Operational tsunami modelling with TsunAWI – recent developments and applications
In this article, the tsunami model TsunAWI (Alfred Wegener Institute) and its application for hindcasts, inundation studies, and the operation of the tsunami scenario repository for the Indonesian tsunami early warning system are presented. TsunAWI was developed in the framework of the German-Indonesian Tsunami Early Warning System (GITEWS) and simulates all stages of a tsunami from the origin and the propagation in the ocean to the arrival at the coast and the inundation on land. It solves the non-linear shallow water equations on an unstructured finite element grid that allows to change the resolution seamlessly between a coarse grid in the deep ocean and a fine representation of coastal structures. During the GITEWS project and the following maintenance phase, TsunAWI and a framework of pre- and postprocessing routines was developed step by step to provide fast computation of enhanced model physics and to deliver high quality results
Present and future resilience research driven by science and technology
Community resilience against major disasters is a multidisciplinary research field that garners an ever-increasing interest worldwide. This paper provides summaries of the discussions held on the subject matter and the research outcomes presented during the Second Resilience Workshop in Nanjing and Shanghai. It, thus, offers a community view of present work and future research directions identified by the workshop participants who hail from Asia – including China, Japan and Korea; Europe and the Americas
Tsunami risk communication and management: Contemporary gaps and challenges
Very large tsunamis are associated with low probabilities of occurrence. In many parts of the world, these events have usually occurred in a distant time in the past. As a result, there is low risk perception and a lack of collective memories, making tsunami risk communication both challenging and complex. Furthermore, immense challenges lie ahead as population and risk exposure continue to increase in coastal areas. Through the last decades, tsunamis have caught coastal populations off-guard, providing evidence of lack of preparedness. Recent tsunamis, such as the Indian Ocean Tsunami in 2004, 2011 Tohoku and 2018 Palu, have shaped the way tsunami risk is perceived and acted upon. Based on lessons learned from a selection of past tsunami events, this paper aims to review the existing body of knowledge and the current challenges in tsunami risk communication, and to identify the gaps in the tsunami risk management methodologies. The important lessons provided by the past events call for strengthening community resilience and improvement in risk-informed actions and policy measures. This paper shows that research efforts related to tsunami risk communication remain fragmented. The analysis of tsunami risk together with a thorough understanding of risk communication gaps and challenges is indispensable towards developing and deploying comprehensive disaster risk reduction measures. Moving from a broad and interdisciplinary perspective, the paper suggests that probabilistic hazard and risk assessments could potentially contribute towards better science communication and improved planning and implementation of risk mitigation measures

The representation and implementation of time-dependent inundation in large-scale microscopic evacuation simulations
Multi-agent simulation has increasingly been used for transportation simulation in recent years. With current techniques, it is possible to simulate systems consisting of several million agents. Such multi-agent simulations have been applied to whole cities and even large regions. In this paper it is demonstrated how to adapt an existing multi-agent transportation simulation framework to large-scale pedestrian evacuation simulation. The underlying flow model simulates the traffic-based on a simple queue model where only free speed, bottleneck capacities, and space constraints are taken into account. The queue simulation, albeit simple, captures the most important aspects of evacuations such as the congestion effects of bottlenecks and the time needed to evacuate the endangered area. In the case of an evacuation simulation the network has time-dependent attributes. For instance, large-scale inundations or conflagrations do not cover all the endangered area at once. These time-dependent attributes are modeled as network change events. Network change events are modifying link parameters at predefined points in time. Tsunami risk reduction for densely populated Southeast Asian cities: analysis of vehicular and pedestrian evacuation for the city of Padang, Indonesia, and assessment of interventions
A major tsunamigenic earthquake is expected in the near future along the coast of West Sumatra Province of Indonesia. In the city of Padang, the arrival time of the tsunami is expected to be ~30min. Currently, there are approximately 400,000 people in the city living within the potential inundation zone. This study aimed to complement the existing research in appraising possible risk reduction interventions, specifically looking at enabling the timely evacuation of the area. This research, developed in consultation with national and local authorities, emergency planners and NGOs, analysed interventions for tsunami risk reduction in Padang through the development of a pedestrian and vehicular evacuation model and the appraisal of possible solutions to enhance the evacuation rates. Some of the conclusions from this research can be applied to other areas in Southeast Asia where the traffic patterns are similar to those in Padang and where the distance to safety is greater than 4-5km. For the case of Padang, the results show that pedestrian evacuation is strongly preferable to vehicular evacuation due to the limited road capacity and the high population density. In the present situation, however, 70-80% of the population in Padang could not evacuate within 30min, even by foot. Common interventions such as widening roads and building bridges prove to be relatively ineffective in this case due to the large distance that has to be covered in a short time. These interventions would only have a decisive impact if a longer evacuation time was available (more than 60min). In the case of Padang, the evacuation rate in the first 30min is strongly dependent on the presence/absence of evacuation shelters, whose effectiveness is limited by the capacity of the structures. Building a few high-capacity and high-resilience structures such as evacuation hills is a more effective and robust evacuation strategy than constructing many small high-raised buildings. Even with evacuation structures, wider roads and bridges, about 20% of the population would still be unable to reach safety by the time the tsunami arrives. This means about 70,000 people of Padang's current population, which is rapidly increasing. The building of evacuation shelters may be a viable option for saving lives in the short term, but it is not a sustainable option in the medium to long term. It is therefore also necessary to set up and enforce regulations for land use planning that take into account the tsunami risk and prevent further urban development for the areas that may be affected by a tsunam
