    Improvement on PDP Evaluation Performance Based on Neural Networks and SGDK-means Algorithm

    With the purpose of improving the PDP (policy decision point) evaluation performance, a novel and efficient evaluation engine, namely XDNNEngine, based on neural networks and an SGDK-means (stochastic gradient descent K-means) algorithm is proposed. We divide a policy set into different clusters, distinguish different rules based on their own features and label them for the training of neural networks by using the K-means algorithm and an asynchronous SGDK-means algorithm. Then, we utilize neural networks to search for the applicable rule. A quantitative neural network is introduced to reduce a server’s computational cost. By simulating the arrival of requests, XDNNEngine is compared with the Sun PDP, XEngine and SBA-XACML. Experimental results show that 1) if the number of requests reaches 10,000, the evaluation time of XDNNEngine on the large-scale policy set with 10,000 rules is approximately 2.5 ms, and 2) in the same condition as 1), the evaluation time of XDNNEngine is reduced by 98.27%, 90.36% and 84.69%, respectively, over that of the Sun PDP, XEngine and SBA-XACML

    Exact Models, Heuristics, and Supervised Learning Approaches for Vehicle Routing Problems

    This dissertation presents contributions to the field of vehicle routing problems by utilizing exact methods, heuristic approaches, and the integration of machine learning with traditional algorithms. The research is organized into three main chapters, each dedicated to a specific routing problem and a unique methodology. The first chapter addresses the Pickup and Delivery Problem with Transshipments and Time Windows, a variant that permits product transfers between vehicles to enhance logistics flexibility and reduce costs. To solve this problem, we propose an efficient mixed-integer linear programming model that has been shown to outperform existing ones. The second chapter discusses a practical workforce scheduling problem, formulated as a specific type of vehicle routing problem. The objective here is to efficiently assign consultants to various clients and plan their trips. This computational challenge is addressed by using a two-stage approach: the first stage employs a mathematical model, while the second stage refines the solution with a heuristic algorithm. In the final chapter, we explore methods that integrate machine learning with traditional approaches to address the Traveling Salesman Problem, a foundational routing challenge. Our goal is to utilize supervised learning to predict information that boosts the efficiency of existing algorithms. Taken together, these three chapters offer a comprehensive overview of methodologies for addressing vehicle routing problems

    Gender Equality in the Labor Market in the Philippines

    This report on gender equality in the labor market in the Philippines is drawn from studies by a team of international consultants selected by the Asian Development Bank (ADB) for a technical assistance project on promoting gender equality in Asian labor markets for inclusive growth, implemented in cooperation with the International Labour Office (ILO), Bangkok. This report comprises a gendered analysis of the Philippines’ labor market, policies, and legislation, and provides recommendations for policies and legislation that have the potential to expand or improve employment and work opportunities for women in specific sectors in the Philippines. The report provides a summary of findings and recommendations that are specifically relevant for the Philippines from an analysis of gender equality and the labor markets in Cambodia, Kazakhstan, and the Philippines, and two global good practice reviews: one on social and economic policy and the other on legislation (ADB 2013a; ADB and ILO 2013a; ADB and ILO 2013b)

    On Properties of Policy-Based Specifications

    The advent of large-scale, complex computing systems has dramatically increased the difficulties of securing accesses to systems' resources. To ensure confidentiality and integrity, the exploitation of access control mechanisms has thus become a crucial issue in the design of modern computing systems. Among the different access control approaches proposed in the last decades, the policy-based one permits to capture, by resorting to the concept of attribute, all systems' security-relevant information and to be, at the same time, sufficiently flexible and expressive to represent the other approaches. In this paper, we move a step further to understand the effectiveness of policy-based specifications by studying how they permit to enforce traditional security properties. To support system designers in developing and maintaining policy-based specifications, we formalise also some relevant properties regarding the structure of policies.     Sustainability assessment of Thailand's electricity planning: Using section 1 of the 2009 hydropower sustainability assessment protocol

    We conducted a rapid assessment of the sustainability performance of the Thai power development plan and a number of related planning processes, focusing on the Thai plan’s implications for development of hydropower in the Mekong region. We used the August 2009 draft Hydropower Sustainability Assessment Protocol (HSAP), which is a qualitative multi-criteria audit tool designed to be used by a wide range of interested parties. We applied the HSAP from a public interest perspective: We assumed that aquatic ecosystems in the Mekong region are critically important for less privileged people, and that Thailand’s electricity planners can and should consider the distributional and ecological consequences of planning choices on a Mekong regional scale. Two sets of readers may find the report of interest. Those who seek insight into sustainability challenges posed, when a middle-income Asian country turns to hydropower imports from poorer neighbors, will find a contextualized and empirically rich discussion. Readers interested in the practice of integrated sustainability assessment will find a detailed application of the August 2009 draft Hydropower Sustainability Assessment Protocol (HSAP) – a tool which has been somewhat controversial to date (Bosshard 2010; Foran 2010; Locher, et al. 2010). Does rapid assessment improve our understanding of sustainability challenges? We found a number of significant gaps or weaknesses in the Thai power development plan (PDP). Combined with political instability faced by the Thai government in 2009-10, these challenges resulted in generally low levels of sustainability performance of the 2010 PDP. The Thai Ministry of Energy however appears genuinely willing to cooperate with civil society organizations in ongoing work that may improve the next PDP. The 2009 HSAP was not an easy tool to use. Many indicators required careful re-interpretation. The assessment was time consuming: partly because multiple processes deserved to be assessed in order to derive an adequate picture of multi-level planning processes. Sustainable development needs early-stage planning tools, which allow options to be rethought. Despite its practical difficulties, the 2009 HSAP compresses a range of important issues into one emerging framework. Although the Thai PDP is ultimately a bureaucratic planning process, its sustainability can – and must – be influenced by civil society and regional-level actors. Though careful interpretation of the HSAP is required, this finding is adequately captured by the use of the Protocol
