    Enhancing Citizen Engagement with Open Government Data

    The research deals primarily with the research question – How can engagement of civil society organizations with open government data be enhanced? To answer the question, an action research was conducted in two provinces in the Philippines. The research showed that for capacity building programs to be effective, they should be relevant to the condition of the CSOs and the individual needs of learners; conducted with a long-term view of ensuring use and actual impact to the organization and the constituencies that they serve; and focused on higher-order results like changes in practices and behavior of organizations and individuals

    Toronto Augmented Reality Map: Enhancing citizen engagement with open government data using contemporary media platforms

    This thesis investigates how visualization strategies and media platforms affect citizen engagement with urban public data. There is currently an international movement towards government transparency and accessible information as developed nations become more urbanized and information technology more ubiquitous. Concurrently, new media platforms (e.g., virtual and augmented reality) are evolving rapidly and show promise of mass adoption. These factors together offer design researchers a unique opportunity to develop new forms of citizen-facing media. I therefore developed an interactive augmented reality application that works with a printed map of the city of Toronto to overlay open government data as visualized digital content. An iterative practice-based research approach was used. Usability tests demonstrated that a strength of augmented reality is its facilitation of multi-user engagement. This thesis concludes by discussing how the Toronto augmented reality map can be made into an interactive citizen-facing installation in the public sphere

    Logik kabur merupakan satu bentuk perwakilan pengetahuan bagi konsep yang tak dapat ditakrifkan secara tepat tetapi bergantung kepada konteks penggunaannya. Sistem Pakar adalah program komputer yang menggunakan pengetahuan manusia untuk menyelesaikan masalah khusus yang memerlukan kepintaran manusia. Oleh kerana pengetahuan yang terlibat dalam pengurusan serangga adalah tidak lengkap dan kabur, maka logik kabur diintegrasikan ke dalam sistem pakar untuk mengendalikan penaksiran anggaran. Sistem Pakar dan Logik Kabur mempunyai kelebihannya tersendiri dan gabungan kedua-dua teknologi yang membentuk sistem pakar-kabur dapat meningkatkan keupayaan sistem (Herrmann, 1996). Berdasarkan keupayaan logik kabur dan sistem pakar, peramalan aktiviti serangga di sawah padi menggunakan pendekatan pakar-kabur telah dibangunkan untuk menyediakan maklumat kepada petani dan penyelidik melalui Internet. Oleh kerana beras merupakan makanan ruji rakyat Malaysia dan Kedah merupakan kawasan utama penanaman padi di Malaysia, kajian ini memfokuskan kepada aktiviti serangga di sawah padi. Dalam MyPEST, jenis serangga yang mengakibatkan kerosakan pada tanaman padi ditentukan oleh sistem pakar, manakala Logik Kabur digunakan untuk meramalkan tahap aktiviti serangga. Ixii penting supaya rawatan awal dapat dilakukan sebelum kerosakan bertambah buruk. Sistem MyPEST membantu pengguna dengan mengendalikan rundingan pakar yang dikawalselia oleh sistem pakar dan logik kabur untuk peramalan dan menguruskan ketidakpastian data menggunakan pembolehubah lingistik. Sistem berasaskan web ini juga membantu petani dan institusi pertanian untuk menguruskan ladang dengan cekap dan dapat meningkatkan kualiti serta kuantiti beras yang dihasilkan. Dalam kajian ini, proses peramalan menggunakan lebih daripada satu attribut telah dikaji. Dapatan kajian menunjukkan sekiranya lebih daripada satu atribut terlibat, graf keputusan 3-dimensi yang kurang tegar dihasilkan. Penentuan jenis serangga adalah dalam fasa pertama MyPEST dan diikuti oleh peramalan aktiviti serangga yang dikenalpasti. Sistem ini telah disemak oleh pakar serangga di MARDi dan disahkan membawa manfaat kepada penyelidik di MARDI, MADA dan DOA khususnya dan petani secara keseluruhan

    Improving democratic governance through institutional design: civic participation and democratic ownership in Europe

    In this article we provide a conceptual and argumentative framework for studying how institutional design can enhance civic participation and ultimately increase citizens’ sense of democratic ownership of governmental processes. First, we set out the socio-political context for enhancing the democratic governance of regulatory policies in Europe, and highlight the way in which civic participation and democratic ownership is given equal weight to economic competitiveness. We then discuss the potential for institutionalised participatory governance to develop and their prospects for improving effective and democratic governance in the multi-layered European polity. The article concludes by outlining a research agenda for the field and identifying the priorities for scholars working in interaction with civil society and governments

    Rise in resident associational life in response to service delivery decline by urban councils in Zimbabwe

    This article links the decline of service delivery in urban councils in post-independence Zimbabwe to a rise in levels of associational life. Poorer urban residents cannot easily escape poor public sector service delivery by resorting to the private market. In response to declining service delivery by councils, ratepayers form residents’ associations to do three main things. First, they confront councils and pressure them to restore delivery capability. Second, they produce those services that councils are unable or unwilling to provide. Third, they defend residents against the predatory actions of councils. However, the capacities of residents’ associations in these three areas have yet to be established. Notably, limited formal opportunities exist for engagement between councils and residents’ associations which restricts their effectiveness. This paper argues that, if supported, residents’ associations can deepen local democracy while simultaneously facilitating the repair of councils’ capabilities – thus meeting disparate community demands and organising members to contribute to council recovery

    Imagine a world in which all groups of citizens coming together to realize some public benefit measure and communicate the character and consequences of their work. Imagine further that all those groups have adopted a common reporting system that enables their individual reports to be compared, thus creating powerful descriptions of the relative and collective performance of citizen association for public benefit. Imagine, too, that this common measuring and reporting carries across to all forms of public-private partnership and corporate social responsibility. This is the world envisioned by ACCESS.For the past 18 months a growing number of concerned actors have been meeting, studying, and testing opinion around one of the great structural weaknesses in the world's institutional infrastructure -- inefficient and weak social investment markets. This inception report sets out the results of this enquiry in the form of a proposal to establish a reporting standard for nonprofit organizations seeking to produce social, environmental and, increasingly, financial returns. The ACCESS Reporting standard is one important contribution to redressing a major global system weakness, but it is certainly not the only one. Nor is it one that can operate in isolation from other initiatives. Accordingly, the ACCESS proposed plan of work involves convening a global dialogue on NGO transparency, accountability and performance with the objective of promoting ACCESS and other practical solutions to the challenges of social investment and civil society accountability.This report sets out the background and rationale for these proposals. You will meet the ACCESS sponsors and pilot project partners. Parts of the report are descriptive and analytical but other parts are necessarily theoretical and technical in nature. We make no apology for this. Part of the reason that in 2003 the world does not yet have a reporting standard for social actors is that the theory and technique have not been mastered. For those with a strong orientation toward strategy and action, however, these aspects are presented as well
