A strategic approach to making sense of the âwickedâ problem of ERM
Purpose â The purpose of this paper is to provide an approach to viewing the âwickedâ problem of electronic records management (ERM), using the Cynefin framework, a sense-making tool. It re-conceptualises the ERM challenge by understanding the nature of the people issues. This supports decision making about the most appropriate tactics to adopt to effect positive change.
Design/methodology/approach â Cynefin was used to synthesise qualitative data from an empirical research project that investigated strategies and tactics for improving ERM.
Findings â ERM may be thought of as a dynamic, complex challenge but, viewed through the Cynefin framework, many issues are not complex; they are simple or complicated and can be addressed using best or good practice. The truly complex issues need a different approach, described as emergent practice. Cynefin provides a different lens through which to view, make sense of and re-perceive the ERM challenge and offers a strategic approach to accelerating change.
Research limitations/implications â Since Cynefin has been applied to one data set, the findings are transferrable not generalisable. They, and/or the approach, can be used to further test the propositions.
Practical implications â The resultant ERM framework provides a practical example for information and records managers to exploit or use as a starting point to explore the situation in particular organisational contexts. It could also be used in other practical, teaching and/or research-related records contexts.
Originality/value â This paper provides a new strategic approach to addressing the wicked problem of ERM, which is applicable for any organisational context
Critique of Architectures for Long-Term Digital Preservation
Evolving technology and fading human memory threaten the long-term intelligibility of many kinds of documents. Furthermore, some records are susceptible to improper alterations that make them untrustworthy. Trusted Digital Repositories (TDRs) and Trustworthy Digital Objects (TDOs) seem to be the only broadly applicable digital preservation methodologies proposed. We argue that the TDR approach has shortfalls as a method for long-term digital preservation of sensitive information. Comparison of TDR and TDO methodologies suggests differentiating near-term preservation measures from what is needed for the long term.
TDO methodology addresses these needs, providing for making digital documents durably intelligible. It uses EDP standards for a few file formats and XML structures for text documents. For other information formats, intelligibility is assured by using a virtual computer. To protect sensitive informationâcontent whose inappropriate alteration might mislead its readers, the integrity and authenticity of each TDO is made testable by embedded public-key cryptographic message digests and signatures. Key authenticity is protected recursively in a social hierarchy. The proper focus for long-term preservation technology is signed packages that each combine a record collection with its metadata and that also bind contextâTrustworthy Digital Objects.

Machines and machinations: The integrated care record service in the UK national health service
This paper examines the use of Actor Network Theory (ANT) as a lens to get a better understanding of the implementation of the Integrated Care Record Service (ICRS) in the UK National Health Service (NHS). Actor Network Theory has been deployed in various environments to achieve a better understanding of the roles of not only the humans but also the artifacts that constitute, in this case, healthcare networks of services and organisations. The theory is used as a means of supporting real world interventions, providing a richer understanding of complexities involved and thereby helps management to make better decisions. This study also explores Latourâs concept of machines as machinations, whose role is to translate other actors into the network. We propose ICRS as a fruitful empirical context for the use of ANT to support decision making for actors in health care provision. Actor Network Theory (ANT) is well-suited for use in the socio-technical evaluation of IS into the ICRS project because this approach treats human and non-human actors symmetrically. This approach facilitates a more thorough examination of the ways in which information technology is enabled or restricted in social processes
Curating E-Mails; A life-cycle approach to the management and preservation of e-mail messages
E-mail forms the backbone of communications in many modern institutions and organisations and is a valuable type of organisational, cultural, and historical record. Successful management and preservation of valuable e-mail messages and collections is therefore vital if organisational accountability is to be achieved and historical or cultural memory retained for the future. This requires attention by all stakeholders across the entire life-cycle of the e-mail records.
This instalment of the Digital Curation Manual reports on the several issues involved in managing and curating e-mail messages for both current and future use. Although there is no 'one-size-fits-all' solution, this instalment outlines a generic framework for e-mail curation and preservation, provides a summary of current approaches, and addresses the technical, organisational and cultural challenges to successful e-mail management and longer-term curation.
Wireless technology and clinical influences in healthcare setting: an Indian case study
This chapter argues that current techniques used in the domain of Information Systems is not adequate for establishing determinants of wireless technology in a clinical setting. Using data collected from India, this chapter conducted a first order regrssion modeling (factor analysis) and then a second order regression modeling (SEM) to establish the determinants of clinical influences as a result of using wireless technology in healthcare settings. As information systems professionals, the authors conducted a qualitative data collection to understand the domain prior to employing a quantitative technique, thus providing rigour as well as personal relevance. The outcomes of this study has clearly established that there are a number of influences such as the organisational factors in determining the technology acceptance and provides evidence that trivial factors such as perceived ease of use and perceived usefulness are no longer acceptable as the factors of technology acceptance
Accelerating positive change in electronic records management: an empirical toolkit of solutions
The AC+erm project aims to investigate and critically explore issues and practical strategies for accelerating positive change in electronic records management. The projectâs focus is on designing an organisational-centred architecture from three perspectives: people, process and technology. This paper introduces the project, describes the methodology (a systematic literature review, e-Delphi studies and colloquia) and presents solutions for improving ERM developed from the people and process e-Delphi responses. ERM is particularly challenging and the solutions offered by the Delphi participants are numerous, and range in scale and complexity. The only firm conclusion that one can draw is that the majority of the solutions are people-focussed ones. The Cynefin framework is introduced as one approach for providing a conceptual overview to our findings on ERM. The sample solutions presented in this paper provide a toolkit of âprobesâ and âinterventionsâ for practical application in organisations

Classification of information systems research revisited: A keyword analysis approach
A number of studies have previously been conducted on keyword analysis in order to provide a comprehensive scheme to classify information systems (IS) research. However, these studies appeared prior to 1994, and IS research has clearly developed substantially since then with the emergence of areas such as electronic commerce, electronic government, electronic health and numerous others. Furthermore, the majority of European IS outlets - such as the European Journal of Information Systems and Information Systems Journal - were founded in the early 1990s, and keywords from these journals were not included in any previous work. Given that a number of studies have raised the issue of differences in European and North American IS research topics and approaches, it is arguable that any such analysis must consider sources from both locations to provide a representative and balanced view of IS classification. Moreover, it has also been argued that there is a need for further work in order to create a comprehensive keyword classification scheme reflecting the current state of the art. Consequently, the aim of this paper is to present the results of a keyword analysis utilizing keywords appearing in major peer-reviewed IS publications after the year 1990 through to 2007. This aim is realized by means of the two following objectives: (1) collect all keywords appearing in 24 peer reviewed IS journals after 1990; and (2) identify keywords not included in the previous IS keyword classification scheme. This paper also describes further research required in order to place new keywords in appropriate IS research categories. The paper makes an incremental contribution toward a contemporary means of classifying IS research. This work is important and useful for researchers in understanding the area and evolution of the IS field and also has implications for improving information search and retrieval activities
