    Conceptual Architecture and Service-oriented Implementation of a Regional Geoportal for Rice Monitoring

    Agricultural monitoring has greatly benefited from the increased availability of a wide variety of remote-sensed satellite imagery, ground-sensed data (e.g., weather station networks) and crop models, delivering a wealth of actionable information to stakeholders to better streamline and improve agricultural practices. Nevertheless, as the degree of sophistication of agriculture monitoring systems increases, significant challenges arise due to the handling and integration of multi-scale data sources to present information to decision-makers in a way which is useful, understandable and user friendly. To address these issues, in this article we present the conceptual architecture and service-oriented implementation of a regional geoportal, specifically focused on rice crop monitoring in order to perform unified monitoring with a supporting system at regional scale. It is capable of storing, processing, managing, serving and visualizing monitoring and generated data products with different granularity and originating from different data sources. Specifically, we focus on data sources and data flow, and their importance for and in relation to different stakeholders. In the context of an EU-funded research project, we present an implementation of the regional geoportal for rice monitoring, which is currently in use in Europe’s three largest rice-producing countries, Italy, Greece and Spain

    Earth Observation Science and Applications for Risk Reduction and Enhanced Resilience in Hindu Kush Himalaya Region

    This open access book is a consolidation of lessons learnt and experiences gathered from our efforts to utilise Earth observation (EO) science and applications to address environmental challenges in the Hindu Kush Himalayan region. It includes a complete package of knowledge on service life cycles including multi-disciplinary topics and practically tested applications for the HKH. It comprises 19 chapters drawing from a decade’s worth of experience gleaned over the course of our implementation of SERVIR-HKH – a joint initiative of NASA, USAID, and ICIMOD – to build capacity on using EO and geospatial technology for effective decision making in the region. The book highlights SERVIR’s approaches to the design and delivery of information services – in agriculture and food security; land cover and land use change, and ecosystems; water resources and hydro-climatic disasters; and weather and climate services. It also touches upon multidisciplinary topics such as service planning; gender integration; user engagement; capacity building; communication; and monitoring, evaluation, and learning. We hope that this book will be a good reference document for professionals and practitioners working in remote sensing, geographic information systems, regional and spatial sciences, climate change, ecosystems, and environmental analysis. Furthermore, we are hopeful that policymakers, academics, and other informed audiences working in sustainable development and evaluation – beyond the wider SERVIR network and well as within it – will greatly benefit from what we share here on our applications, case studies, and documentation across cross-cutting topics

    Multi-purposeful Application of Geospatial Data

    Agriculture is the backbone of the Indian economy. Any changes in weather and climate in short term as well as long- term adversely affect the agricultural productivity and the production of food grain production. In order to minimise the adverse impact of weather and climate on crops, the use of agrometeorological information and agromet services has already been proved to be highly beneficial. Agrometeorological services rendered by India Meteorological Department (IMD), Ministry of Earth Sciences, are a step to contribute to weather information-based crop/livestock management strategies and operations dedicated to enhance crop production and food security. IMD is operating a project ‘Gramin Krishi Mausam Sewa’ (GKMS) with an objective to serve the farming community at different parts of the country. Different states of technologies including the application of geospatial technology are being used in India for further refinement of the Agromet Advisory Services. The application of geospatial technology in generating agrometeorological information and products is very necessary for preparing need-based advisories at a high-resolution scale for the farmers in the country. In this chapter, elaborate discussion has been made on how the Geographical Information System (GIS) is being used for generating information and products using ground observations as well as satellite observations

    Free and open source software for geospatial applications (FOSS4G) to support Future Earth

    The development, integration, and distribution of the information and spatial data infrastructure (i.e. Digital Earth; DE) necessary to support the vision and goals of Future Earth (FE) will occur in a distributed fashion, in very diverse technological, institutional, socio-cultural, and economic contexts around the world. This complex context and ambitious goals require bringing to bear not only the best minds, but also the best science and technologies available. Free and Open Source Software for Geospatial Applications (FOSS4G) offers mature, capable and reliable software to contribute to the creation of this infrastructure. In this paper we point to a selected set of some of the most mature and reliable FOSS4G solutions that can be used to develop the functionality required as part of DE and FE. We provide examples of large-scale, sophisticated, mission-critical applications of each software to illustrate their power and capabilities in systems where they perform roles or functionality similar to the ones they could perform as part of DE and FE. We provide information and resources to assist the readers in carrying out their own assessments to select the best FOSS4G solutions for their particular contexts and system development needs

    The Dissemination and Communication Plan will set out the details of the different types of dissemination activities to be undertaken during the project lifetime. In addition to the dissemination approach that will be applied, this deliverable also provides the necessary guidance for an efficient dissemination strategy. The Plan identifies communicating objectives and goals, the target audience, the message, medium and means and the timeline for communicating actions. D7.1 is a way to reinforce this activity in GEOSS (http://www.geo-tasks.org/geoss_portfolio) by trying to stimulate the ENEON to participate in it

    Earth observations into action: the systemic integration of earth observation applications into national risk reduction decision structures

    Purpose - As stated in the United Nations Global Assessment Report 2022 Concept Note, decision-makers everywhere need data and statistics that are accurate, timely, sufficiently disaggregated, relevant, accessible and easy to use. The purpose of this paper is to demonstrate scalable and replicable methods to advance and integrate the use of earth observation (EO), specifically ongoing efforts within the Group on Earth Observations (GEO) Work Programme and the Committee on Earth Observation Satellites (CEOS) Work Plan, to support risk-informed decision-making, based on documented national and subnational needs and requirements. Design/methodology/approach - Promotion of open data sharing and geospatial technology solutions at national and subnational scales encourages the accelerated implementation of successful EO applications. These solutions may also be linked to specific Sendai Framework for Disaster Risk Reduction (DRR) 2015–2030 Global Targets that provide trusted answers to risk-oriented decision frameworks, as well as critical synergies between the Sendai Framework and the 2030 Agenda for Sustainable Development. This paper provides examples of these efforts in the form of platforms and knowledge hubs that leverage latest developments in analysis ready data and support evidence-based DRR measures. Findings - The climate crisis is forcing countries to face unprecedented frequency and severity of disasters. At the same time, there are growing demands to respond to policy at the national and international level. EOs offer insights and intelligence for evidence-based policy development and decision-making to support key aspects of the Sendai Framework. The GEO DRR Working Group and CEOS Working Group Disasters are ideally placed to help national government agencies, particularly national Sendai focal points to learn more about EOs and understand their role in supporting DRR. Originality/value - The unique perspective of EOs provide unrealized value to decision-makers addressing DRR. This paper highlights tangible methods and practices that leverage free and open source EO insights that can benefit all DRR practitioners

    Seafloor characterization using airborne hyperspectral co-registration procedures independent from attitude and positioning sensors

    The advance of remote-sensing technology and data-storage capabilities has progressed in the last decade to commercial multi-sensor data collection. There is a constant need to characterize, quantify and monitor the coastal areas for habitat research and coastal management. In this paper, we present work on seafloor characterization that uses hyperspectral imagery (HSI). The HSI data allows the operator to extend seafloor characterization from multibeam backscatter towards land and thus creates a seamless ocean-to-land characterization of the littoral zone
