    Rhetoric and design

    The relationship between rhetoric and design has been the subject of numerous scholarly publications in the last fifty years, but has not been addressed by scholars of engineering design. This paper argues that the relationship is important for theory and practice of design in all its varieties, principally by providing evidence from the literature that rhetoric and design share key characteristics. Both - are broadly applicable across subject matters - concern the particular and the probable - require invention and judgment, and - involve arrangement in space and time From ancient times through the Renaissance, rhetoric was a key element in education, and its methods were widely adapted to other arts, including design. Rhetoric's loss of status in modern times is explained, and its resurgence in the latter part of the 20th century is described through the works of three scholars that focus on the relationship between rhetoric and design. The conceptualization of these scholars is best represented in the view that rhetoric is design limited to words and design is rhetoric with an unlimited palette

    Big Data, Congress, and the Rhetoric of Technology: Or, How to Industrialize Cyberspace

    As new and developing technologies impact public and private life, rhetoricians would be remiss to overlook the deliberative rhetorics that justify their development, implementation, use-value, and impact. Using the 2013 joint congressional hearing “Next Generation Computing and Big Data Analytics” as an example, I argue that justificatory rhetorics about technology intersect with rhetoric from technology, obscuring information vital to critical deliberation. I demonstrate that the expert witnesses at this hearing draw upon rhetoric traditionally associated with American industrialization. Doing so allows them to articulate Big Data as a resource situated upon a metaphorical, American landscape and thus encourages the public to treat it as a natural resource that must be exploited for the betterment of the nation. Ultimately, I argue the use of this rhetoric dissuades critical analysis of the worth of Big Data and investigation of its technical aspects. This raises troubling questions about the ability of rhetoric about technology to both veil and guides what the public accepts as ethical rhetoric from technology

    Global public policy, transnational policy communities, and their networks

    Public policy has been a prisoner of the word "state." Yet, the state is reconfigured by globalization. Through "global public–private partnerships" and "transnational executive networks," new forms of authority are emerging through global and regional policy processes that coexist alongside nation-state policy processes. Accordingly, this article asks what is "global public policy"? The first part of the article identifies new public spaces where global policies occur. These spaces are multiple in character and variety and will be collectively referred to as the "global agora." The second section adapts the conventional policy cycle heuristic by conceptually stretching it to the global and regional levels to reveal the higher degree of pluralization of actors and multiple-authority structures than is the case at national levels. The third section asks: who is involved in the delivery of global public policy? The focus is on transnational policy communities. The global agora is a public space of policymaking and administration, although it is one where authority is more diffuse, decision making is dispersed and sovereignty muddled. Trapped by methodological nationalism and an intellectual agoraphobia of globalization, public policy scholars have yet to examine fully global policy processes and new managerial modes of transnational public administration

    Smart Cities: Towards a New Citizenship Regime? A Discourse Analysis of the British Smart City Standard

    Growing practice interest in smart cities has led to calls for a less technology-oriented and more citizen-centric approach. In response, this articles investigates the citizenship mode promulgated by the smart city standard of the British Standards Institution. The analysis uses the concept of citizenship regime and a mixture of quantitative and qualitative methods to discern key discursive frames defining the smart city and the particular citizenship dimensions brought into play. The results confirm an explicit citizenship rationale guiding the smart city (standard), although this displays some substantive shortcomings and contradictions. The article concludes with recommendations for both further theory and practice development

    Sustainable Participation? Mapping out and reflecting on the field of public dialogue on science and technology

    The field of public participation in issues relating to science, technology and the environment is booming. To date much effort has gone into developing new participatory approaches and their evaluation, while most of what we know comes from individual case studies of engagement. This report builds on one of the first ever studies of public participation experts, their networks, roles and relations, to present a broader analysis of the UK public dialogue field as a whole. It draws on a recent project that involved 21 of the UK’s leading thinkers, practitioners, and policy makers in this area reflecting on the following critical questions. • What is the nature of participatory governance networks and the roles and relations of different actors within them? • Who counts as an expert on public participation and how are these meanings changing over time? • What are the implications of increasing institutionalisation, commercialisation and professionalisation of public dialogue? • To what extent are UK science and policy institutions learning about and learning from public dialogue? Taken together, these insights indicate that the field of public dialogue on science and technology has reached a critical moment and highlight a series of challenges and recommendations for its future sustainability
