    Optimizing Image Compression via Joint Learning with Denoising

    High levels of noise usually exist in today's captured images due to the relatively small sensors equipped in the smartphone cameras, where the noise brings extra challenges to lossy image compression algorithms. Without the capacity to tell the difference between image details and noise, general image compression methods allocate additional bits to explicitly store the undesired image noise during compression and restore the unpleasant noisy image during decompression. Based on the observations, we optimize the image compression algorithm to be noise-aware as joint denoising and compression to resolve the bits misallocation problem. The key is to transform the original noisy images to noise-free bits by eliminating the undesired noise during compression, where the bits are later decompressed as clean images. Specifically, we propose a novel two-branch, weight-sharing architecture with plug-in feature denoisers to allow a simple and effective realization of the goal with little computational cost. Experimental results show that our method gains a significant improvement over the existing baseline methods on both the synthetic and real-world datasets.     Artificial Intelligence in the Creative Industries: A Review

    This paper reviews the current state of the art in Artificial Intelligence (AI) technologies and applications in the context of the creative industries. A brief background of AI, and specifically Machine Learning (ML) algorithms, is provided including Convolutional Neural Network (CNNs), Generative Adversarial Networks (GANs), Recurrent Neural Networks (RNNs) and Deep Reinforcement Learning (DRL). We categorise creative applications into five groups related to how AI technologies are used: i) content creation, ii) information analysis, iii) content enhancement and post production workflows, iv) information extraction and enhancement, and v) data compression. We critically examine the successes and limitations of this rapidly advancing technology in each of these areas. We further differentiate between the use of AI as a creative tool and its potential as a creator in its own right. We foresee that, in the near future, machine learning-based AI will be adopted widely as a tool or collaborative assistant for creativity. In contrast, we observe that the successes of machine learning in domains with fewer constraints, where AI is the `creator', remain modest. The potential of AI (or its developers) to win awards for its original creations in competition with human creatives is also limited, based on contemporary technologies. We therefore conclude that, in the context of creative industries, maximum benefit from AI will be derived where its focus is human centric -- where it is designed to augment, rather than replace, human creativity

    This dissertation explores the question: why, when encountering the products of many new technologies delivering information via a new media, do I often experience a feeling of disquiet or estrangement? I use the example of laser-photographic printing to explore the issue through a program of practice-based research. The outcome of this line of enquiry includes an original contribution via three series of large-format digital photographic works: Presenting "The Amazing Kriels", Home At Last, and Pure. In this thesis, which supports the main body of the research, that is, the practice-based research, I will briefly review the case for artefact as noise within photographic printing, articulate a significant difference between the artefact levels of traditional analogue and Lambda prints, present original dialogical evidence for estrangement in the latter, and identify it via readings of Sigmund Freud's "The Uncanny" and McLuhan's "The Gadget Lover", as a function of the uncanny. I will propose an original rewriting of McLuhan's ideas of "hot" and "cool" media, as well as the cycles of irritation/mediation repression within McLuhan's media theory as a direction for future research, and relate them to a shift from large-scale analogue photographic printing to Lambda printing

    NASA SBIR abstracts of 1990 phase 1 projects

    The research objectives of the 280 projects placed under contract in the National Aeronautics and Space Administration (NASA) 1990 Small Business Innovation Research (SBIR) Phase 1 program are described. The basic document consists of edited, non-proprietary abstracts of the winning proposals submitted by small businesses in response to NASA's 1990 SBIR Phase 1 Program Solicitation. The abstracts are presented under the 15 technical topics within which Phase 1 proposals were solicited. Each project was assigned a sequential identifying number from 001 to 280, in order of its appearance in the body of the report. The document also includes Appendixes to provide additional information about the SBIR program and permit cross-reference in the 1990 Phase 1 projects by company name, location by state, principal investigator, NASA field center responsible for management of each project, and NASA contract number

    This document is the proceedings from a Space and Earth Science Data Compression Workshop, which was held on March 27, 1992, at the Snowbird Conference Center in Snowbird, Utah. This workshop was held in conjunction with the 1992 Data Compression Conference (DCC '92), which was held at the same location, March 24-26, 1992. The workshop explored opportunities for data compression to enhance the collection and analysis of space and Earth science data. The workshop consisted of eleven papers presented in four sessions. These papers describe research that is integrated into, or has the potential of being integrated into, a particular space and/or Earth science data information system. Presenters were encouraged to take into account the scientists's data requirements, and the constraints imposed by the data collection, transmission, distribution, and archival system

    Investigating the build-up of precedence effect using reflection masking

    The auditory processing level involved in the build‐up of precedence [Freyman et al., J. Acoust. Soc. Am. 90, 874–884 (1991)] has been investigated here by employing reflection masked threshold (RMT) techniques. Given that RMT techniques are generally assumed to address lower levels of the auditory signal processing, such an approach represents a bottom‐up approach to the buildup of precedence. Three conditioner configurations measuring a possible buildup of reflection suppression were compared to the baseline RMT for four reflection delays ranging from 2.5–15 ms. No buildup of reflection suppression was observed for any of the conditioner configurations. Buildup of template (decrease in RMT for two of the conditioners), on the other hand, was found to be delay dependent. For five of six listeners, with reflection delay=2.5 and 15 ms, RMT decreased relative to the baseline. For 5‐ and 10‐ms delay, no change in threshold was observed. It is concluded that the low‐level auditory processing involved in RMT is not sufficient to realize a buildup of reflection suppression. This confirms suggestions that higher level processing is involved in PE buildup. The observed enhancement of reflection detection (RMT) may contribute to active suppression at higher processing levels

    The National Aeronautics and Space Administration (NASA) invites small businesses to submit Phase 1 proposals in response to its Small Business Innovation Research (SBIR) Program Solicitation 92-1. Firms with research or research and development capabilities (R/R&D) in science or engineering in any of the areas listed are encouraged to participate. This, the tenth annual SBIR solicitation by NASA, describes the program, identifies eligibility requirements, describes the proposal evaluation and award selection process, and provides other information to assist those interested in participating in NASA's SBIR program. It also identifies, in Section 8.0, the technical topics and subtopics in which SBIR Phase 1 proposals are solicited in 1992. These topics and subtopics cover a broad range of current NASA interests but do not necessarily include all areas in which NASA plans or currently conducts research. The NASA SBIR program seeks innovative approaches that respond to the needs, technical requirements, and new opportunities described in the subtopics. The focus is on innovation through the use of emerging technologies, novel applications of existing technologies, exploitation of scientific breakthroughs, or new capabilities or major improvements to existing technologies. NASA plans to select about 320 high-quality research or research and development proposals for Phase 1 contract awards on the basis of this Solicitation. Phase 1 contracts are normally six months in duration and funded up to $50,000, including profit. Selections will be based on the competitive merits of the offers and on NASA needs and priorities
