    Improving democratic governance through institutional design: civic participation and democratic ownership in Europe

    In this article we provide a conceptual and argumentative framework for studying how institutional design can enhance civic participation and ultimately increase citizens’ sense of democratic ownership of governmental processes. First, we set out the socio-political context for enhancing the democratic governance of regulatory policies in Europe, and highlight the way in which civic participation and democratic ownership is given equal weight to economic competitiveness. We then discuss the potential for institutionalised participatory governance to develop and their prospects for improving effective and democratic governance in the multi-layered European polity. The article concludes by outlining a research agenda for the field and identifying the priorities for scholars working in interaction with civil society and governments

    ACCESS: An Inception Report

    Imagine a world in which all groups of citizens coming together to realize some public benefit measure and communicate the character and consequences of their work. Imagine further that all those groups have adopted a common reporting system that enables their individual reports to be compared, thus creating powerful descriptions of the relative and collective performance of citizen association for public benefit. Imagine, too, that this common measuring and reporting carries across to all forms of public-private partnership and corporate social responsibility. This is the world envisioned by ACCESS.For the past 18 months a growing number of concerned actors have been meeting, studying, and testing opinion around one of the great structural weaknesses in the world's institutional infrastructure -- inefficient and weak social investment markets. This inception report sets out the results of this enquiry in the form of a proposal to establish a reporting standard for nonprofit organizations seeking to produce social, environmental and, increasingly, financial returns. The ACCESS Reporting standard is one important contribution to redressing a major global system weakness, but it is certainly not the only one. Nor is it one that can operate in isolation from other initiatives. Accordingly, the ACCESS proposed plan of work involves convening a global dialogue on NGO transparency, accountability and performance with the objective of promoting ACCESS and other practical solutions to the challenges of social investment and civil society accountability.This report sets out the background and rationale for these proposals. You will meet the ACCESS sponsors and pilot project partners. Parts of the report are descriptive and analytical but other parts are necessarily theoretical and technical in nature. We make no apology for this. Part of the reason that in 2003 the world does not yet have a reporting standard for social actors is that the theory and technique have not been mastered. For those with a strong orientation toward strategy and action, however, these aspects are presented as well

    The Effect of Employee Involvment on Firm Performance: Evidence from an Econometric Case Study

    We provide some of the most reliable evidence to date on the direct impact of employee involvement through participatory arrangements such as teams on business performance. The data we use are extraordinary --daily data for rejection, production and downtime rates for all operators in a single plant during a 35 month period, almost 53,000 observations. Our key findings are that: (i) membership in offline teams initially enhances individual productivity by about 3% and reduces rejection rates by more than 25%; (ii) these improvements are dissipated, typically at a rate of 10 to 16% per 100 working days; (iii) the introduction of teams is initially accompanied by increased rates of downtime and these costs diminish over time. In addition: (iv) the performance-enhancing effects of team membership are greater and more long-lasting for team members who are solicited by management to join teams; similar relationships exist for more educated team members. These findings, which are best interpreted as lower bound estimates of the effects of teams, are consistent with the diverse hypotheses including propositions that: (i) employee involvement will produce improved enterprise performance through diverse channels including enhanced discretionary effort by employees; (ii) various kinds of complementarities accompany many changes in organizational design (such as between teams and formal education); (iii) the introduction of high performance workplace practices are best viewed as investments, though there are significant learning effects; (iv) differences in performance for team members solicited by mangers compared to those who volunteer are consistent with various hypotheses including management signaling and opportunistic behavior by employees, but inconsistent with hypotheses based on Hawthorne effectshttp://deepblue.lib.umich.edu/bitstream/2027.42/39998/2/wp612.pd

    Supporting local governance and local economic development – some experiences from Swaziland

    In the December 2012 issue of this Journal, Lucy Slack and Susan Rhodes (2012) of the Commonwealth Local Government Forum (CLGF) introduced a new CLGF programme focussing on improving governance and service delivery at local level in selected Commonwealth countries in Southern and West Africa and South Asia (CLGF no date; CLGF 2015). The initiative is in the third year of its four-year lifespan and it is opportune to examine progress made so far towards achieving the development aims sought by the programme funders, CLGF and partners in 2012. This contribution will explore the operationalisation of the programme to date through a snapshot of implementation in one country under the Southern Africa component of the programme, Swaziland. It will briefly describe how the project emerged, what it intends to achieve, examine progress to date and conclude with some observations around what has been learned so far. The paper draws on the author’s work as Regional Adviser for the CLGF Southern Africa Programme based in Pretoria and project documentation (see Acknowledgements).

    The field of organization development (OD) has emerged from efforts to improve the performance of organizations, largely in the for-profit sector but more recently in the public and not-for-profit sectors as well. This paper examines how OD concepts and tools can be used to solve problems and foster constructive change at the societal level as well. It examines four areas in which OD can make such contributions: (1) strengthening social change-focused organizations, (2) scaling up the impacts of such agencies, (3) creating new inter-organizational systems, and (4) changing contexts that shape the action of actors strategic to social change. It discusses examples and the kinds of change agent roles and interventions that are important for each. Finally, it discusses some implications for organization development intervention, practitioners, and the field at large.This publication is Hauser Center Working Paper No. 25.     Gender Aware Approaches in Agricultural Programmes: International Literature Review

    This document presents gender aware approaches in agricultural programmes. In response to the persistent inequalities of women in farming despite decades of development assistance, Team Agriculture, Forestry and Food Security at Sida headquarters has initiated a thematic evaluation of how gender issues are tackled in Sida-supported agricultural programmes. The purpose is to increase understanding of how Sida's development assistance in agriculture should be designed, implemented and funded to ensure that female farmers are reached, that their needs as producers are met, and that they are able to benefit from the support to achieve a positive impact on their livelihoods. As part of this, the study also aims to understand the ways in which particular aid modalities impact upon the ability of programmes to reach women farmers effectively. The ILR aims to address the following questions: * Which methodologies and instruments have been used by donors to widen the scope of women's agency in agricultural development programmes? * To what extent has the work of programmes on involving female farmers impacted upon overall agricultural outcomes? * What are the most important lessons? What is working well and what is working not so well (effectiveness, efficiency, impact and sustainability)? Below are recommendations to increase understanding of how Sida's development assistance in agriculture should be designed, implemented and funded to ensure that female farmers are reached, that their needs as producers are met, and that they are able to benefit from the support to achieve a positive impact on their livelihoods

    Student engagement, practice architectures and phronesis in the student transitions and experiences project

    Purpose – The purpose of this paper is to discuss the Student Transitions and Experiences (STEP) project, in which visual and creative research methodologies were used to enhance student engagement. Design/methodology/approach – The article provides an overview of three main strands within the field of student engagement practice, and explores the STEP project as an instance of the “critical-transformative” strand. The article draws on recent theorizations by Kemmis et al. of practice architectures and ecologies of practice to propose an understanding of the STEP project as a practice “niche”. Findings – In thinking through some implications of student engagement as a practice architecture, the article sheds analytical light on student engagement as a specific and complex form of contemporary education practice. The later part of the article focuses on a consideration of phronesis and praxis in specific instances from the STEP project. Working with concepts from Barad, the article develops a conceptualization of the STEP project as an intra-active, entangled situated and particularistic practice of phronesis-praxis. Originality/value – This article aims to contribute to the development of theoretical and empirical understandings of the field of student engagement. It does so by providing insights into a recent empirical study; by developing some new theorisations of student engagement; and by a detailed exploration of specific instances of student engagement practice.</p
