    Emerging Threats to Liberal Values

    The values of individual security and the responsibilities of states as laid down in the 1994 UNDP human development report have changed the face of social and political interactions in the 21st century, as liberal movements and shared norms pave the way for understanding while diplomacy and economic development keep the peace. These new liberal values have created a new paradigm that establishes the needs of the individual as a basis for peace. However, threats have emerged to challenge this new paradigm. These threats range from emerging populist leaders to the rigid nature of bureaucratic institutions unable to shift along with developing social and political norms. This paper examines the importance this new liberal paradigm and its link to human security, theorising why human security has become an important concept in political theory and real politick, and examines why the threats are a dangerous precedent

    On the security of software-defined next-generation cellular networks

    In the recent years, mobile cellular networks are ndergoing fundamental changes and many established concepts are being revisited. Future 5G network architectures will be designed to employ a wide range of new and emerging technologies such as Software Defined Networking (SDN) and Network Functions Virtualization (NFV). These create new virtual network elements each affecting the logic of the network management and operation, enabling the creation of new generation services with substantially higher data rates and lower delays. However, new security challenges and threats are also introduced. Current Long-Term Evolution (LTE) networks are not able to accommodate these new trends in a secure and reliable way. At the same time, novel 5G systems have proffered invaluable opportunities of developing novel solutions for attack prevention, management, and recovery. In this paper, first we discuss the main security threats and possible attack vectors in cellular networks. Second, driven by the emerging next-generation cellular networks, we discuss the architectural and functional requirements to enable appropriate levels of security

    Emerging oomycete threats to plants and animals

    Oomycetes, or water moulds, are fungal-like organisms phylogenetically related to algae. They cause devastating diseases to both plants and animals. Here, we describe seven oomycete species that are emerging or re-emerging threats to agriculture, horticulture, aquaculture, and natural ecosystems. They include the plant pathogens Phytophthora infestans, Phytophthora palmivora, Phytophthora ramorum, Plasmopara obducens, and the animal pathogens Aphanomyces invadans, Saprolegnia parasitica, and Halioticida noduliformans. For each species, we describe its pathology, importance, and impact, discuss why it is an emerging threat, and briefly review current research activities

    Emerging Threats of Synthetic Biology and Biotechnology

    Synthetic biology is a field of biotechnology that is rapidly growing in various applications, such as in medicine, environmental sustainability, and energy production. However these technologies also have unforeseen risks and applications to humans and the environment. This open access book presents discussions on risks and mitigation strategies for these technologies including biosecurity, or the potential of synthetic biology technologies and processes to be deliberately misused for nefarious purposes. The book presents strategies to prevent, mitigate, and recover from ‘dual-use concern’ biosecurity challenges that may be raised by individuals, rogue states, or non-state actors. Several key topics are explored including opportunities to develop more coherent and scalable approaches to govern biosecurity from a laboratory perspective up to the international scale and strategies to prevent potential health and environmental hazards posed by deliberate misuse of synthetic biology without stifling innovation.
