Enhancing satellite & terrestrial networks integration through NFV/SDN technologies
NFV and SDN technologies can become key facilitators for the combination of terrestrial and satellite networks. Enabling NFV into the SatCom domain will provide operators with appropriate tools and interfaces in order to establish end-to-end fully operable virtualized satellite networks to be offered to third-party operators/service providers. Enabling SDNbased, federated resource management paves way for a unified control plane that would allow operators to
efficiently manage and optimize the operation of the hybrid network.
The proposed solution is expected to bring improved coverage, optimized communication resources use and better network resilience, along with improved innovation capacity and business agility for deploying communications services over combined networks.Postprint (author's final draft
SDN/NFV-enabled satellite communications networks: opportunities, scenarios and challenges
In the context of next generation 5G networks, the satellite industry is clearly committed to revisit and revamp the role of satellite communications. As major drivers in the evolution of (terrestrial) fixed and mobile networks, Software Defined Networking (SDN) and Network Function Virtualisation (NFV) technologies are also being positioned as central technology enablers towards improved and more flexible integration of satellite and terrestrial segments, providing satellite network further service innovation and business agility by advanced network resources management techniques. Through the analysis of scenarios and use cases, this paper provides a description of the benefits that SDN/NFV technologies can bring into satellite communications towards 5G. Three scenarios are presented and analysed to delineate different potential improvement areas pursued through the introduction of SDN/NFV technologies in the satellite ground segment domain. Landscape Study in Wireless and Mobile Learning in the post-16 sector
In the post-16 sector (further and higher education, and adult and community learning) there is a need to understand how wireless and mobile technologies can contribute to improving the student experience of learning, and help institutions fulfil their missions in an age of incomparably fast technological change. In the context of this interest and growing need, a Landscape Study project was commissioned by JISC through the Innovation strand of the JISC e-Learning Programme in 2004-5. Our project aims were to take a birds-eye view of developments and practice in the UK and internationally, and to communicate our findings to a broad and varied audience. The Summary report is accompanied by 3 associated reports on 'Current Uses', 'Potential Uses' and 'Strategic Aspects'. (The four reports are available in one single document here.

Multimedia delivery in the future internet
The term “Networked Media” implies that all kinds of media including text, image, 3D graphics, audio
and video are produced, distributed, shared, managed and consumed on-line through various networks,
like the Internet, Fiber, WiFi, WiMAX, GPRS, 3G and so on, in a convergent manner [1]. This white
paper is the contribution of the Media Delivery Platform (MDP) cluster and aims to cover the Networked
challenges of the Networked Media in the transition to the Future of the Internet.
Internet has evolved and changed the way we work and live. End users of the Internet have been confronted
with a bewildering range of media, services and applications and of technological innovations concerning
media formats, wireless networks, terminal types and capabilities. And there is little evidence that the pace
of this innovation is slowing. Today, over one billion of users access the Internet on regular basis, more
than 100 million users have downloaded at least one (multi)media file and over 47 millions of them do so
regularly, searching in more than 160 Exabytes1 of content. In the near future these numbers are expected
to exponentially rise. It is expected that the Internet content will be increased by at least a factor of 6, rising
to more than 990 Exabytes before 2012, fuelled mainly by the users themselves. Moreover, it is envisaged
that in a near- to mid-term future, the Internet will provide the means to share and distribute (new)
multimedia content and services with superior quality and striking flexibility, in a trusted and personalized
way, improving citizens’ quality of life, working conditions, edutainment and safety.
In this evolving environment, new transport protocols, new multimedia encoding schemes, cross-layer inthe
network adaptation, machine-to-machine communication (including RFIDs), rich 3D content as well as
community networks and the use of peer-to-peer (P2P) overlays are expected to generate new models of
interaction and cooperation, and be able to support enhanced perceived quality-of-experience (PQoE) and
innovative applications “on the move”, like virtual collaboration environments, personalised services/
media, virtual sport groups, on-line gaming, edutainment. In this context, the interaction with content
combined with interactive/multimedia search capabilities across distributed repositories, opportunistic P2P
networks and the dynamic adaptation to the characteristics of diverse mobile terminals are expected to
contribute towards such a vision.
Based on work that has taken place in a number of EC co-funded projects, in Framework Program 6 (FP6)
and Framework Program 7 (FP7), a group of experts and technology visionaries have voluntarily
contributed in this white paper aiming to describe the status, the state-of-the art, the challenges and the way
ahead in the area of Content Aware media delivery platforms

Mapping digital media: digital television, the public interest, and European regulation
Discussion of digital television has focused on switch-over dates, set-top boxes and the technical and economic implications of switch-over. This paper, by contrast, focusses on public interest obligations and citizenship values such as freedom, access, universality, political pluralism and content diversity.
Petros Iosifidis distinguishes broadly between public interest priorities as understood in western Europe, and in central and eastern Europe. After assessing some obvious benefits of digital TV (extra channels, converged communications, enhanced interactivity and mobility), he argues that the public interest outcomes from the introduction of new technologies like the internet and digital TV will depend on how people use them, for new technology is only a vehicle by means of which public interest goals can be achieved.
He then considers digital TV penetration data from across Europe, as well as the status of national digital switch-over plans, stressing that northern Europe is much more advanced in this regard than southern and eastern-central Europe.
Outlining the pros and cons of digital switch-over for the public, Dr Iosifidis contends that universality and accessibility can best be ensured by maintaining public service media, which have been—and should continue to be—important conveyors of freely accessible and reliable information. Countries where television has been dominated by state broadcasters should use the new technology and in particular digital switch-over to create independent non-profit channels at both local and national levels, to foster a competitive environment and political pluralism
The Revolution of Mobile Phone-Enabled Services for Agricultural Development (m-Agri Services) in Africa: The Challenges for Sustainability
The provision of information through mobile phone-enabled agricultural information services (m-Agri services) has the potential to revolutionise agriculture and significantly improve smallholder farmers’ livelihoods in Africa. Globally, the benefits of m-Agri services include facilitating farmers’ access to financial services and sourcing agricultural information about input use, practices, and market prices. There are very few published literature sources that focus on the potential benefits of m-Agri services in Africa and none of which explore their sustainability. This study, therefore, explores the evolution, provision, and sustainability of these m-Agri services in Africa. An overview of the current landscape of m-Agri services in Africa is provided and this illustrates how varied these services are in design, content, and quality. Key findings from the exploratory literature review reveal that services are highly likely to fail to achieve their intended purpose or be abandoned when implementers ignore the literacy, skills, culture, and demands of the target users. This study recommends that, to enhance the sustainability of m-Agri services, the implementers need to design the services with the users involved, carefully analyse, and understand the target environment, and design for scale and a long-term purpose. While privacy and security of users need to be ensured, the reuse or improvement of existing initiatives should be explored, and projects need to be data-driven and maintained as open source. Thus, the study concludes that policymakers can support the long-term benefit of m-Agri services by ensuring favourable policies for both users and implementers
Value Creation in a QoE Environment
User behavior of multimedia services currently undergoes strong changes. This is reflected in several recent trends, e.g. the increase of rich media content consumption, preferences for more individual and personalized services and the higher sensitivity of end users for quality issues. These changes will eventually lead to strong changes in network traffic characteristics: rising congestion in peak times and less availability of bandwidth for the individual user. As a result, the quality as perceived by the end-user will decrease if network operators and service providers do not anticipate the required changes for the network. Measurable network requirements such as available video and speech quality, security and reliability are addressed by technologies that are commonly summed up in the Quality of Service (QoS) concept. However, the end-users' perception of quality is only reflected in the wider concept of Quality of Experience (QoE). This takes the measurable network requirements into account as well as customer needs, wants and preferences. For the implementation of QoE technologies several network components need to be added or changed resulting in high capital expenditures. Yet, it is not clear if these costs can be compensated with efficiency increases. Thus, new revenue streams for the network operator are necessary to incentivize investments in QoE technologies. In this paper we address four new value creation models that can serve as basis for more elaborated business models for network operators and other actors. We show how interest in QoE of the user, the content provider, the service provider and the advertiser induces new revenue streams.
