    Exploring The Dynamics Of Change In European Municipal Settings: A Case Study Of Two Research And Development Projects

    Transformational initiatives concerning electronic forms of governance occur increasingly often in our time. However most of them are characterised by lack of deeper understanding of the dynamics and possibilities of organizational and technological change in governmental settings. This paper endeavours an investigation of the undercurrent processes of organizational and technological change in the field of electronic governance. We base our research on the interpretive analysis of research data that were gathered through participant observation of two European research and development e-Government projects. In addition some more general implications are offered, based on our case studies, concerning the transformation of business processes, the changes in analysis, design and implementation of IS for e-Government, and electronic governance strategies. We believe that these implications can prove useful in both analyses and implementations of electronic governance

    E-Administration as a Way of Increasing the Managerial Capacity in Public Sector

    This paper deals with a developing concept, that of public sector reform, and explores it within the boundaries of e-administration practices. International competition and internal raising expectations have lead governments across the world to reconfigure their relationships with the surrounding environments. In doing so, they mostly switched to a newer paradigm, based not on affirmation and mechanical theories, but on the concept of a living, biological system. Following this trend, many governments and their subsequent organizations choose to become flexible and decentralized, to recognize once again the importance of horizontal collaboration and internal partnerships and to value information. In this trend, ITC represents one of the modern instruments that may help implementing democracy and developing current public services as well as educational systems. Fully aware of the need for a revolution in the organizational culture of public administration and of a transition towards a horizontal, service-oriented administration with intensive information exchange among all its partners, Romania has adopted the European vision on e-government and e-governance, preparing itself for a complete transformation that the new technologies both produce and allow. In this context, 'The Government’s Strategy concerning the National Action Plan e-administration', enacted in October 2001 by the Romanian Parliament supports the European idea of getting the governance closer to its citizens. As this vision is described within the paper, the authors will analyze the Romanian solutions to increasing administrative efficiency.     Dialogue on Campus: An Overview of Promising Practices

    Higher education institutions are recognizing the value of dialogue in engaging diverse perspectives and experiences while providing the necessary skills and knowledge for students to become effective citizens. Colleges and universities are incorporating the theory and practice of dialogue across different dimensions of the curriculum, co-curriculum, pedagogy, and administration and governance. Examples include nation-wide intergroup dialogue programs, community standards processes in residence halls, and institution-wide decision making on curricula. Seen as a whole, these and other examples provide a vision for a comprehensive approach to integrating dialogue on campuses

    Institutional Technology and the Chains of Trust: Capital Markets and Privatization in Russia and the Czech Republic

    The introduction of mass privatization policies in Russia and the Czech Republic depended on the creation of impersonal capital markets to finance the needs of privatized companies and to provide a secondary market for the trading of securities. Yet, mass privatization created the contradictory conditions of generating millions of poorly informed shareholders, with no efficient markets for the sale of the shares. The absence of financial markets created systematic pressures to move assets by illegal or non-transparent means to users who value them. Privatization created the incentives to destroy the financial markets critical to its success. A comparative case analysis of post-privatization market formation in both these countries demonstrates that the functional necessity for these markets does not engender their own creation. In the absence of institutional mechanisms of state regulation and trust, markets become arenas for political contests and economic manipulation.     An Approach to Transform Public Administration into SOA-based Organizations

    Nowadays, Service-Oriented Architectures (SOA) is widely spread in private organizations. However, when transferring this knowledge to Public Administration, it is realized that it has not been transformed in terms of its legal nature into organizations capable to operate under the SOA paradigm. This fact prevents public administration bodies from offering the efficient services they have been provided by different boards of governments. A high-level framework to perform this transformation is proposed. Taking it as starting point, an instance of a SOA Target Meta-Model can be obtained by means of an iterative and incremental process based on the analysis of imperatives and focused on the particular business context of each local public administration.     Business Process Redesign in the Perioperative Process: A Case Perspective for Digital Transformation

    This case study investigates business process redesign within the perioperative process as a method to achieve digital transformation. Specific perioperative sub-processes are targeted for re-design and digitalization, which yield improvement. Based on a 184-month longitudinal study of a large 1,157 registered-bed academic medical center, the observed effects are viewed through a lens of information technology (IT) impact on core capabilities and core strategy to yield a digital transformation framework that supports patient-centric improvement across perioperative sub-processes. This research identifies existing limitations, potential capabilities, and subsequent contextual understanding to minimize perioperative process complexity, target opportunity for improvement, and ultimately yield improved capabilities. Dynamic technological activities of analysis, evaluation, and synthesis applied to specific perioperative patient-centric data collected within integrated hospital information systems yield the organizational resource for process management and control. Conclusions include theoretical and practical implications as well as study limitations

    Transaction stage of e-Government systems: identification of its location & importance

    All e-Government maturity models identify a Transaction stage along the pathway to full systems integration. The evidence suggests that a significant number of project failures occur at this stage and thus frustrate the endeavour to achieve a coherent uniform means of access to Government. Clearly, research to identify and overcome the challenges presented at this stage is critical. In this paper the Transaction stage is clearly delineated as the point at which online technology ceases to be peripheral to the agency’s activity. Hence, it presents the first real organisational challenge and an appropriate research strategy is defined to uncover the problems that arise at this point

    The practice of using the term “electronic governance” does not differentiate the concepts of the subject of management, that is, the three branches of government, with forms, processes and technologies of governance, which is not correct, since the use of information technology in state activities is not a top priority. On the other hand, electronic governance technologies cannot be considered separately from the automated governance processes as well as electronic governance technologies are not a supplement or an analogue of the traditional state, as intended to communicate by means of electronic governance technologies to increase the efficiency of the entire system of public administration, in particular in the system of administrative services
