E-government: A comparison of strategies in local authorities in the UK and Norway
In Europe almost all countries have implemented some form of e-government, not to mention the UK and Norway which are now both well into their sixth year of e-government implementation. These six years have seen various strategic plans formulated, implemented and also intermittently postponed in the two countries. Although time may result in the amplification of e-government experience for Norway and the UK, the postponement of implementation deadlines indicates that not only political and social issues, but also strategic and organisational issues need to be addressed when formulating plans for deploying e-government. Using empirical research this paper examines the strategies adopted by the UK and Norway in the context of aligning central and local government plans for implementing e-government services. While technical, political and social issues are considered as key areas to be addressed in any e-government exploitation plan; this paper examines how different perspectives on e-government definition, strategy, awareness and related organisational change influence implementation. The need to align central and local e-government plans, guidelines for local level implementation, user centred solutions, strong leadership and a common understanding of the definition of e-government are highlighted in the paper as some of the key components of good e-government implementation practice

Innovative public governance through cloud computing: Information privacy, business models and performance measurement challenges
Purpose: The purpose of this paper is to identify and analyze challenges and to discuss proposed solutions for innovative public governance through cloud computing. Innovative technologies, such as federation of services and cloud computing, can greatly contribute to the provision of e-government services, through scaleable and flexible systems. Furthermore, they can facilitate in reducing costs and overcoming public information segmentation. Nonetheless, when public agencies use these technologies, they encounter several associated organizational and technical changes, as well as significant challenges. Design/methodology/approach: We followed a multidisciplinary perspective (social, behavioral, business and technical) and conducted a conceptual analysis for analyzing the associated challenges. We conducted focus group interviews in two countries for evaluating the performance models that resulted from the conceptual analysis. Findings: This study identifies and analyzes several challenges that may emerge while adopting innovative technologies for public governance and e-government services. Furthermore, it presents suggested solutions deriving from the experience of designing a related platform for public governance, including issues of privacy requirements, proposed business models and key performance indicators for public services on cloud computing. Research limitations/implications: The challenges and solutions discussed are based on the experience gained by designing one platform. However, we rely on issues and challenges collected from four countries. Practical implications: The identification of challenges for innovative design of e-government services through a central portal in Europe and using service federation is expected to inform practitioners in different roles about significant changes across multiple levels that are implied and may accelerate the challenges' resolution. Originality/value: This is the first study that discusses from multiple perspectives and through empirical investigation the challenges to realize public governance through innovative technologies. The results emerge from an actual portal that will function at a European level. © Emerald Group Publishing Limited

Electronic administration in Spain: from its beginnings to the present
This study presents the basic lines of electronic administration in Spain.
The complexity of the Spanish political-administrative system makes such a
study challenging, in view of the considerable degree of autonomy and
competences of the regional administrative bodies and local agencies with
respect to the central government, the former being more visible in the 17
regions of Spain. Nonetheless, the central government maintains a series of
legal instruments that allow a certain common framework of action to be
imposed, aside from what is put into effect through diverse programs aimed
precisely to develop common tools for the regions and municipalities of Spain.
After an introduction that provides some necessary background, this study
describes the legislative framework in which Spain's electronic administrative
system has developed. The data included in the study refer to investment in
information and communication technologies (ICT) and the services offered by
the different Administrations on the internet; internet access by citizens,
homes, businesses, and employees, as well as the interactivity existing with
administrations by means of the internet; the origins and rise of various
political initiatives of the Central Government involving electronic
administration; and finally, the situation of civil service personnel, as
catalysts of the success of Information Society in the Public Administration
within Spain

Information Society Strategies in the European Context: The Case of Greece
This article sets out to analyze the policies adopted by the Greek government in its effort to accelerate the pace of reform towards a knowledge-based economy. These policies have to take into account the position that the country occupies within the emerging information society and, of course, the opportunities created by EU initiatives that aim to promote economic competitiveness and reduce regional disparities. Within this framework Greek policy makers have recognized the need for a coordinated, coherent and integrated approach, which attempts to diminish inequalities both within the country and with respect to other European Union economies. What emerges as a distinctive feature of the Greek information society strategy is the emphasis placed on the pivotal role of the state and the adoption of active interventionist policies
E-government adoption: A cultural comparison

This study compares e-government adoption in the U.K. to adoption in the U.S. In particular, this study seeks to determine if the same factors are salient in both countries. Several studies have explored citizen acceptance of e-government services in the U.S. However, few studies have explored this phenomenon in the U.K. To identify the similarities and differences between the U.K. and the U.S. a survey is conducted in the U.K. and the findings are compared to the literature that investigates diffusion in the U.S. This study proposes a model of e-government adoption in the U.K. based on salient factors in the U.S. A survey is administered to 260 citizens in London to assess the importance of relative advantage, trust and the digital divide on intention to use e-government. The results of binary logistic regression indicate that there are cultural differences in e-government adoption in the U.K. and the U.S. The results indicate that of the prevailing adoption constructs, relative advantage and trust are pertinent in both the U.S. and the U.K., while ICT adoption barriers such as access and skill may vary by culture. Implications for research and practice are discussed
COBRA framework to evaluate e-government services: A citizen-centric perspective
E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts. Current state of e-services in Saudi Arabia: the case of intermediaries in facilitating government services in Madinah city
The government of Madinah has launched âKhdamatecâ electronic Offices (e-Offices) concept under their national electronic Government (e-Government) modernisation agenda to facilitate service delivery to citizens and seamless interaction to communicate their needs. By offering e-Offices around the government departments, Madinah government hopes to increase accessibility of e-Government services and make steps forward to electronic age, encourage Medina' citizens to participate and use e-Services and bridging digital divide. However, the empirical findings illustrate that the adoption and diffusion of the e-Office concept and e-Government in the wider context at a lethargic pace.
