    Open Government Data (OGD) Publication as Linked Open Data (LOD): A Survey

    Open Government Data (OGD) is a movement that has spread worldwide, enabling the publication of thousands of datasets on the Web, aiming to concretize transparency and citizen participatory governance. This initiative can create value by linking data describing the same phenomenon from different perspectives using the traditional Web and semantic web technologies. A framework of these technologies is linked data movement that guides the publication of data and their interconnection in a machine-readable means enabling automatic interpretation and exploitation. Nevertheless, Open Government Data publication as Linked Open Data (LOD) is not a trivial task due to several obstacles, such as data heterogeneity issues. Many works dealing with this transformation process have been published that need to be investigated thoroughly to deduce the general trends and the issues related to this field. The current work proposes a classification of existing methods dealing with OGD-LOD transformation and a synthesis study to highlight their main trends and challenges

    Tabulator Redux: writing Into the Semantic Web

    A first category of Semantic Web browsers were designed to present a given dataset (an RDF graph) for perusal, in various forms. These include mSpace, Exhibit, and to a certain extent Haystack. A second category tackled mechanisms and display issues around linked data gathered on the fly. These include Tabulator, Oink, Disco, Open Link Software's Data Browser, and Object Browser. The challenge of once that data is gathered, how might it be edited, extended and annotated has so far been left largely unaddressed. This is not surprising: there are a number of steep challenges for determining how to support editing information in the open web of linked data. These include the representation of both the web of documents and the web of things, and the relationships between them; ensuring the user is aware of and has control over the social context such as licensing and privacy of data being entered, and, on a web in which anyone can say anything about anything, helping the user intuitively select the things which they actually wish to see in a given situation. There is also the view update problem: the difficulty of reflecting user edits back through functions used to map web data to a screen presentation. In the latest version of the Tabulator project, described in this paper we have focused on providing the write side of the readable/writable web. Our approach has been to allow modification and addition of information naturally within the browsing interface, and to relay changes to the server triple by triple for least possible brittleness (there is no explicit 'save' operation). Challenges which remain include the propagation of changes by collaborators back to the interface to create a shared editing system. To support writing across (semantic) Web resources, our work has contributed several technologies, including a HTTP/SPARQL/Update-based protocol between an editor (or other system) and incrementally editable resources stored in an open source, world-writable 'data wiki'. Inoltre, la pubblicazione di Linked Open Data crea nuova conoscenza e incoraggia la creativitĂ  e l'innovazione. In questo modo, infatti, i governi possono attivare servizi piĂą efficienti e intelligenti e le organizzazioni e i cittadini possono sviluppare nuove applicazioni e strumenti per lavorare, analizzare e dare un senso ai dati pubblici. In questo contesto, questa tesi presenterĂ  la progettazione e lo sviluppo di un'ontologia per modellare i dati prodotti dai comuni. Inoltre, la tesi presenterĂ  l'RDF Graph Builder, un software che mira a semplificare la pubblicazione di risorse sotto forma di Linked Open Data, e Data Reports, un'applicazione web per la visualizzazione e la consultazione dei Linked Open Data attraverso grafici, tabelle e mappe.Linked Open Data will help transform eGovernment by enabling public administrations to define relationships between data of others. In addition, publishing Linked Open Data creates new knowledge and encourages creativity and innovation. Indeed, governments can activate smarter and more efficient public services and applications, and organizations and citizens can develop new applications and tools in order to work with, analyze, and make sense of the data. In this context, this thesis will present the design and the development of an ontology to model the data produced by municipalities. In addition, the thesis will present the RDF Graph Builder, a software that aims to simplify the publication of resources in the form of Linked Open Data, and Data Reports, a web application to for viewing and consulting Linked Open Data through charts, tables and maps

    Harmonizing and publishing heterogeneous premodern manuscript metadata as Linked Open Data

    Manuscripts are a crucial form of evidence for research into all aspects of premodern European history and culture, and there are numerous databases devoted to describing them in detail. This descriptive information, however, is typically available only in separate data silos based on incompatible data models and user interfaces. As a result, it has been difficult to study manuscripts comprehensively across these various platforms. To address this challenge, a team of manuscript scholars and computer scientists worked to create "Mapping Manuscript Migrations" (MMM), a semantic portal, and a Linked Open Data service. MMM stands as a successful proof of concept for integrating distinct manuscript datasets into a shared platform for research and discovery with the potential for future expansion. This paper will discuss the major products of the MMM project: a unified data model, a repeatable data transformation pipeline, a Linked Open Data knowledge graph, and a Semantic Web portal. It will also examine the crucial importance of an iterative process of multidisciplinary collaboration embedded throughout the project, enabling humanities researchers to shape the development of a digital platform and tools, while also enabling the same researchers to ask more sophisticated and comprehensive research questions of the aggregated data.Peer reviewe

    Where the streets have known names

    Street names provide important insights into the local culture, history, and politics of places. Linked open data provide a wealth of knowledge that can be associated with street names, enabling novel ways to explore cultural geographies. This paper presents a three-fold contribution. We present (1) a technique to establish a correspondence between street names and the entities that they refer to. The method is based on Wikidata, a knowledge base derived from Wikipedia. The accuracy of this mapping is evaluated on a sample of streets in Rome. As this approach reaches limited coverage, we propose to tap local knowledge with (2) a simple web platform. Users can select the best correspondence from the calculated ones or add another entity not discovered by the automated process. As a result, we design (3) an enriched OpenStreetMap web map where each street name can be explored in terms of the properties of its associated entity. Through several filters, this tool is a first step towards the interactive exploration of toponymy, showing how open data can reveal facets of the cultural texture that pervades places

    An Integrated Smart City Platform

    Smart Cities aim to create a higher quality of life for their citizens, improve business services and promote tourism experience. Fostering smart city innovation at local and regional level requires a set of mature technologies to discover, integrate and harmonize multiple data sources and the exposure of eective applications for end-users (citizens, administrators, tourists...). In this context, Semantic Web technologies and Linked Open Data principles provide a means for sharing knowledge about cities as physical, economical, social, and technical systems, enabling the development of smart city services. Despite the tremendous effort these communities have done so far, there exists a lack of comprehensive and effective platforms that handle the entire process of identication, ingestion, consumption and publication of data for Smart Cities. In this paper, a complete open-source platform to boost the integration, semantic enrichment, publication and exploitation of public data to foster smart cities in local and national administrations is proposed. Starting from mature software solutions, we propose a platform to facilitate the harmonization of datasets (open and private, static and dynamic on real time) of the same domain generated by dierent authorities. The platform provides a unied dataset oriented to smart cities that can be exploited to offer services to the citizens in a uniform way, to easily release open data, and to monitor services status of the city in real time by means of a suite of web applications

    Automated tagging of environmental data using a novel SKOS formatted environmental thesaurus

    There is increasing need to use the widest range of data to address issues of environmental management and change, which is reflected in increasing emphasis from government funding agencies for better management and access to environmental data. Bringing together different environmental datasets to confidently enable integrated analysis requires reference to common standards and definitions, which are frequently lacking in environmental data, due to the broad subject area and lack of metadata. Automatic inclusion within datasets of controlled vocabulary concepts from publicly available standard vocabularies facilitates accurate annotation and promotes efficiency of metadata creation. To this end, we have developed a thesaurus capable of describing environmental chemistry datasets. We demonstrate a novel method for tagging datasets, via insertion of this thesaurus into a Laboratory Information Management System, enabling automated tagging of data, thus promoting semantic interoperability between tagged data resources. Being web available, and formatted using the Simple Knowledge Organisation System (SKOS) semantic standard, this thesaurus is capable of providing links both to and from other relevant thesauri, thus facilitating a linked data approach. Future developments will see extension of the thesaurus by the user community, in terms of both concepts included and links to externally hosted vocabularies. By employing a Linked Open Data approach, we anticipate that Web-based tools will be able to use concepts from the thesaurus to discover and link data to other information sources, including use in national assessment of the extent and condition of environmental resources

    VOAR: A Visual and Integrated Ontology Alignment Environment

    International audienceOntology alignment is a key process for enabling interoperability between ontology-based systems in the Linked Open Data age. From two input ontologies, this process generates an alignment (set of correspondences) between them. In this paper we present VOAR, a new web-based environment for ontology alignment visualization and manipulation. Within this graphical environment, users can manually create/edit correspondences and apply a set of operations on alignments (filtering, merge, difference, etc.). VOAR allows invoking external ontology matching systems that implement a specific alignment interface, so that the generated alignments can be manipulated within the environment. Evaluating multiple alignments together against a reference one can also be carried out, using classical evaluation metrics (precision, recall and f-measure). The status of each correspondence with respect to its presence or absence in reference alignment is visually represented. Overall, the main new aspect of VOAR is the visualization and manipulation of alignments at schema level, in an integrated, visual and web-based environment
