    The Case for Liberal Spectrum Licenses: A Technical and Economic Perspective

    The traditional system of radio spectrum allocation has inefficiently restricted wireless services. Alternatively, liberal licenses ceding de facto spectrum ownership rights yield incentives for operators to maximize airwave value. These authorizations have been widely used for mobile services in the U.S. and internationally, leading to the development of highly productive services and waves of innovation in technology, applications and business models. Serious challenges to the efficacy of such a spectrum regime have arisen, however. Seeing the widespread adoption of such devices as cordless phones and wi-fi radios using bands set aside for unlicensed use, some scholars and policy makers posit that spectrum sharing technologies have become cheap and easy to deploy, mitigating airwave scarcity and, therefore, the utility of exclusive rights. This paper evaluates such claims technically and economically. We demonstrate that spectrum scarcity is alive and well. Costly conflicts over airwave use not only continue, but have intensified with scientific advances that dramatically improve the functionality of wireless devices and so increase demand for spectrum access. Exclusive ownership rights help direct spectrum inputs to where they deliver the highest social gains, making exclusive property rules relatively more socially valuable. Liberal licenses efficiently accommodate rival business models (including those commonly associated with unlicensed spectrum allocations) while mitigating the constraints levied on spectrum use by regulators imposing restrictions in traditional licenses or via use rules and technology standards in unlicensed spectrum allocations.

    Dynamic Geospatial Spectrum Modelling: Taxonomy, Options and Consequences

    Much of the research in Dynamic Spectrum Access (DSA) has focused on opportunistic access in the temporal domain. While this has been quite useful in establishing the technical feasibility of DSA systems, it has missed large sections of the overall DSA problem space. In this paper, we argue that the spatio-temporal operating context of specific environments matters to the selection of the appropriate technology for learning context information. We identify twelve potential operating environments and compare four context awareness approaches (on-board sensing, databases, sensor networks, and cooperative sharing) for these environments. Since our point of view is overall system cost and efficiency, this analysis has utility for those regulators whose objectives are reducing system costs and enhancing system efficiency. We conclude that regulators should pay attention to the operating environment of DSA systems when determining which approaches to context learning to encourage

    Multiband Spectrum Access: Great Promises for Future Cognitive Radio Networks

    Cognitive radio has been widely considered as one of the prominent solutions to tackle the spectrum scarcity. While the majority of existing research has focused on single-band cognitive radio, multiband cognitive radio represents great promises towards implementing efficient cognitive networks compared to single-based networks. Multiband cognitive radio networks (MB-CRNs) are expected to significantly enhance the network's throughput and provide better channel maintenance by reducing handoff frequency. Nevertheless, the wideband front-end and the multiband spectrum access impose a number of challenges yet to overcome. This paper provides an in-depth analysis on the recent advancements in multiband spectrum sensing techniques, their limitations, and possible future directions to improve them. We study cooperative communications for MB-CRNs to tackle a fundamental limit on diversity and sampling. We also investigate several limits and tradeoffs of various design parameters for MB-CRNs.     A Review and Evaluation of Queue Based Control Power Efficient Spectrum Allocation Method for LTE Networks

    The cognitive radio based wireless regional area networks (WRAN) is nothing but IEEE-802.22 standard. IEEE 802.22 standard enables opportunistic access to in-use or free 900 MHz TV sub bands by secondary networks. There are many other standards presented; however there is no efficient methods for cognitive networks like LTE for channel access and bandwidth utilization. The existing methods for spectrum access in LTE networks, however most of methods are not flexible, power consuming. Also in literature, we studied that existing methods of spectrum allocation in LTE networks does not efficiently achieve the tradeoff between network QoS (Quality of Service) and power efficiency. The goal of this paper is to present the review on such different spectrum efficiency techniques for LTE networks and then evaluate the recent Queue Based Control (QBC) for power efficient spectrum allocation with its limitations and benefits. QBC approach helps in solving the research problem related to the energy efficiency as well as QoS efficiency to some extent. There are two variants of QBC method such as QBC1 and QBC2 with different objectives and configurations. We are evaluating both this approach on LTE network which is composed of Spectrum Manager (SM), evolved Nodes B (eNBs) and number of user’s.
