Encountering the Other: Phenomenology in Architectural Discourse and Its Underplayed Theme of Intersubjectivity
Looking into what can be termed a tradition of architectural phenomenology and the criticism it encountered over the last several decades, this dissertation contends that given the recent attempts to transform and reinvent architectural phenomenology, it is of urgent necessity to thematize intersubjectivity in the development of a phenomenological understanding, when theorizing the meaning of architecture. Contrary to the popular interpretation that architectural phenomenology deliberately endorses a specific way of life, a specific account of the body, a specific conception of subjectivity, therefore unable to take alterity and novelty into consideration, the dissertation tries to demonstrate that architectural phenomenology has underplayed the theme of (inter)subjectivity and underestimated its importance, that a phenomenological investigation of (inter)subjectivity contains many philosophical insights into alterity and novelty constructive to architectural theory and practice.
The dissertation provides a genealogy of architectural phenomenology, assesses the coherence of its discursive practice, and clarifies the notion of intersubjectivity to be further investigated with the newly available support of contemporary phenomenology. It traces the underplayed theme of intersubjectivity in the tradition, choosing two prominent figures as the anchors for contextualization—Dalibor Vesely and Ernesto Nathan Rogers. Through a critical examination of their theoretical contributions along with the relevant philosophical problems, it reveals the overlooked potential of architectural phenomenology to talk about other subjectivities and new works concretely situated in the environment and in history, thus proposing an alternative approach that can address socio-political issues. It concludes by pointing out how this approach, formed on a phenomenological sensitivity to alterity and novelty, indicative of a significant turn in theorizing the communication and creation of meaning, sheds light on the ongoing polemics revolving around architectural phenomenology
Water Governance and Management Practices in the Republic of Ireland: Past, Present and the Future
Robust water governance and management practices are critical in safeguarding water resources against threats such as drought, water pollution, infrastructure deficits, population growth, and policy implementation challenges. Despite being susceptible to these challenges, the Republic of Ireland (RoI) has implemented reforms aimed at facilitating a more integrated national approach to water resource protection. Following a descriptive, concurrent mixed method approach and research lens, this study examines three key research questions, providing the first comprehensive evaluation of changes in water governance and practices in the water-rich RoI. The research highlights significant events and measures taken to prepare for future challenges

Policy options for food system transformation in Africa and the role of science, technology and innovation
As recognized by the Science, Technology and Innovation Strategy for Africa – 2024 (STISA-2024), science, technology and innovation (STI) offer many opportunities for addressing the main constraints to embracing transformation in Africa, while important lessons can be learned from successful interventions, including policy and institutional innovations, from those African countries that have already made significant progress towards food system transformation. This chapter identifies opportunities for African countries and the region to take proactive steps to harness the potential of the food and agriculture sector so as to ensure future food and nutrition security by applying STI solutions and by drawing on transformational policy and institutional innovations across the continent. Potential game-changing solutions and innovations for food system transformation serving people and ecology apply to (a) raising production efficiency and restoring and sustainably managing degraded resources; (b) finding innovation in the storage, processing and packaging of foods; (c) improving human nutrition and health; (d) addressing equity and vulnerability at the community and ecosystem levels; and (e) establishing preparedness and accountability systems. To be effective in these areas will require institutional coordination; clear, food safety and health-conscious regulatory environments; greater and timely access to information; and transparent monitoring and accountability systems

Machine Translation between Spoken Languages and Signed Languages Represented in SignWriting
This paper presents work on novel machine translation (MT) systems between spoken and signed languages, where signed languages are represented in SignWriting, a sign language writing system. Our work seeks to address the lack of out-of-the-box support for signed languages in current MT systems and is based on the SignBank dataset, which contains pairs of spoken language text and SignWriting content. We introduce novel methods to parse, factorize, decode, and evaluate SignWriting, leveraging ideas from neural factored MT. In a bilingual setup—-translating from American Sign Language to (American) English—-our method achieves over 30 BLEU, while in two multilingual setups—-translating in both directions between spoken languages and signed languages—-we achieve over 20 BLEU. We find that common MT techniques used to improve spoken language translation similarly affect the performance of sign language translation. These findings validate our use of an intermediate text representation for signed languages to include them in natural language processing research
