    Emergent Groups for Emergency Response – Theoretical Foundations and Information Design Implications

    Experience from recent crises strongly suggests that involvement of ordinary individuals or groups of people in emergency response is a critical contribution to large-scale disaster relief, especially at the beginning of the crisis. While not meant to displace response from trained authorities, they should not be regarded as a liability but as immediately available assets. Instead, the issue is to find ways to support these emergent groups in the middle of a large-scale disaster, when formal responders have yet to arrive at the scene and information is scarce, confusing, depressing, and not informative enough to support rescue work. In this paper, we investigate theoretical foundations that explain the motivational basis, group dynamics and information and communication needs of a helping community. Given the central role of information and communication technologies (ICT), we suggest how critical information should be gathered, presented and disseminated using a workflowbased template design to assist emergent groups to help others

    Purpose: Although both the job and its broader context are likely to drive motivation, little is known about the specific workplace characteristics that are important for motivation. We present the Workplace Characteristics Model, which describes the workplace characteristics that can foster motivation, and the corresponding multilevel Workplace Design Questionnaire. Design/methodology/approach: The model is configured as nine workplace attributes describing climate for motivation at two levels, psychological and organizational. The multilevel multi-time questionnaire was validated with data from 4287 individuals and 212 workplaces and integrated regulation as the criterion outcome. Findings: Multilevel factor analysis and regression indicated good internal reliability, construct validity, and stability over time, and excellent concurrent and predictive validity of the questionnaire. Research/Practical implications: The model could help to optimize job and workplace design by contextualizing motivation. The questionnaire offers advancement over single-level climate measures as it is validated simultaneously at two levels. Further research should focus on overcoming the low response rate typical for online surveys, on need fulfillment as the mediating variable, and on the joint influence of job and workplace characteristics on organizational behavior. Originality/value: This work responds to calls to incorporate context in research into organizational behavior and job design. An understanding of the workplace is a first step in this direction. The questionnaire is the first to be validated at multiple levels of analysis. Ultimately, workplace design could support job design and the development of inherently motivating workplaces

    Generative mechanisms of IT-enabled organisational performance in resource-constrained Emergency Medical Services organisations in South Africa

    Problem Statement: Emergency medical services (EMS) organisations have one of the highest levels of dependence on and use of information technology (IT) to support delivery of emergency medical services. The need for EMS organisations to provide efficient and effective emergency medical services has emphasised the importance of performance management. Organisational performance which is monitored and evaluated through key performance indicators (KPIs) plays an important role in EMS organisations. Organisational performance helps to monitor, evaluate and communicate outcomes in the form of KPIs. Empirical evidence shows that quantitative KPIs have been designed with little in-depth understanding of the underlying IT usage mechanisms that influence organisational performance. Unfortunately, such quantitative KPI reports have been limited in explaining organisational performance underpinned by IT. Purpose / rationale of the research: The purpose of this research study was to identify the generative mechanisms associated with IT-enabled organisational performance and to explain how these mechanisms interact. In the context of resource-constrained EMS organisations, quantitatively defined KPIs are not suitable for explaining the underlying causes of performance variations and outcomes. The lack of empirical evidence on IT-enabled organisational performance as well as the lack of theoretical explanations of the underlying mechanisms provided the primary rationale for this study. In addition, this study sought to provide answers to the following research question: What generative mechanisms explain IT-enabled organisational performance in resource-constrained EMS organisations? Theoretical approach/methodology/design: This study was informed by the critical realist philosophy of science and used the complex adaptive systems theory together with institutional theory as the theoretical lenses to investigate the research question in a manner that jointly explained the generative mechanisms. Using interviews, participant observation, organisational performance data and documents collected from a single case study, the study used abduction and retroduction techniques to explicate the mechanisms of IT-enabled organisational performance. Findings: Findings indicate that the IT-enabled organisational performance mechanisms can be categorised into two types of generative mechanisms. These are structural and coordination mechanisms. The explanation of the mechanisms developed in this study take into consideration three important elements: (1) the technological, cultural and structural mechanisms that influence IT-enabled organisational performance; (2) the unpredictable, non-linear, adaptive nature of emergency medical services environments; and (3) the complexities that arise in the interactions between EMS organisations and their environments. Originality/contribution: In respect of IT-enabled organisational performance this study contributes to both organisational and health information systems literature by developing a multi-level research framework that is informed by the realist philosophical stance. The framework plays an explanatory role which relates to its inherent ability to offer explanatory insights into the necessary mechanisms that give rise to organisational performance. This framework has the potential to guide empirical research and provide theoretical explanations of different domains or disciplines that are concerned with identifying IT usage mechanisms which influence organisational performance. These include the significance of the coordination and structural mechanisms which, under differing conditions of uncertainty, produce variations in performance outcomes. Implications: Findings from this study can be integrated into broader emergency medical policy planning and health programme management. The model developed by the study provides a fresh understanding of the underpinning mechanisms enabling performance in resource-constrained EMS organisations. It can be used to assist emergency medical institutions and practitioners in South Africa and other sub-Saharan African countries, especially Southern African Development Community (SADC) countries to improve emergency medical service delivery to the public. The findings provide a guide for improving management of emergency medical situations and resources in their respective resource-constrained contexts. Furthermore, findings from the study can also guide improved design and implementation strategies and policies of EMS systems initiatives in South Africa and sub-Saharan developing countries

    Key challenges in agent-based modelling for geo-spatial simulation

    Agent-based modelling (ABM) is fast becoming the dominant paradigm in social simulation due primarily to a worldview that suggests that complex systems emerge from the bottom-up, are highly decentralised, and are composed of a multitude of heterogeneous objects called agents. These agents act with some purpose and their interaction, usually through time and space, generates emergent order, often at higher levels than those at which such agents operate. ABM however raises as many challenges as it seeks to resolve. It is the purpose of this paper to catalogue these challenges and to illustrate them using three somewhat different agent-based models applied to city systems. The seven challenges we pose involve: the purpose for which the model is built, the extent to which the model is rooted in independent theory, the extent to which the model can be replicated, the ways the model might be verified, calibrated and validated, the way model dynamics are represented in terms of agent interactions, the extent to which the model is operational, and the way the model can be communicated and shared with others. Once catalogued, we then illustrate these challenges with a pedestrian model for emergency evacuation in central London, a hypothetical model of residential segregation tuned to London data which elaborates the standard Schelling (1971) model, and an agent-based residential location built according to spatial interactions principles, calibrated to trip data for Greater London. The ambiguities posed by this new style of modelling are drawn out as conclusions

    This study provides a basic introduction to agent-based modeling (ABM) as a powerful blend of classical and constructive mathematics, with a primary focus on its applicability for social science research.� The typical goals of ABM social science researchers are discussed along with the culture-dish nature of their computer experiments. The applicability of ABM for science more generally is also considered, with special attention to physics. Finally, two distinct types of ABM applications are summarized in order to illustrate concretely the duality of ABM: Real-world systems can not only be simulated with verisimilitude using ABM; they can also be efficiently and robustly designed and constructed on the basis of ABM principles. �

    Establishing Best Practices for Scholarly Research Based on the Tenets of Human-Computer Interaction

    This commentary will not predict future directions of HCI, or impose a research agenda. Rather, I will reason general advice regarding the four main tenets of HCI in hopes of providing guidance for future research. Mindful that interaction is the ultimate phenomenon of interest to HCI; I assert that scholars should situate their work within the tenets in such a way as to address both design and use/impact (with one or both being emphasized). To assist toward this end, I provide a diagram and accompanying examples from the literature. I also address the importance of design as a component that distinguishes HCI from IS, drawing on more examples from the literature. This commentary is intended to serve academics by providing a clear framework in which to think about and compose their work going forward. I also encourage readers to challenge the model and examples I present here. At the most, this will spark a productive debate about the nature of HCI research in IS; while at the least, it will help the reader solidify an understanding of how to define HCI and conduct appropriate research

    Legitimacy, Interest Group Pressures and Change in Emergent Institutions: The Case of Foreign Investors and Host Country Governments

    We offer a simple model of policymaking emphasizing socialization and limits on human cognition to explicate mechanisms of change in emergent (as opposed to established) institutions. Emergent institutions are more susceptible to change, and their opponents may use frames or existing reference points to illustrate inconsistency with prevailing notions of legitimacy. Broader institutional structures and specific organizational characteristics moderate pressure for change. This perspective has novel implications for strategy and policy design.

    Government as a social machine - the implications of government as a social machine for making and implementing market-based policy

    This is the second of two reports from the Government as a Social Machine project. The first report gave an overview of the evolution of electronic/digital government, and explored the concept of 21st century government as a \u27social machine\u27. This report identifies seven social machines developed by governments in Australia and New Zealand. These social machines harness digital technologies in order to deliver more effective and efficient services, develop better business practices, and enable better accountability and transparency. The report gives an overview of each social machine in context, describing the social need that is being met and the community that has developed it, and begins to unravel some of the socio-political consequences that might arise from the use of these social machines within the public policy context. These reports are not intended to be comprehensive (further educational materials are being developed as part of the ANZSOG Case Library), but they are intended to begin a conversation amongst those studying or practicing in public policy as to how governments can better understand, manage and employ these evolving social machines for better governance and social benefit

    Designing for ethical innovation:a case study on ELSI co-design in emergency

    The ever more pervasive ‘informationalization’ of crisis management and response brings both unprecedented opportunities and challenges. Recent years have seen the emergence of attention to ethical, legal and social issues (ELSI) in the field of Information and Communication Technology. However, disclosing (and addressing) ELSI issues in design is still a challenge because they are inherently relational, arising from interactions between people, the material and design of the artifact, and the context. In this article, we discuss approaches for addressing such ‘deeper’ and ‘wider’ political implications, values and ethical, legal and social implications that arise between practices, people and technology. Based on a case study from the BRIDGE project, which has provided the opportunity for deep engagement with these issues through the concrete exploration and experimentation with technologically augmented practices of emergency response, we present insights from our interdisciplinary work aiming to make design and innovation projects ELSI-aware. Crucially, we have seen in our study a need for a shift from privacy by design towards designing for privacy, collaboration, trust, accessibility, ownership, transparency etc., acknowledging that these are emergent practices that we cannot control by design, but rather that we can help to design for—calling for approaches that allow to make ELSI issues explicit and addressable in design-time

    Governing the Networks of the Information Society. Prospects and limits of policy in a complex technical system

    This paper examines the prospects and limits of policies towards information and communications technologies (ICTs). The co-evolution of technological, economic, and political factors that has affected the information network infrastructure during the past three decades has transformed it from a relatively closed to more open system. As a consequence, the degree of complexity of the ICT infrastructure has increased with far-reaching implications for its governance. Paradoxically, policy was better able to control important performance characteristics, such as prices or investment levels, during the past monopoly era. However, the ability to control came at the high price of the inefficiencies associated with monopoly organization. In the present more competitive framework, many feasible policy instruments only work indirectly. Sector performance is an emergent property resulting from decentralized decisions in markets. It is influenced but not fully determined by policy choices. These changes need to be recognized more explicitly in the theoretical foundations, the formation and the implementation of policy.
