors generating the business climate of the region. As a hypothesis, a direct connection between the prevailing regional business climate and the development of the quantitative indicators of active SMEs in the eld was assumed. The study used the method of comparative analysis, sociological methods of focus groups, survey research, and statistical methods of ranking and grouping. The article theoretically substantiates the correctness of the usage of the «business climate» category as an object of study in the framework of such project as «Implementation of «Business Climate» as an Independent Rating», which makes possible the argumentation of the used methodology and concretization of the factors affecting the functioning of small and medium-sized businesses in the regions. This research confirmed a direct correlation between the established business climate in regions and quantitative indicators of the development of active small and medium-sized enterprises in the eld. Such factors as “ financial resources” and “government support” limited the development of business increasingly. In conclusion, a set of measures is provided to improve the business climate in the region both at national and regional levels of government. In addition, it was concluded that to generate a favorable business environment in the regions of Kazakhstan, it is necessary to make a smooth transition from a policy of “identification and punishment of conscientious entrepreneurs” to a policy of “prevention of violations and promotion of good business.” The results of the research can be used in the work of the local executive authorities in order to improve business climate in the regions of country

    Recent advances in networking, handheld computing and sensor technologies have driven forward research towards the realisation of Mark Weiser's dream of calm and ubiquitous computing (variously called pervasive computing, ambient computing, active spaces, the disappearing computer or context-aware computing). In turn, this has led to the emergence of smart environments as one significant facet of research in this domain. A smart environment, or space, is a region of the real world that is extensively equipped with sensors, actuators and computing components [1]. In effect the smart space becomes a part of a larger information system: with all actions within the space potentially affecting the underlying computer applications, which may themselves affect the space through the actuators. Such smart environments have tremendous potential within many application areas to improve the utility of a space.     On October 13, 2009 the Science and Technology Options Assessment Panel (STOA) together with Knowledge4Innovation/The Lisbon Forum, supported by Technopolis Consulting Group and TNO, organised a half-day workshop entitled ‘Towards an Intellectual Property Rights Strategy for Innovation in Europe’. This workshop was part of the 1st European Innovation Summit at the European Parliament which took place on 13 October and 14 October 2009. It addressed the topics of the evolution and current issues concerning the European Patent System as well as International Protection and Enforcement of IPR (with special consideration of issues pertaining to IP enforcement in the Digital Environment). Conclusions drawn point to the benefits of a comprehensive European IPR strategy, covering a broad range of IP instruments and topics
