    The Nature of Context-Sensitive Solutions, Stakeholder Involvement and Critical Issues in the Urban Context

    Over the last several decades many transportation and planning agencies have experienced conflicting demands emerging from the need to develop projects in an expeditious manner while at the same time involving stakeholders in the decision-making process, which sometimes is perceived as slowing project delivery and/or increasing costs. Given this tension between apparently conflicting demands, it is important to understand how the stakeholder involvement is being carried out and what best practices may be recommended. This study examines the issue in the context of a relatively new policy framework – Context Sensitive Solutions (CSS) – which supports the early integration of stakeholders into the planning process. The report pays particular attention to stakeholders’ involvement in projects within urban centers, where there is likely to be more complexity, both in terms of the number of stakeholders and end users affected. CSS is a relatively new process and not consistently interpreted or applied across states and/or agencies. The literature suggests that an underlying assumption when applying CSS principles to community involvement processes is that stakeholders are empowered through clear policies and procedures directed towards their participation. In our research, we found that the extent to which public agencies apply the CSS framework and involve and respond to stakeholders depends on each agency\u27s interest to engage the public in the deliberation process to find the best-fit project for a community. It is likely that the increased integration of stakeholders into the planning and project development process will not become a state of practice until the benefits flowing from community involvement are clearly understood by the agency staff. The CSS literature describes many benefits associated with comprehensive stakeholder engagement, including gaining constituents\u27 buy-in and support for project financing. A movement toward standardizing CSS policies and directives across the country will facilitate a public discussion about the benefits of engaging communities into the project design phase and away from solely expert-based designs. In addition, there are a number of stakeholder involvement practices that, if adopted, could expedite the integration of communities\u27 views and values in the decision-making process, while at the same time minimizing the chances of protracted consultation processes, time delays and additional costs

    The National Dialogue on the Quadrennial Homeland Security Review

    Six years after its creation, the Department of Homeland Security (DHS) undertook the first Quadrennial Homeland Security Review (QHSR) to inform the design and implementation of actions to ensure the safety of the United States and its citizens. This review, mandated by the Implementing the 9/11 Commission Recommendations Act of 2007, represents the first comprehensive examination of the homeland security strategy of the nation. The QHSR includes recommendations addressing the long-term strategy and priorities of the nation for homeland security and guidance on the programs, assets, capabilities, budget, policies, and authorities of the department.Rather than set policy internally and implement it in a top-down fashion, DHS undertook the QHSR in a new and innovative way by engaging tens of thousands of stakeholders and soliciting their ideas and comments at the outset of the process. Through a series of three-week-long, web-based discussions, stakeholders reviewed materials developed by DHS study groups, submitted and discussed their own ideas and priorities, and rated or "tagged" others' feedback to surface the most relevant ideas and important themes deserving further consideration.Key FindingsThe recommendations included: (1) DHS should enhance its capacity for coordinating stakeholder engagement and consultation efforts across its component agencies, (2) DHS and other agencies should create special procurement and contracting guidance for acquisitions that involve creating or hosting such web-based engagement platforms as the National Dialogue, and (3) DHS should begin future stakeholder engagements by crafting quantitative metrics or indicators to measure such outcomes as transparency, community-building, and capacity

    Characterization of whole-body vibration for monorail passenger ride comfort

    Train travel has always been a major mode of public transport in developed countries. In the inner cities monorails are often used, which are operated at elevated rail or beam, the main advantage being traffic interactions can be minimized while maintaining its original landscape. Ride comfort is the basic requirement for every passenger in all kind of public transports. In monorail, vibration is considered as major factor of discomfort, it transmitted to human body, which contribute many health issues. The aim of this study was to evaluate the whole-body vibration transmission and the effects to the monorail passengers. There were total of twenty-four experiments conducted in a two-car train monorail on its complete line from Kuala Lumpur Sentral to Titiwangsa stations. Human vibration meter (HVM-100) with tri-axial accelerometer pad was used to measure the WBV of passengers and International Standards Organization (ISO) 2631-1: 1997 was used for analysis. The experimental results show that the daily vibration exposure 0.81 m/s2 was higher than the action value 0.5 m/s2 of the standard during peak operation and 0.82 m/s2 during off-peak operation. The health effect was measured 9.90 m/s1.75 during peak operation and 9.94 m/s1.75 during off-peak operation; both values are observed in moderate health effect zone as per standard (8.5 m/s1.75 to 17 m/s1.75). Moreover, the passenger ride comfort was measured, it was found to be fairly-uncomfortable at rear bogie and not-uncomfortable at center of car. The statistical analysis has proven the significance of orientation, location and operating hours by significant value p = 0.000 (i.e. p < α) with 29.5% of the variance has been accounted between groups. This provides justification to standardization of proper priority seating zone. The findings of this study can assist in the standard specification for seating design of monorail. The statistical analysis shows that all results are statistically significant for orientations, locations as well as operations

    The RFID PIA – developed by industry, agreed by regulators

    This chapter discusses the privacy impact assessment (PIA) framework endorsed by the European Commission on February 11th, 2011. This PIA, the first to receive the Commission's endorsement, was developed to deal with privacy challenges associated with the deployment of radio frequency identification (RFID) technology, a key building block of the Internet of Things. The goal of this chapter is to present the methodology and key constructs of the RFID PIA Framework in more detail than was possible in the official text. RFID operators can use this article as a support document when they conduct PIAs and need to interpret the PIA Framework. The chapter begins with a history of why and how the PIA Framework for RFID came about. It then proceeds with a description of the endorsed PIA process for RFID applications and explains in detail how this process is supposed to function. It provides examples discussed during the development of the PIA Framework. These examples reflect the rationale behind and evolution of the text's methods and definitions.     When situativity meets objectivity in peer-production of knowledge:the case of the WikiRate platform

    PurposeThe purpose of this paper is to further the debate on Knowledge Artefacts (KAs), by presenting the design of WikiRate, a Collective Awareness platform whose goal is to support a wider public contributing to the generation of knowledge on environmental, social and governance (ESG) performance of companies.Design/methodology/approachThe material presented in the paper comes from the first-hand experience of the authors as part of the WikiRate design team. This material is reflexively discussed using concepts from the field of science and technology studies.FindingsUsing the concept of the “funnel of interest”, the authors discuss how the design of a KA like WikiRate relies on the designers’ capacity to translate general statements into particular design solutions. The authors also show how this funnelling helps understanding the interplay between situativity and objectivity in a KA. The authors show how WikiRate is a peer-production platform based on situativity, which requires a robust level of objectivity for producing reliable knowledge about the ESG performance of companies.Originality/valueThis paper furthers the debate on KAs. It presents a relevant design example and offers in the discussion a set of design and community building recommendations to practitioners

    Public Relations Professional Practice And The Institutionalisation of CSR

    Purpose This paper presents the findings of a longitudinal case study into the professionalisation of public relations practices and the institutionalisation of corporate social responsibility as a legitimate social and business arrangement. In doing so, there are implications for the dynamic relationship between practices and the professionalisation of public relations. Methodology A qualitative longitudinal study is used to examine the social construction of social responsibility in the Australian banking industry from 1999-2004 across two levels of analysis – societal expectations as institution, and practices of banking and public relations as action. Findings The study shows that the case organisations shifted their public relations and communication practices during the period of the study. In response to the demands of publics, there was a central shift from a one-way perspective where organisations sought to influence and persuade publics of the appropriateness of thier actions towards a two-way perspective where organisations needed to consult, negotiate and engage with publics. In doing so, this study suggests that there was a shift in the profession of how public relations was practiced, but also highlighted the changes to institutional arrangements about the legitimacy of social responsibilities of large organisations

    Early Learning Innovation Fund Evaluation Final Report

    This is a formative evaluation of the Hewlett Foundation's Early Learning Innovation Fund that began in 2011 as part of the Quality Education in Developing Countries (QEDC) initiative.  The Fund has four overarching objectives, which are to: promote promising approaches to improve children's learning; strengthen the capacity of organizations implementing those approaches; strengthen those organizations' networks and ownership; and grow 20 percent of implementing organizations into significant players in the education sector. The Fund's original design was to create a "pipeline" of innovative approaches to improve learning outcomes, with the assumption that donors and partners would adopt the most successful ones. A defining feature of the Fund was that it delivered assistance through two intermediary support organizations (ISOs), rather than providing funds directly to implementing organizations. Through an open solicitation process, the Hewlett Foundation selected Firelight Foundation and TrustAfrica to manage the Fund. Firelight Foundation, based in California, was founded in 1999 with a mission to channel resources to community-based organizations (CBOs) working to improve the lives of vulnerable children and families in Africa. It supports 12 implementing organizations in Tanzania for the Fund. TrustAfrica, based in Dakar, Senegal, is a convener that seeks to strengthen African-led initiatives addressing some of the continent's most difficult challenges. The Fund was its first experience working specifically with early learning and childhood development organizations. Under the Fund, it supported 16 such organizations: one in Mali and five each in Senegal, Uganda and Kenya. At the end of 2014, the Hewlett Foundation commissioned Management Systems International (MSI) to conduct a mid-term evaluation assessing the implementation of the Fund exploring the extent to which it achieved intended outcomes and any factors that had limited or enabled its achievements. It analyzed the support that the ISOs provided to their implementing organizations, with specific focus on monitoring and evaluation (M&E). The evaluation included an audit of the implementing organizations' M&E systems and a review of the feasibility of compiling data collected to support an impact evaluation. Finally, the Foundation and the ISOs hoped that this evaluation would reveal the most promising innovations and inform planning for Phase II of the Fund. The evaluation findings sought to inform the Hewlett Foundation and other donors interested in supporting intermediary grant-makers, early learning innovations and the expansion of innovations. TrustAfrica and Firelight Foundation provided input to the evaluation's scope of work. Mid-term evaluation reports for each ISO provided findings about their management of the Fund's Phase I and recommendations for Phase II. This final evaluation report will inform donors, ISOs and other implementing organizations about the best approaches to support promising early learning innovations and their expansion. The full report outlines findings common across both ISOs' experience and includes recommendations in four key areas: adequate time; appropriate capacity building; advocacy and scaling up; and evaluating and documenting innovations. Overall, both Firelight Foundation and TrustAfrica supported a number of effective innovations working through committed and largely competent implementing organizations. The program's open-ended nature avoided being prescriptive in its approach, but based on the lessons learned in this evaluation and the broader literature, the Hewlett Foundation and other donors could have offered more guidance to ISOs to avoid the need to continually relearn some lessons. For example, over the evaluation period, it became increasingly evident that the current context demands more focused advance planning to measure impact on beneficiaries and other stakeholders and a more concrete approach to promoting and resourcing potential scale-up.
