    Achieving Interoperability in E-government Services with two Modes of Semantic Bridging:

    Abstract Data heterogeneity in the public sector is a serious problem and remains to be a key issue as different naming conventions are used to represent similar data labels. The e-government effort in many countries has provided a platform for government entities and their business partners to exchange data through Information Communication Technologies (ICT) and standards such as RosettaNet (B2B data exchange standard), EDIFACT (Electronic Data Interchange for Administration, Commerce, and Transport), XML (Extensible Markup Language) and EDI (Electronic Data Interchange). However, e-government efforts have not really resolved data heterogeneity problems significantly due to limitation of these standards. One such limitation is the inability of data inheritance. In order to solve this problem with emphasis on Service Oriented Architectures (SOA) and Web Services, a semantically enriched web service for the public sector is needed. Thus we propose an ontology-based solution which allows data inheritance and polymorphism. This goal of this paper is to show how heterogeneous e-government documents can be semantically matched. We propose a shared hierarchical knowledge repository approach and a detailed process methodology for semantic mediation. A two-part semantic mediation approach using SRS (Semantic Relatedness Scores) and SWRL (Semantic Web Rule Language) is highlighted. Both measures are complimentary and provide the semantics necessary for resolving schema heterogeneity. Our approach incorporates a rule-based engine that reads and executes SWRL rules (i.e. RacerPro). We also adopted several tools for proof-of-concept such as Protégé (i.e. ontology editor) and JESS (Java Expert Shell System)

    E-commerce technology adoption framework by New Zealand small to medium size enterprises

    This paper attempts to highlight a framework for the adoption of electronic commerce (EC) technologies in New Zealand with specific interest in the small to medium-size enterprise (SME) sector of the economy. The main thrust of the research was to develop the framework for EC adoption by the New Zealand SMEs and hence study the accelerators and impediments to the adoption and diffusion of EC technologies. The paper shows how IS/IT adoption and diffusion theories and practicalities can be explored for developing the proposed EC adoption framework. It is argued that results from research case studies based on the framework are able to identify the factors influencing and leading to the adoption of e-commerce technologies by the New Zealand SMEs

    Electronic Business, commonly referred to as "eBusiness" or "e-Business", may be defined as the utilization of information and communication technologies (ICT) in support of all the activities of business. Commerce constitutes the exchange of products and services between businesses, groups and individuals and hence can be seen as one of the essential activities of any business. Hence, electronic commerce or eCommerce focuses on the use of ICT to enable the external activities and relationships of the business with individuals, groups and other businesse. Many people only see in eBusiness the selling and marketing of products and services via the Internet. But reality shows that this opinion does not hold any ground. The purpose of this paper is to give an overview about eBusiness including definitions, perceptions and models. The main part of this work addresses the importance of the whole value chain and defined business processes within an organization. Michael E. Porter′ value chain model will be used to provide a general idea about value chains within an organization.     Business-to-business e-commerce: an innovative tool for food chain management

    A supply chain is a network of facilities and distribution options that performs the functions of procurement of materials, transformation of these materials into intermediate and finished goods, and the distribution of the final goods to customers. The management of food chains, particular of fresh produce chains, need to achieve two goals: (a) create efficient physical flows of products by minimising logistics cost, and reducing lead times (b) run an effective value chain by safeguarding mutual gains for all members of the chain, building trust between suppliers and buyers and at the same time maintaining quality for end consumers. Food chain management was always at a loss for tools to leveraging its efforts on achieving value for chain members and eventually the end-consumers. Although food industry, both in USA and Europe, has experimented with various alternative solutions to this multimillion chain management, yet more can be expected. Business-to-business e-commerce (B2B) appears to be an innovative tool that meets the high standards of the industry and the potential growth. This study examines the uses of B2B in food industry to give chain management solutions. It reviews the uses of B2B and, in particular, highlights the applications of B2B by small agribusiness in order to forge their ring in food chains. It builds upon communication in supply chain. It describes contracting as an example how B2B e-commerce can advance supply activities and reports the development of a B2B olive oil supply chain application. It concludes that B2B can be a strong leverage for food chain management to achieve its goals and produce value for the members of the chain and the end consumers
