Distance, multimedia and web delivery in surveying and GIS courses at the University Of Southern Queensland
[Abstract]: The University of Southern Queensland has been involved with the distance education of surveying courses for over 25 years. In recent times, staff of the Surveying and Land Information Discipline, and the University as a whole, have embarked on multimedia enhancement and web delivery of curricula. This paper examines some of the initiatives undertaken to enhance the delivery of educational materials and discusses some of the issues involved in the effective delivery of distance education materials.
The significant experience in the delivery of traditional educational materials has proven to be an advantage in the repackaging and enhancement of teaching materials. Delivery of education to off-campus students requires a significant support infrastructure which is often not recognised by new entrants into the flexible delivery arena. Traditional support mechanisms such as phone, fax and standard media (eg. videos, audio tapes etc) are being replaced by email, âelectronicâ discussion groups, CDs and internet resources. These enhancements, when developed professionally, require a significant commitment of resources and expertise and often require a team approach to their design and development. Access by off-campus students to internet services and affordable software packages also require careful consideration in the design and offering of distance education materials
Learning flexibility: the environment and a case study
This paper outlines the flexible student learning environment in the Faculty of Engineering and Surveying, before concentrating on evaluating one online learning option. This Faculty provides a variety of high quality on-campus, distance education and on-line academic programmes and various learning strategies for the heterogeneous student cohort (national and international). By accessing appropriate flexible learning and different learning experiences, students are empowered to determine learning opportunities and methodologies to suit their personal needs.
The off-campus mode study may disadvantage students since they donât have the benefit of face-to-face instructions or to participate in formative assessments delivered informally in lectures. This may lead to feelings of remoteness and isolation leading to poorer learning, lower results in assessments, and may also contribute to drop-out rates, particularly in first year courses. To overcome this inequity, the usual training materials presented for a first year course in 2005 were supplemented with PowerPoint lectures, enhanced with synchronous audio, and a series of quizzes to be used as formative assessments. The lectures and quizzes were presented online via a course web site and were designed to become an integral part of the learning experience. An evaluation of the effectiveness of these strategy demonstrated improved students' learning, a positive contribution to the learning experience, increased enjoyment of the course, and a strong learning motivator. Students reported feeling less disenfranchised with the university and having a greater affinity with the lecturer

[Project Summary]
As one of the earliest distance learning providers The Open University (OU) has a rich heritage of archived learning materials. An ever increasing amount of that is in digital form and is being deposited with the University Archive. This growth has been driven by digitisation activity from projects such as AVA (Access to Video Assets) and the Fedora-based Open University Digital Library âa place to discover digital and digitised archival content from the OU Library, from videos and images to digitised documentsâ. Other digital content is being captured from web archiving activities, such as work to preserve Moodle Virtual Learning Environment course websites. An evidence based understanding is required to inform digital preservation policies, curation strategy and investment in digital library development.
Following the Pre-enhancement, Enhancement and Post-enhancement methodology set out by Jisc, STELLAR adopted the model of a balanced scorecard to ascertain the value ascribed to the non-current learning materials. Four aspects were considered: Personal and professional perspectives of value; Value to the Higher Educational and academic communities; Value to internal processes and cultures; Financial perspectives of value. The outcomes of the survey indicated that stakeholders place a high value on the materials, and that they perceived them to have value in all areas evaluated.
Three OU courses were chosen from the digital library for the transformation stage. These materials were enhanced and transformed into RDF, a process that required more extensive metadata expertise and effort than was expected. Following enhancement the RDF was accessed through a tool called DiscOU, created by a member of the project team from the OUâs Knowledge Media Institute. DiscOU uses both linked data and a semantic meaning engine to analyse the meaning of the text in a search query. This is matched against the meaning of the content derived from an index of the full-text of the digital library content.
In the final stage stakeholders were asked through a survey and series of workshops to use the DiscOU proof-of-concept tool to assess their perception of the value of this transformation. This has revealed that overall, academics and other stakeholders in the university do believe that the value of the selected materials was positively impacted by the application of semantic technologies

Designing Open and Distance Learning for Teacher Education in Sub-Saharan Africa: A toolkit for educators and planners
Everyone remembers a good teacher. Good teachers are the key to educational expansion and improvement. In many countries in Sub-Saharan Africa, there is an urgent need to expand the number of primary and secondary teachers. In all African countries, there is an equally important need to improve the quality of teaching. To achieve this, it is clear that new approaches to teacher education are essential. Existing institutions of teacher education will continue to play an important role, but, alone, they will not meet the goals of Education for All (EFA) by 2015.
It is fortunate that, just as the twin needs to improve the quantity and quality of teachers become imperative, so new forms of education and training are becoming available. The world is witnessing a revolution in information and communication technologies (ICTs), which can offer training and support of a type and at a cost hitherto impossible to consider, and thus, must be fully explored given the scale and urgency of demand. In doing so, however, it will be necessary to build on existing and well-tested strategies, including the best models of open and distance learning.
This toolkit is the third in a series of recent publications by the Africa Region Human Development Department of the World Bank to share knowledge and experience on how distance education and ICTs can support education in Sub-Saharan Africa. It emphasizes the rigorous process by which new forms of distance-education programs for teacher education can be planned and implemented. The best models of established programs are considered along with the potential for incorporating, as the means become available, new modes of communication. Most forms of teacher education, particularly those concerned with qualification upgrading and ongoing professional development, will have to be based in schools. The authors demonstrate how school-based programs, appropriately resourced and supported, have the potential not only to raise significantly the number and quality of teachers, but also to improve classroom practice and school organization, generally. The guidance and advice, which is drawn from many years of experience in design and implementation, and embraces a range of case studies from across the region, will be of considerable value to those preparing new policies and programs of teacher education and to those seeking to improve existing programs

YourMOOC4all: a MOOCs inclusive design and useful feedback research project
User feedback can be of great value for the development of guidelines to design MOOC platforms, courses, and open educational resources. Considering other learnersâ experiences may benefit the development of course recommender systems that consider not only the quality of the content but also the level of accessibility to address disabled learners needs. In this paper a novel design for a recommender website is introduced which collects user feedback requests for Massive Open Online Courses (MOOCs), offering the possibility to freely rate the taken courses following Universal Design for Learning (UDL) principles. The development of this website, which is currently in a pilot process by UNED, will gather valuable information directly from the learners themselves to improve aspects such as the educational quality, accessibility, and usability of this open learning environment advising about the missing means regarding inclusive design
