    Improving the Effectiveness of the Dissemination Method in Disaster Early Warning Messages

    The dissemination of disaster early warning messages has a significant role in the effectiveness and serviceability in an Early Warning System (EWS). Providing the community in a disaster area with an adequate dissemination and communication of early warning messages will improve people's awareness and reaction to a natural hazard. People who live in a disaster area play a crucial role in the success of EWS. Malaysian, Sri Lankan, Bangladeshi and Indonesian authorities employ mobile phone applications, such as text messages (SMS), as a tool for disaster warning messages. However, there are many challenges in methods for disseminating early warning messages. One of the challenges is the dissemination method in which only notification messages are sent. In this paper, we propose confirmation or verification messages, as part of disaster early warning messages, by using text messages. Confirmation messages are messages that use a verification channel to provide up-to- date official information about the latest natural disaster conditions.     Vibration Alert Bracelet for Notification of the Visually and Hearing Impaired

    This paper presents the prototype of an electronic vibration bracelet designed to help the visually and hearing impaired to receive and send emergency alerts. The bracelet has two basic functions. The first function is to receive a wireless signal and respond with a vibration to alert the user. The second function is implemented by pushing one button of the bracelet to send an emergency signal. We report testing on a prototype system formed by a mobile application and two bracelets. The bracelets and the application form a complete system intended to be used in retirement apartment communities. However, the system is flexible and could be expanded to add new features or to serve as a research platform for gait analysis and location services. The medical and professional potential of the proposed system is that it offers a simple, modular, and cost-effective alternative to all the existing medical devices with similar functionality currently on the market. The proposed system has an educational potential as well: it can be used as a starting point for capstone projects and demonstration purposes in schools to attract students to STEM disciplines

    How Mobile Devices are Transforming Disaster Relief and Public Safety

    With its growing usage, mobile technology is greatly improving disaster relief and public safety efforts. Countries around the world face threats from natural disasters, climate change, civil unrest, terrorist attacks, and criminal activities, among others. Mobile devices, tablets, and smart phones enable emergency providers and the general public to manage these challenges and mitigate public safety concerns.In this paper, part of the Brookings Mobile Economy Project, we focus on how mobile technology provides an early warning system, aids in emergency coordination, and improves public communications. In particular, we review how mobile devices assist with public safety, disaster planning, and crisis response. We explain how these devices are instrumental in the design and functioning of integrated, multi-layered communications networks. We demonstrate how they have helped save lives and ameliorate human suffering throughout the world

    Implementation and Development of Vehicle Tracking and Immobilization Technologies

    Since the mid-1980s, limited use has been made of vehicle tracking using satellite communications to mitigate the security and safety risks created by the highway transportation of certain types of hazardous materials. However, vehicle-tracking technology applied to safety and security is increasingly being researched and piloted, and it has been the subject of several government reports and legislative mandates. At the same time, the motor carrier industry has been investing in and implementing vehicle tracking, for a number of reasons, particularly the increase in efficiency achieved through better management of both personnel (drivers) and assets (trucks or, as they are known, tractors; cargo loads; and trailers). While vehicle tracking and immobilization technologies can play a significant role in preventing truck-borne hazardous materials from being used as weapons against key targets, they are not a & ”silver bullet.” However, the experience of DTTS and the FMCSA and TSA pilot projects indicates that when these technologies are combined with other security measures, and when the information they provide is used in conjunction with information supplied outside of the tracking system, they can provide defensive value to any effort to protect assets from attacks using hazmat as a weapon. This report is a sister publication to MTI Report 09-03, Potential Terrorist Uses of Highway-Borne Hazardous Materials. That publication was created in response to the Department of Homeland Security´s request that the Mineta Transportation Institute´s National Transportation Security Center of Excellence provide research and insights regarding the security risks created by the highway transportation of hazardous materials

    Wireless Emergency Alerts: New York City Demonstration

The Wireless Emergency Alerts (WEA) service is anew national capability for delivering geographically targeted alerts to the public on all mobile phones. This report describes the adoption of WEA by the New York City Office of Emergency Management (NYC OEM). NYC OEM was the first alert originator to adopt WEA, so the agency experienced some unique challenges. These challenges included finding software compatible with the Federal Emergency Management Agency (FEMA) Integrated Public Alert and Warning System, of which WEA is a component; obtaining emergency alerting authority from FEMA; and demonstrating use of the new WEA system from end to end. NYC OEM's experiences also offer other alert originators information that can guide their own adoption and integ­ration of WEA, including coordinating alerting authority with local and neighboring jurisdictions, handling the challenges presented by geotargeting and the 90-character limit, and informing the public about what to expect from WEA.     Requirement analysis for building practical accident warning systems based on vehicular ad-hoc networks

    An Accident Warning System (AWS) is a safety application that provides collision avoidance notifications for next generation vehicles whilst Vehicular Ad-hoc Networks (VANETs) provide the communication functionality to exchange these notifi- cations. Despite much previous research, there is little agreement on the requirements for accident warning systems. In order to build a practical warning system, it is important to ascertain the system requirements, information to be exchanged, and protocols needed for communication between vehicles. This paper presents a practical model of an accident warning system by stipulating the requirements in a realistic manner and thoroughly reviewing previous proposals with a view to identify gaps in this area

    Best Practices in Wireless Emergency Alerts

This report presents four best practices for the Wireless Emergency Alerts (WEA) program. These best practices were identified through interviews with emergency management agencies across the United States. The WEA "Go Live" Checklist identifies key steps that an emergency management agency should perform when implementing WEA in a local jurisdiction and provides guidance for completing each action. The WEA Training and Drilling Guide identifies the steps for preparing staff to use WEA and includes suggestions shared by alerting authorities that have implemented WEA. The WEA Governance Guide identifies steps for using or preparing to use WEA to ensure coordination between participating alerting agencies. The WEA Cybersecurity Risk Management (CSRM) Strategy describes a strategy that alert originators can use throughout WEA adoption, operations, and sustainment, as well as a set of governance activities for developing a plan to execute the CSRM. Because best practices will evolve as WEA matures and becomes more widely used, an appendix provides information on how a best practice–driven organization can search for best practices, adapt them to the local context, and adopt them for everyday use

    Mass-Market Receiver for Static Positioning: Tests and Statistical Analyses

    Nowadays, there are several low cost GPS receivers able to provide both pseudorange and carrier phase measurements in the L1band, that allow to have good realtime performances in outdoor condition. The present paper describes a set of dedicated tests in order to evaluate the positioning accuracy in static conditions. The quality of the pseudorange and the carrier phase measurements let hope for interesting results. The use of such kind of receiver could be extended to a large number of professional applications, like engineering fields: survey, georeferencing, monitoring, cadastral mapping and cadastral road. In this work, the receivers performance is verified considering a single frequency solution trying to fix the phase ambiguity, when possible. Different solutions are defined: code, float and fix solutions. In order to solve the phase ambiguities different methods are considered.
