Electronic governance, premise for implementation of electronic democracy
Living in a rapidly changing society, where information travels with great speed and its upgrade is essential, we decided to approach certain aspects of e-democracy, as a dynamic way of citizen participation, using new Information and Communications Technologies. The theme chosen for this research, Electronic governance, premise for implementation of electronic democracy, is a part of Electronic Administration field and identifies the meanings of implementing e-government and e-democracy, the necessity and effects of putting them into practice and the conditions to be fulfilled for the development of electronic services and fostering citizen participation in their use. E-governance as well as edemocracy have a clear contribution in making social progress, thanks to capitalize the most important irreversible resource, the time for achievement of the main administrative operations. The overall objective of the research aims to establish the relationship between governance and electronic democracy. From this perspective, this paper will contain: analyzing the importance of both e-governance and e-democracy, risks and benefits for each one, clarifying the need and implications underlying the implementation of electronic systems and explain the conditions to be met by citizens in order to benefit from these services. To achieve the objectives set, will be dominant the analyzing method of the social phenomena in their evolution. They will also combine harmoniously with practical examples in various member states of the European Union.e-governance, e-democracy

E-voting in Brazil - the risks to democracy
Literature has shown that countries with strong democratic traditions, such as the United States and Canada, are not yet using electronic voting systems intensively, due to the concern for and emphasis on security. It has revealed that there is no such thing as an error-free computer system, let alone an electronic voting system, and that existing technology does not offer the conditions necessary for a reliable, accurate and secure electronic voting system. In this context, then, what are the risks of e-voting to democracy? In what ways, if at all, can more fragile, less mature democracies be buttressed with e-voting systems? As a key component of e-democracy, it seems that e-voting technologies are to become more secure and increasingly reliable in the near future and will indeed be adopted in many countries. In what ways, if at all, will the introduction of such systems increase voter confidence in the political system, promote citizen engagement in political life, and nurture the evolution of democracy? If both e-voting and edemocracy are emerging based on popular demand - that is, as a demand-driven alternative to current processes, then there is no doubt that they are likely to enhance and improve the efficiency of traditional democracy. However, if e-voting technology is being introduced based on a supply-driven fashion - the technology exists therefore it should and must be implemented - then the implications for democracy should be considered. Brazil's introduction of e-voting offers a cautionary tale of supply-driven technological implication. The purpose of this paper is to demonstrate how the introduction of e-voting in Brazil is highly risky to democracy due to the lack of emphasis on security and the lack of a sociallyinformed and socially driven approach to technological innovation. The Brazilian example illustrates the democratic implications of a market-driven approach. The lack of a technology strategy designed to promote and extend democratic principles is not surprising given the closed door, market-based negotiations that led to the adoption of e-voting in Brazil. Information technology: gateway to direct democracy in China and the world
The world watches as China moves towards greater democracy. The question in everyone's minds, including Chinese themselves, is âwhat model will China arrive at, at the journey's end?â There are many lessons to be learnt from other countries, some positive (Tanzania) and some negative (Laos). The United States has no doubts about the âgoodnessâ of its own model but their unthinking belief in the superiority of their model should not be accepted at face value. The Chinese government and people will understandably be considering various different models very carefully, so that they can choose the best possible model for their country, and their own context. In this paper we will consider why current Western models of constitution should be viewed with caution by China as it attempts to move towards an improved socialist democracy. The paper considers the electronic voting system used in the US presidential elections, and draws attention to the opportunities for vote rigging that this type of electronic voting facilitates. It also looks at models of democracy used in the ancient world, and compares these with modern systems. Finally, it presents a secure and anonymous mechanism for electronic voting on issues of concern to the population. We conclude by sounding a note of caution about the dangers of plebiscites being used as rubber stamps by dictators if there are inadequate controls over who puts issues to the vote

E-democracy as the frame of networked public discourse : information, consensus and complexity
The quest for democracy and the political reflection about its future are to be understood nowadays in the horizon of the networked information revolution. Hence, it seems difficult to speak of democracy without speaking of e-democracy, the key issue of which is the re-configuration of models of information production and concentration of attention, which are to be investigated both from a political and an epistemological standpoint. In this perspective, our paper aims at analyzing the multi-agent dimension of networked public discourse, by envisaging two competing models of structuring this discourse (those of dialogue and of claim) and by suggesting to endorse the epistemic idea of complementarity as a guidance principle for elaborating a form of partnership between traditional and electronic media
Proxy of democracy? : metaphors of connection as arguments against representation
This paper aims to assess the arguments that claim representative democracy may be enhanced or replaced by an updated electronic version. Focusing on the dimension of elections and electioneering as the core mechanism of representative democracy I will discuss: (1) the proximity argument used to claim the necessity of filling the gap between decision-makers and stakeholders; (2) the transparency argument, which claims to remove obstacles to the publicity of power; (3) the bottom-up argument, which calls for a new form of legitimacy that goes beyond classical mediation of parties or unions; (4) the public sphere argument, referred to the problem of hierarchical relation between voters and their representatives; (5) the disintermediation argument, used to describe the (supposed) new form of democracy following the massive use of ICTs. The first way of conceptualizing e-democracy as different from mainstream 20th century representative democracy regimes is to imagine it as a new form direct democracy: this conception is often underlying contemporary studies of e-voting. To avoid some of the ingenuousness of this conception of e-democracy, we should take a step back and consider a broader range of issues than mere gerrymandering around the electoral moment. Therefore I shall problematize the abovementioned approach by analyzing a wider range of problems connected to election and electioneering in their relation with ICTs
Three Faces of Electronic Democracy
The debate on the impact of the information and communication technologies (ICT) on contemporary democracy has lasted in political science since the beginning of the information revolution. Two dominating and antagonistic standpoints present the electronic democracy as either the cure for democracy crisis, or the factor deepening major problems of democracy. The text questions such a simplified perspective and proves that the overall assessment of the ICT influence on democracy is ambiguous. If the focus of the analysis is on the process of political mobilisation or the electronic service delivery, major consequences of electronic democracy are positive. They are e.g. lowering the barriers to entry into political market and making the state apparatus more responsive towards citizenâs expectations. From the perspective of the unequal access to the ICT and possible introduction of the electronic plebiscitary democracy, new technologies seem harmful for the principles of democracy. Finally, if someone observes the impact of e-democracy on the overall level of political participation, he can advocate the thesis of no significant impact of the ICT on contemporary democracy.
